Fire & Police Commission Minutes 2007 02-26-07 Board of Fire and Police Commission Minutes February 26, 2007 • Meeting called to order at 6:00p.m. • Roll Call: Bob Johnson Mike Anderson Margie Putzler • Also Present: Chief Martin Katie Robbins, secretary • Previous meeting minutes: Commissioner Anderson moved to approve the minutes from February 7, 2007. Commissioner Putzler seconded the motion. Motion carried. • Communications: • Letter from candidate John Hunter. He is working for Montgomery Police Department now, declining offer. • Commissioner Putzler moved to strike Candidate Hunter from the list. Commissioner Anderson seconded the motion. ■ Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Commissioner Johnson received e-mail from the state association about the Senate Bill 1295 and 1290. These bills would amend Illinois Municipal codes. It would effect any municipalities with collective bargaining agreements with unions. Any discharges or suspensions shall be based on independent arbitration. Discipline would no longer be handled by the commission, but by an independent agent acting as an arbitrator. The Illinois Municipal League and Sheriffs should be involved to oppose this bill—if it passes our role in discipline will be greatly diminished. • Letter from candidate Nick Lanzara. He has been hired by another police department. • Commissioner Putzler moved to strike candidate Lanzara from the list. Commissioner Anderson seconded the motion. ■ Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Bills for Payment: None • Unfinished Business: None • New Business: o Commissioner Putzler moved to go into executive session for the purposes of hiring, firing and discipline of personnel. Commissioner Anderson seconded the motion. • Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Entered executive session at 6:05p.m. • Exited executive session at 6:43p.m. with no formal action taken. • Commissioner Putzler moved to make a conditional offer of employment to candidates Rebekkah Post, Jason Murr, and Andrew Houghton. Commissioner Anderson seconded the motion. ■ Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Commissioner Putzler moved to remove candidates Jason Larson and Shawn Yeager from the list based on results of their background investigations. Commissioner Anderson seconded the motion. ■ Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Commissioner Putzler moved to remove candidate Jerold Munoz from the eligibility list based on findings in the Psychologist's report. Commissioner Anderson seconded the motion. ■ Roll Call Vote: Chairman Johnson yes Commissioner Anderson yes Commissioner Putzler yes Motion carried. • Commissioner Putzler requested a follow up on the background information for candidate Ketchmark. • Chairman Johnson requested Chief Martin to prepare suggestions for the commission in regards to the current hiring criteria and to present his ideas to the commission at a future meeting. • The next meeting is scheduled for March 26, 2007 at 6:00 p.m. • Katie will check with Chief Martin to see if he is ready for his presentation at this meeting. • Commissioner Putzler asked Chief Martin if there was any specific training given to officers on how to do background checks. Chief told the commission that the long term plan is to have all background checks done by the same officer—thereby increasing consistency and improving communication to the commission. • There was a general consensus to continue making background checks on the rest of the candidate list. ■ The new fiscal year is approaching soon and it is probable that the chief will be asking for 5-6 more officers. ■ Our current promotional list is good until September 2008. ■ Some police districts have there candidate lists on their websites. Could we? Should we? • Commissioner Anderson moved to adjourn. Commissioner Putzler seconded the motion. Motion carried. • Meeting adjourned at 7:52p.m.
