July 25, 2007
Meeting called to order at 7:00 p.m.

Previous Meeting Minutes: Commissioner Anderson moved to approve the minutes from
July 2, 2007 with the following corrections: the minutes were amended to include
the date of July 2, 2007 and the previous minutes approved at that meeting were
dated June 4, 2007. Commissioner Putzler seconded. Motion carried.

Unfinished Business: None
Old Business: The following changes to the current version of the rules and regulations
were discussed:
Page 4, Section 4 addresses how to handle defective applications. The
commission discussed adding a definitive time frame as it relates to candidates
correcting defective applications and returning them to the commission. 10 days
from the date of the letter to the candidate seems to be a reasonable time frame.
Jim Powers will draft the appropriate language.
Page 3, Section 2 lists the required documents the applicants must attach to the
application. As the board has agreed to not require a college degree, the language
needs to be changed to reflect this. Again, Jim Powers will draft the suggested
change. .
Page 6, Section 5 mentions the need for special accommodations as listed on the
application. The current application does not address any special
accommodations. Again, Jim Powers will draft the language as it needs to appear
on the employment application.
Page 9, Section 12 shows the probationary period to be 12 months. As the newly
negotiated contract with the union has the probationary period at 18 months,the
rules need to be amended to show the same time period.
Page 7, Section 9 discusses the application of veteran preference points. The
statute clearly defines the application of these points, therefore the statute should
be referenced in this paragraph.

Jim Powers will draft the necessary language for each of the above items and submit it
for review at the next meeting.
New Business: Commissioner Anderson moved to go into executive session for the
purposes of hiring, firing and discipline of personnel. Commissioner Putzler
seconded. Entered executive session at 7:25 p.m.
Exited Executive Session at 7:45 p.m. with no formal action taken.
Commissioner Putzler moved to rescind conditional offer for Candidate Steven
Wittleder as he failed the background. Commissioner Anderson seconded.

Commissioner Putzler moved to remove Candidate Joseph Michalski from the
eligibility list based on the background. Commissioner Anderson seconded.
