The meeting was called to order at 7:00 pm. by Joe Besco.

New Business
20. PW 2007-113 Raging Waves— Site work LOC Reduction #1 —This will move
on to COW Consent Agenda.
23. PW 2007-116 Proposed Professional Engineering Agreements for Well and
Water Tower Rehabilitation —This is for Well 4 and the water tower on Tower
Lane. This will move on to COW.
1. PW 2007-94 Water Department Report for May 2007 —This will move on to
COW on Consent Agenda.
2. PW 2007-95 Water Department Report for June 2007 - This will move on to
COW on Consent Agenda.
3. PW 2007-96 Grande Reserve Unit 2 —Letter of Credit Expiration - This will
move on to COW on Consent Agenda.
4. PW 2007-97 Grande Reserve Unit 12—Letter of Credit Expiration - This will
move on to COW on Consent Agenda.
5. PW 2007-98 Grande Reserve Unit 14—Letter of Credit Expiration - This will
move on to COW on Consent Agenda.
6. PW 2007-99 Grande Reserve Unit 15—Letter of Credit Expiration -This will
move on to COW on Consent Agenda.
7. PW 2007-100 Grande Reserve Unit 20—Letter of Credit Expiration - This

8. PW 2007-101 Grande Reserve Unit 23 —Letter of Credit Expiration
(Landscaping) - This will move on to COW on Consent Agenda.
9. PW 2007-102 Grande Reserve Unit 23 —Letter of Credit Expiration (Site

10. PW 2007-103 King Street Raw & Finished Water mains — Change Order#2 -
This will move on to COW on Consent Agenda.
11. PW 2007-104 Heustis Street— Ornamental Lighting—There was discussion
about where the money would come for these lights. This will be brought back to
committee in about 6 months.
12. PW 2007-105 In-Town Road Program—Heustis Street Trees —4 trees have
been removed because of the in-town road program. Several trees were removed
over the years. There was discussion on the price of the trees. There was also
discussion on taking trees from places where they would end up being torn out,
such as in front of the Library when the Game Farm Road project begins. This
will move on to COW as an FYI.
13. PW 2007-106 In-Town Road Program— Construction Materials Testing
Agreement - This will move on to COW on Consent Agenda.
14. PW 2007-107 In-Town Road Program— Sanitary Manhole Replacement—
This would be a change order to the contract with R.A. Ubert Construction. This
will move on to COW.
15. PW 2007-108 In-Town Road Program Phase 3 —Discussion — There was
discussion whether the city should continue with more phases of the program.
Roads to be worked on as well as funds will need to be identified. This will move
on to COW for discussion and then come back to committee in September.
16. PW 2007-109 Yorkville Business Center Units 2 & 3—Final Acceptance and
Bond Reductions - This will move on to COW on Consent Agenda.
17. PW 2007-110 Rt. 47 & Wheaton Ave. Intersection Improvement—IDOT
Hwy. Permit & Resolution —F.E. Wheaton will be funding this project. They
will receive a rebate on the additional sales tax revenue. This will be a 3 way
intersection with a traffic light. This will move on to COW on Consent Agenda.
18. PW 2007-111 Kendall Marketplace—IDOT Highway Permit— The permit
that was issued today will be amended to allow full pedestrian access. This will
go to COW as informational.
19. PW 2007-112 Kendall Marketplace—Earthwork LOC Reduction #1 —The
Letter of Credit should have been $3,268,504.25. The city agreed to accept a
Letter of Credit in the amount of$250,000 with the understanding they would
obtain a letter of Credit for the balance upon closing on the property. The
supplemental Letter of Credit was never received, and so the recommendation is
not to reduce the existing Letter of Credit. This will move on to COW for
discussion.
21. PW 2007-114 Fox Hill Subdivision—Entrance Island Landscaping/Sycamore
and Diehl Farm— This island was landscaped at one time, but the plants have all
died. There was discussion on what to put there and what kinds of plants might
survive. There was also discussion on who would pay to put it in and for the long
term maintenance of it. It was thought some hardy plants could be moved from
elsewhere in the city. This will go to COW as informational.

22. PW 2007-115 Whispering Meadows— Storm water Basin — The developer
requested the pond design be modified to change the wetland portion of the pond
into a shallow basin. This will go back to the developer with the 3 conditions that
were outlined in the memo This will come back at a future date.
24. PW 2007-117 Signage on State Highways—Excessive Engine Braking — This
will move on to COW.
25. PW 2007-118 APWA Congress —FYI— This will be in San Antonio September
8 - 12.
26. PW 2007-119 Sale of PW Equipment and Vehicles — There was discussion on
trying out the sale of some of the items on E-Bay. Permission to sell these items
will move on to COW.
27. PW 2007-120 Monthly Tool Inventory for PW — This is just informational.
28. PW 2007-121 Reimbursement for Dutch Elm Tree Disease—Discussion — The
home owner will cut this tree down and pay the bill and the City will reimburse
the homeowner half of the cost of cutting it down. This will come back to
committee.
29. PW 2007-122 Whispering Meadows Unit 1 —Bond Reduction - This will move
on to COW on Consent Agenda.
30. PW 2007-123 Whispering Meadows Unit 2—Bond Reduction - This will move
on to COW on Consent Agenda.
31. PW 2007-124 Whispering Meadows Unit 4—Bond Reduction - This will move
on to COW on Consent Agenda.
Additional Business
There were updated that had been handed out on the Ward 2 committee meeting.
There was discussion about the drainage on Tower Lane. Tower Lane is a common
driveway. The city has most of the traffic on that driveway. There was discussion about
taking it over as a city street.
There was a problem getting a pump out of one of the wells. Twice it fell as they were
trying to get it out. They will try again with a gripper and an expander.
