Rick Powell—IDOT District 3 Yorkville Plan Commission Chairman Anne Lucietto opened the meeting at 7:05 PM. She stated that at the last meeting it was determined that transportation would be the subject of the next meeting. She announced that at tonight's meeting Fran Klaas and Rick Powell would be making presentations on Kendall County's Transportation Plan and the Illinois Department of Transportation's District 3 Five Year Plan. She said that she would pass out notecards for people to write their questions on and that after each presentation the presenters would answer those questions. Ms. Lucietto introduced the first speaker, Fran Klaas, Kendall County Engineer. Mr Klaas outlined the recently adopted 2007-2030 Kendall County Highway Transportation Improvement Plan. Mr. Klaas identified several of the most significant construction project proposals on Orchard Road,Route 71, Route 34 and Route 47. He stated that he did have copies of the five year improvement program available for the audience members. Ms. Lucietto then introduced Rick Powel from District 3 Illinois Department of Transportation. Mr. Powell outlined the state projects in Kendall County planned for the next five years. His presentation included project status reports for the projects on Routes 47, 71, 34 and 25. The project status reports included funding levels for all of the projects. After Mr. Klaus and Mr. Powell made their presentations several attendees submitted questions to both individuals. The questions for Mr. Powell included if the local communities could request lower speed limits on state highways running through their communities. He stated that local communities could make requests for lower speed limits and that IDOT officials conducted studies before any decisions were made to change speed limits. Another question involved the likelihood of continuing the Prairie Parkway south of 1-80. Mr. Powell stated that no formal studies had been conducted for extending it south of I-80 there had been some talk that it might eventually be extended south of I-80 and turned east to serve a future regional airport near Peotone. Another question dealt with planned work for the Route 47 and 56 interchange. Mr. Powell stated that this was a District 1 planning area and he was not aware of any planning that had been done for this project. MR. Powell was asked how the decisions for project commitments and funding were made. He stated that the source of funding had an impact on projects as did the political decision making process. Mr. Klaas was asked if he could explain the process for imposing additional gas taxes for funding local street projects. He was also asked about the process of modifying local sales taxes for use in funding local street projects. Mr. Klaas was asked if the County's Five year Construction Program could be modified. He stated that the Five year Construction could be and usually was modified over the course of time. Ms. Lucietto announced that the next meeting would be November 15, 2007 at the Yorkville Library and the topic for discussion would be ways to preserve the rural character.
