The meeting was called to order at 7:00 pm, by Chairman Joe Besco.
New Business
15. Harriman Property Stormwater Feasibility Study—This is the property North
of Rt. 34 at Countryside Parkway. There is a location for a proposed Wal-Mart. Part
of the property will be mined for sand and gravel. After the sand and gravel is mined
it will become a Regional Stormwater Detention Basin with a recreational area to be
developed. The recreational area would have a 60 acre pond with a 5 acre beach area
and a park area. The City is obligated to find an easement and Harriman and the
Developer will fund the construction. Rt. 34 will have Infiltration trenches under it.
The proposed contract includes the Infiltration Basin, the Outfall Sewer, and the Rt. 34
drainage. Additional considerations are the environmental issues of an outfall sewer
to the Fox River,the Best Management Practices for the Basin, and capital and
operation and maintenance costs. The estimated fees are $39,800. The report will be
provided within 90 days of the notice to proceed. Harriman will be asked to pay for
the study. This will move on to COW for discussion.
Old Business
2. PW 2006-16 Route 47 Improvement (Corneils—Baseline) Engineering
Agreement—There are existing and future developments in this corridor that will be
asked to help fund. This will go on to COW.
3, PW 2006-40 Public Works/Parks Department Building Update—This will move
on to COW.

1. PW 2005-24 Fox Hill Unit 3—Additional Parking—It would cost $30,000 for 6
new stalls. The Park Board did not want to spend Land Cash for this. It will come
back to a future Public Works,

1. PW 2006-21 Water Department Report for March 2005—Thus is just a clean-up.
This will go on to COW on Consent Agenda,

5. PW 2006-25 Water Department Report for December 2005—This will go on to
COW on Consent Agenda,
6. PW 2006-26 Saravanos Properties—Letter of Credit Reduction #2—This is for
earthwork. This will go on to COW on Consent Agenda.
7. PW 2006-27 Castle Bank—Plat of Easement—This is for perimeter easements for a
watermain. This will move on to COW on Consent Agenda.
8. PW 2006-28 Rob Roy Creek Interceptor—Contract 5 Easements—This is for side
sewers extending to Commercial Drive. The Wheaton Ave. pump station will be
abandoned. This will go on to COW on Consent Agenda.
9. PW 2006-29 Routine IDOT Highway Permit—Prestwick of Yorkville—Route 126
Temporary Entrance—The City will require a Bond from the developer prior to
submitting the application. This will go on to COW on Consent Agenda.
11. PW 2006-31 Cozy Corner Subdivision—Sidewalk Agreement—This is for the
sidewalk on 126. This will go on to COW on Consent Agenda.
12, PW 2006-32 Grande Reserve Regional Park—Letter of Credit Reduction #1
—This is for earthwork and erosion control. This will go on to Cow on Consent
Agenda.
16, PW 2006-36 Bristol Ridge Road Reconstruction—Change Order#1 — Ihis is
a final balancing change order in the amount of an $82,151.18 decrease, This will
move on to COW on Consent Agenda.
Approval/Correction of Minutes: August 22, 2005 and January 9, 2006—The Minutes
were approved.
New Business
10. PW 2006-30 Mailbox Standards and Replacement Policy—The post will not
be larger than a 4" x 4"or 4 '/2" diameter wood post or 1 '/2" steel post. The anchor
will be no deeper than 24". This prohibits masonry mailboxes. This may be in the
private improvements in the Public Right of Way. It will be verified, and if it is not in
the improvements policy, it will be listed in this Policy. This will move on to COW.

13. PW 2006-3.3 Parkway Tree Removal Request by Resident—Eric Dhuse
recommends the removal of the tree because the roots interfere with a sewer line. This
requires no further action from the Council.
14. PW 2006-34 River's Edge Subdivision —Offsite Watermain Recapture—
There are two different pressure zones. The area highlighted in green is the lower
pressure zone and the area highlighted in red is the area serviced by a booster station.
There was discussion about the way fees could be handled per acre. Joe Wywrot and
John Wyeth will work on a draft agreement. This will come back to a future COW
with a draft agreement.
17. PW 2006-37 Subdivision Control Ordinance—Proposed Revisions—Kendall
County recommended the standards. The cleanup and changes will go to Joe Wywrot.
A revised ordinance will come to a future Public Works.
18, PW 2006-38 Engineering Department—Proposed FY 06/07 Budget—There
were some changes due to the scheduled hire of new employees, and a promotion of a
current employee. Contractual services were raised to reflect actual expenses, and
there will be 2 vehicles replaced. This will move on to a future COW.
19. PW 2006-39 Project Manager—Proposed Position and Job Description—Joe
Wywrot recommends approval. This will be funded in the new fiscal year. This will
move on to COW for discussion.
Additional Business
There will be some patching done to Game Farm Road and the Parking Lot downtown.
Well 4 is pumping and the Backup generator is working on Well 7.
The Water Towers are secure. There are alarms on them from Wire Wizard.
Presentations:
1. PW 2005-25 Tree Canopy Protection Ordinance by Edith Makra, Community
Trees Advocate, Morton Arboretum—Edith Makra spoke about the different
communities she is helping with protection ordinances and what they are doing with
the ordinances. She passed out some information about protection ordinances,
preserving trees, reforestation, and conservation. She spoke about canopy cover
percentages Forest Services use. Yorkville would like to save the trees is does have,
but since the land was mostly used for farming, a canopy can be created with a
landscaping and a protection ordinance.
