City Hall Conference Room PRESENT: Alderman .Joe Besco, Chairman Alderman Marty Munns Alderman Dean Wolfer Public Works Director Eric Dhuse City Engineer Joe Wywrot Jeff Freeman, EEI The meeting was called to order at 7:00 pm.. by Chairman.Joe Besco, Approval/Correction of Minutes: February 6, 2006—The minutes were approved. New Business 17. PW 2006-73 EEI Proposed Hourly Rate Changes—There is a clause in the contracts for yearly rate changes. Marty Munns asked why this was a $6 raise across the board instead of a percent raise. It is a weighted average. The raise ranges from 4.8% for the higher per hour rates,to 6.5% for the lower per hour rates. The fixed fees will not change. This will go on to COW on 4-18 for discussion. I& PW 2006-74 South Waterworks Improvements—EEI Proposal—This proposal is in the amount of$1,781,000. There are several proposed developments in the planning area. The city will need to provide additional water storage, 3 new wells, and a water treatment plant prior to the homes being built, The shallow wells treat Iron and Manganese as well as soften the water, and the deep well treats for Radium. The deep wells will also go through a treatment that will soften the water so the water quality can be matched. The Z88 system takes out Radium only and the ION Exchange takes out Radium and softens the water. Money from the developers is needed to fund the design. This will go on to COW on 4-18 for discussion. I, PW 2006-57 Raintree Village Unit 1 Earthwork Bond Reduction 92 —This will go on to COW on 4-18 Consent Agenda. 2. PW 2006-58 Raintree Village Unit 1 —Site work Bond Reduction 142—This will go on to COW on 4-18 Consent Agenda, 3. PW 2006-59 Raintree Village Unit 2—Bond Reduction #1 —This will go on to COW on 4-18 Consent Agenda. 4. PW 2006-60 Raintree Village Unit 3 —Bond Reduction #1 —This will go on to COW on 4-18 Consent Agenda, 5. PW 2006-61 Raintree Village Unit 4—Letter of Credit Reduction #1 —This will go on to COW on 4-18 Consent Agenda.. 6. PW 2006-62 Raintree Village Unit 5 —Earthwork Letter of Credit Reduction #2 — This will go on to COW on 4-18 Consent Agenda. PW 2006-64 Raintree Village Route 126 Temporary Entrance—Bond Reduction #1 — This will go on to COW on 4-18 Consent Agenda. 9, PW 2006-65 Fox Hill Unit 6 (Lots 3 & 4)—Plat of Easement—This is for public sanitary on private property. This will go on to COW on Consent Agenda, 10. PW 2006-66 Yorkville Business Center(Lot 18)—Plat of Easement—This is for a new onsite sanitary sewer. This will move on to COW on Consent Agenda. IL PW 2006-67 Gruber-Kostal Dental Building—Plat of Easement—This is for various easements. This will move on to COW on Consent Agenda, 11 PW 2006-68 Kennedy Road PRV Station—Plat of Easement—This easement is to locate the PRV station at the intersection of Kennedy Rd. and McHugh Rd. It will be funded by BKFD. This will move on to COW on Consent Agenda. 13. PW 2006-69 Raymond Storm Sewer Outfall—Plat of Easement—This is for a section of the storm sewer adjacent to Caledonia subdivision and West of Lot 24 in the Yorkville Business Center. Caledonia's Final Plat should not be recorded until this is in place. This will move on to COW on Consent Agenda. 14. PW 2006-70 FPA Expansion Agreement—Hattuer Property—'The Haffner property is directly South of Heartland Crossing between Heartland Crossing and the Aux Sable Creek. Deutchler will do the work, and the homeowner will pay for it. This will move on to COW on Consent Agenda, 15. PW 2006-712005 In-Town Drainage Program—Request for Additional Compensation—This additional $8,410 is because of time delays. Joe Besco wanted to know what caused the delays. He would like Smith Engineering to show the cause for delay, This will go on to COW with the supplemental data from Smith Engineering. 16. PW 2006-72 2006 Crack Filling Project—MFT Appropriation Resolution— T'he Crack filling can not go to bid until the budget is passed. This resolution must be passed for the project to be able to be approved by IDOT. 19, PW 2006-75 FY 06/07 General Maintenance MFT Resolution—This is for salt, signs, cold patch and hot patch. 'The county will no longer be providing salt for cities. Now the salt will come from the state. A storage faciliv is needed to store the salt. This will go on to COW on Consent Agenda. 20, PW 2006-76 Proposal for Alarm Installation and Monitoring—Wire Wizard is who the City is currently using to monitor the other sites. Wine Wizard has the best price. This will go on to COW for discussion. 21. PW 2006-77 Fox Hill SSA Maintenance Bid Results—There were more bidders than last year. 2 bids were disqualified. English& Sons won the bid. That is who won the bid last year also. This will go on to COW, John Wyeth will be asked if bid awards can go on Consent Agenda. PaEe 3 of 3 21 PS 2005-13 Countryside Parkway—Address Changes—There are a few private homes that this will affect as well as some businesses with Center Parkway addresses. They are East of Center Parkway and West of Rt 47. They will be re- numbered with the 0-100 block numbers. This will move on to COW for discussion. 23.. PS 2006-10 Swanson Lane Estates—Address Changes—This affects 2 existing single family homes. One of the homes is not in the City limits. The county must change the address of this resident. This will be removed from the agenda at this time. 24. Liaison Responsibilities—Public Works is responsible for a liaison to the Parks department, YBSD, and Bristol Plan Commission. Joe Besco would like to go to YBSD meetings. This will come back to Public Works in May. 25. PW 2006-78 Plat of Dedication—Kennedy and Mill Roads —These roads are near the Grande Reserve development. The developer has submitted a title insurance commitment which is being worked through. This will go on to COW for discussion. Additional Business Eric Dhuse said hydrant flushing is going on this week. Marty Munns would like a traffic study at Sycamore to see if signalization is warranted. There is no funding for the signal at this time. It will cost $100,000. Marty asked if IDOT could be asked to lower the speed on Rt. 34. A warrant analysis can proceed, Joe Besco is working with the residents to remove the steel plates in driveways. Letters are being sent out. The meeting was adjourned at 8:15 P.M.
