Yorkville Public Library
Board of Trustees
March 13,2006
7:00 pm.
The meeting was called to order at 7:00 pm. by President JoAnn Gryder.
Roll Call
Members present: Gail Gaebler, Beth Gambro(arrived at 7:15),Jo Ann Gryder, Carol
LaChance, Sandy Lindblom„ Russell Walter, and Marianne Wilkinson.
Members absent: Dr. Joseph Gruber, and Marilyn Vorderer.
Library Director Michelle Pfister and Owner's Rep Tom Lindblom were also present.

Amendments to the Agenda
None.
Minutes
Under New Business,Approve the 06/07 Budget,the words The motion was seconded
were added. Marianne Wilkinson moved to approve the minutes as corrected. Carol
LaChance seconded the motion. All were in favor. The motion carried.
Correspondence
None.
Public Comment
None.
Report of the Treasurer
There was a check to Russ Walter in the Bill List for a serial cable. He had to convert a
USB cable to a serial cable on one of the computers. Every month there will be a bill
from Henry Brothers. This month it is for$69,000. There is also a bill for a one time
connection fee from Com Ed for$12,816.21. Russ Walter made a motion to approve the
Bill List including the payroll in the amount of$101,351,60. Carol LaChance seconded
the motion. All moved to pass with a roll call vote. All were in favor. The motion
carried.

Report of the Librarian
Circulation was 6,897 items last month. This is 25 items more than last year. 107 new
patrons were added and 269 new items were added.
The lady who is running the Creative Writing Group would like to start a jourrialing
class. Michelle Pfister is not sure how often it would meet yet.
25 children participated in the Olympic Reader's Program. They had to write down the
times they read. The winners were listed in the Record.
There was a$30 donation for the Buy a Book Program from Debra McManus from
Montgomery, and a$10 Pet Memorial from Peggy Wilkinson.
The Library has new letterhead.
The Per Capita Grant came in. It was for$10,823.65.
National Library week will be April 2-8.
The tagging for Checkpoint has begun. The goal is to have all the children's items tagged
before the Summer Reading Program begins.
City Council Liaison /Human Resource
None.
Standing Committees
• Policy—There will be something to discuss under New Business.
• Personnel—A meeting must be planned for Michelle Pfister's review.
• Community Relations—None.
• Finance—None.
• Automation—None.
Unfinished Business
Library Addition Some of the structural steel has been unloaded and construction
began today. There had been a delay with the review process.
The budget for furniture was cut by $200,000. Rick McCarthy thought the Development
Fees and the Impact fees may be able to cover this cost, but Russ Walter said the Fees
would not be in to the City in time.
There will be some formal interior boards put together for display in the Library.
Library Computers Russ Walter had to withdraw his bid for the Computers. He will
get a quote from Dell and one from CDW.
New Business
Meeting Room Policies The policies that were discussed last month were E-Mailed to
the Board members for review. The Tutoring Policy was discussed again and there is to
be no Tutoring for profit in the Library. The study rooms are where there will be able to
be Tutoring, and they must be reserved. Sandy Lindblom moved to approve the Meeting
Room Policy,the Group Study Room Policy,the Quiet Room Policy, and the Board
Room Policy. Beth Gambro seconded the motion. All were in favor. The motion
carried.

Safety Policy This policy is what to do in case of an emergency such as a tornado or fire.
CPR training was discussed, and it may be a good idea for some of the staff to get CPR
training. Sandy Lindblom moved to accept the Safety Policy. Russ Walter seconded the
motion. All were in favor. The motion carried.
Revise Policies Some of the policies need to be revised. The video policy will be
removed because the Library will no longer have VHS tapes. The typewriter policy will
be removed. The Non-Resident fees will be going up on May 1st.
There was discussion about the Senior card. Very few Libraries have Senior cards.
People over 65 who are below a certain income level get a tax freeze. The City Attorney,
John Wyeth said there is nothing in the State Statute that says the Library has to provide
Senior Cards, and there could be discrimination issues that could come up as the City
grows. The Library attorney, Roger Ritzman said there is nothing in the State Statute that
will back up the Library for Senior Cards. Also there are free Teacher's cards. Michelle
Pfister would like to continue the Teacher's card through the end of the School year. The
Seniors Cards would be dropped as of May 1st. Beth Gambro made a motion to eliminate
The Senior and Teacher Cards, so there will be no special cards, beginning May 1st. Russ
Walter seconded the motion. All were in favor. The motion carried.
