Meeting called to order at 5:00 PM
Those Present on behalf of the City of Yorkville: Mayor Prochaska, Attorney Kramer, Dave
Dockstader, Richard Sticka, Joe Wywrot, Jim Nanninga.
Those present on behalf of YBSD: Philippe Moreau, Brent Ekwinski, Ralph Pfister, Cliff Jahp,
John Bradstreet.
YBSD INTERCEPTOR PLAN
Philippe Moreau, of Walter E. Deuchler&Associates, Engineers for YBSD presented the
Interceptor Expansion Plan on behalf of YBSD. He explained areas that were color coded on
the plan based on the service area, also showing the area that would be served by Fox Metro
which was not taken into consideration for this plan. Red lines indicated future interceptors and
any subdivisions currently on septic systems, stating that when they fail they would have to be
served by a sewer system. The system was designed with minimized pump stations. The plan
shows one bid one on Rob Roy and another is in an auxiliary corridor from route#71 to the
south to the 18" new interceptor the City just built. The cost of construction is 44 million dollars
divided by the number of acres which will be a part of the plan, equaling $2500. per acre.
Moreau stated this is expensive, but required.
Mr. Moreau stated that the 3 lines for waste water treatment under Fox Road are at capacity.
East Hydraulic is over capacity. The existing Route#47 interceptor with Hydraulic and up the
hill along the creek to Route#71 has a capacity of 1.2 MPG and a peak flow of 970 gallons per
day. Only 60 acres can be developed south of Yorkville. The Cannonball Trail interceptor was
extended beyond the ridge line, which should not have been done. It presently does. There is a
1.5 MG reserve capacity. Remline and F.E. Wheaton is .38 MGD permanent and existing. 320
acres can be added to that system. Moreau continued that he felt this plan was critical and that
soon the sewer will not be able to handle any more.
Mayor Prochaska stated that Moreau had based his calculations on 10 PE per acre, and our
residential is at 3.5 per PE per square foot. We don't build more than 2 units per acre and our
residential at the high end is at 7 PE, and questioned where basing this plan on 10 PE came from.
Mr. Moreau stated that this is not high, and wondered what density the future would bring.
Mayor Prochaska stated in Yorkville,the City Council does not look toward having high density.
Mr. Pfister stated that the load on the plant is currently 10,000 per PE.

Mr. Moreau stated he would not recommend lowering that estimate. Flow was monitored last
Spring and the results showed 50%reduction during rain last month. The peak load is enormous,
For planning you must be conservative.
Mayor Prochaska stated that in looking to the future there will also be new technology to
consider as well.
Mr. Pfister stated that there is infiltration.
Alderman Sticka asked if the rehabilitation the City had done had not had any good results.
Mr. Moreau stated that it had.
Mayor Prochaska stated that the storm sewer the City ran last year was to draw storm water
away, and the City is doing another one this year.
Mr. Pfister stated that infiltration is a moving target and that flows have not changed.
Mr. Moreau stated that as the engineer for YBSD he agreed that this was a very expensive plan,
but that money needs to be banked to build the interceptors in the future.
Mayor Prochaska stated that the City Council and Staff does look at the interceptor program, but
they also work with developers and look at running new lines. One problem is that the City has
built interceptors that have recapture areas. Will developers pay in addition to the recapture that
may be accessed already for a particular area? The City has other avenues for revenue for
helping to build interceptors. We would like to look at the plan discuss how we want to build
out. It is hard to look at annexations since they won't see any results for 20 years or more. There
has to be a solution, but how do we address this now?
Mr. Pfister stated they can negotiate some ofd these things, but we need a system now.
Mayor Prochaska stated we don't negotiate what is required. You can't say that one thing is the
answer, all these things need to be taken into consideration. To expect annexation to the Sanitary
District if you are in or out of the City. Is there a duty?
Mr. Moreau stated that the near area that has already been annexed. New development to the
plant charge $2500. and then decide what is important.
Mayor Prochaska asked if charges should be $2500. plus temporary costs, plus fees.
Mr. Moreau stated yes.
Mayor Prochaska stated the City has never turned their back on the Sanitary District. In fact they
have supported the District. If everyone pays a piece for the sewer the dollars for the next River
Crossing will be there. As we look at all the things coming in, and the large commercial size of

some of them, the City can look at diverting some of those revenue funds. It is very difficult to
just institute fees. We have to look at what we have and developments that are already at the end
of their approval process. They have gotten all the quotes and figures for all fees and have gone
to YBSD as well, and now we are supposed to institute another fee?
Mr. Pfister stated we have a 12 million gallon capacity for wastewater.
Mr. Moreau stated that to the south it will be a problem very soon with the big development
there.
Mayor Prochaska stated this was not news to anyone.
Mr. Moreau stated the interceptor was proposed 5 years ago and has to be built. Hydraulic is
over capacity. This is very expensive.
Mr. Bradstreet stated "You have a plan".
Mayor Prochaska stated a YBSD plan.
Mr. Pfister stated a Joint Plan.
Mayor Prochaska stated that things have changed as things do. The important thing is to agree
on a line of attach and how to address these things. For instance, Farm Colony may or may not
want to hook-on. Those are the things we have to look at.
Mr. Pfister stated this plan is just to show the area and how far we can go by gravity.
Mayor Prochaska stated we need to sit down and figure out how to make it work, we need to be
in agreement. There area areas that are in the Sanitary District that are outside of our area. Plano
at route#34 for instance, and the area to the north. The City asked about YBSD for the north
area, and the answer was if YBSD can accommodate fine, if not so be it. The City is working on
a Boundary Agreement with Oswego now.
I would like to see an effort to have someone from the City of Yorkville and YBSD work
together to work out a plan that will work both ways and resolve what has to be done. There are
lots of questions I would like to see a plan that is approved by YBSD and the City of Yorkville.
Mr. Pfister stated lets just get it done.
Mayor Prochaska stated there are lots of issues that no one can answer, we need to look at the fee
structure. There is an increased plant that is already being paid for. If we stop growth we won't
have added the population to help pay for the plant. We need balance.
Mr. Pfister stated that the interceptor at Cannonball Trail was badly planned by the City of
Yorkville staff.

Mayor Prochaska stated we need to look at details and plan to build things, not stop things.
Some lots on Cannonball Trail are 5 acres, it would cost $24,000. for those people to annex to
YBSD.
Attorney Kramer stated that front funding presents a problem.
Mayor Prochaska stated that as the City develops we set-up with recapture and a PE based on
density and use, and numbers are figured that way. It is important to identify how things are
funded and paid back. A development that is far out from the City has to bring that line through
the in-between area. We won't allow developers to continue to hook onto the sewer without
capacity anymore than you would. Of course, for a developer being close in is advantageous, the
PNA Camp property, for instance would have to plan for new pipe. Also,think about the $2500.
per acre...is someone going to pay this fee and build a golf course? Or, commercial which would
have the potential for a rebate of tax dollars. How do we do this and adapt to some situations we
already have. I believe in planning, we need to start by adopting a plan. You mentioned using
existing, and that is good, but if someone comes in and wants to develop another area, then they
have to pay for extending, and they would then have recapture.
Mr. Moreau asked if the City used bonding.
Mayor Prochaska stated that when the City ran sewer for Amurol some of it was done with
rebates.
Mr. Pfister stated that this may not be the exact way to go, but something needs to be put in
place.
Mayor Prochaska stated that we are looking at new growth to fix old sewer lines, but every year
we do a sewer project.
Alderman Sticka stated that new homes pay those fees even though they don't need the work on
their sewer.
Mayor Prochaska stated that over the years the sewers were not maintained, and there were many
bad sewers, and now everyone here has to accept the responsibility for the work. The City of
Yorkville has a$2000. tap-on fee for sewer. Some Fox Metro towns don't collect fees.
Alderman Dockstader asked if the YBSD in coming up with this fee had discussed other ways.
Mr. Moreau stated that infrastructure fees are the common way to collect a fee.
Mr. Pfister stated that user fees are the only way for them to raise money.
Attorney Kramer agreed that it is difficult for a Sanitary District to raise money as that is the only
way they have to raise funds.

Mayor Prochaska asked that the YBSD Board sit down before a fee is instituted to look at City
policy and areas already identified. Sunflower is already paying a$2500. recapture fee. The
Mayor stated he would like the Board to discuss these issues before instituting a new fee.
YBSD Board member Mr. Jahp stated they are the stewards of the system and have a
responsibility to try to come up with a plan.
Mayor Prochaska stated he is seeking a compromise and looking at and addressing the issues.
To take the time to put our best foot forward.
Mr. Jahp stated he was in favor of Business and Light Industry, not Residential.
Mayor Prochaska stated that the City has a large commercial base now, and can look at other
sources of revenue. That commercial base could pay for sewer lines. We can make sure it goes
in, but we have to balance financing. The Sanitary District doesn't have that ability.
Mr. Jahp stated he liked the idea of having a committee to discuss the options and come up with
a plan.
Mayor Prochaska stated he proposed getting several Aldermen and some representatives form
YBSD's Board to meet and come back with ideas from the respective boards.
Mr. Jahp stated they would look at the plan so they had something to work from.
Mayor Prochaska stated he was confident that through a good working relationship they would
find a way to work it out.
