City Council Minutes 1999 04-22-99 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE KENDALL COUNTY BOARD ROOM, 111 W. FOX ST., YORKVILLE ON THURSDAY, APRIL 22, 1999. Mayor Bob Johnson called the meeting to order at 7:02 p.m. and led the Council in the Pledge of Allegiance. ROLL CALL Clerk Simmons called the roll. INTRODUCTION OF GUESTS Mayor Johnson welcomed those present and asked them to introduce themselves and to enter their name on the attendance sheet provided. AMENDMENTS TO THE AGENDA None. Yorkville High School Library Conference Room SWEARING IN OF NEWLY ELECTED OFFICIALS Mayor Johnson performed the swearing in of the newly elected officials. Aldermen Elect Burton Callmer- Ward 1, Valerie Burd -Ward 2, and Rose Ann Spears - Ward 4 were sworn in together. Alderman Elect Michael Anderson was not present at the meeting and will be sworn in at a later time. City Treasurer Elect Robert J. Allen was sworn in second. Mayor Elect Arthur F. Prochaska, Jr. was sworn in last.. Mayor Prochaska's children presented him with a gavel. Mayor Prochaska said a few words. He expressed his appreciation to Alderman Spang, Treasurer Richard Scheffrahn, and to Bob Johnson for their duty and loyalty to the Community. He invited all three of them to the next City Council meeting where a more appropriate presentation of their services will be made. Minutes of the Regular Meeting of the City Council - April 22, 1999 - Page 2 CITIZENS COMMENTS Hary Knell - Game Farm Road stated he has lived on Game Farm Road for about 24 years. He said they took a poll of the residents from Route 34 to Benton. He read the poll taken into the record and asked it to be included in the minutes. (See attached). Mr. Knell then read a letter from Ruth Ann McCoy into the record. (See attached). Alderman Sticka stated the addition of the City Government Building would only add a very small amount of traffic. He said there are approximately 400 cars a day entering the area now and the new city building would only add about another 10 or 15 cars a day. He said he was sure the Police Chief would like to know if the police are exceeding the speed limit in that area. He said having a police station close to the schools and the government buildings would be a good idea. He said if traffic is a concern he was sure the city could management it. Alderman Spears stated she was skeptical to have all those buildings in one place with all the terrorism going on. Mayor Prochaska stated the new city building is currently out for bid. He said the City Council voted to put it out for bid at the Game Farm Road location. He said in a week the bids will come in and at that time the bids will be tallied and they will come to the next Committee of the Whole to be discussed and the City Council will vote on whether to accept the bids. He said as far as he is concerned there is no discussion on moving the building to a different location until the Council votes on the bids. PUBLIC HEARING No public hearing. PLANNING COMMISSION/ZONING BOARD OF APPEALS/SIGN REVIEW BOARD No report. MINUTES FOR APPROVAL A motion was made by Alderman Sticka to approve the minutes of the Regular City Council meeting of April 8, 1999 as presented; seconded by Alderman Sowinski. Approved by viva voce vote. BILLS FOR APPROVAL A motion was made by Alderman Sticka to approve the bill list dated April 22, 1999 in the amount of $226,954.48 (vendor), $66,830.29 (payroll), for a total disbursements of $293,784.77: seconded by Alderman Kot. Minutes of the Regular Meeting of the City Council -April 22, 1999 - Page 3 MAYOR'S REPORT Mayor Prochaska reminded everyone of the city golf outing. He said there are still openings for foursomes. He said we are still looking for sponsors for door prizes. Mayor Prochaska stated the trades show is May 7th and 8th. He said the City has a booth and we will be presenting some of the park information and also Dare information. He stated it would be nice if the Alderman and elected officials could spend some time in the booth. He said the times are May 7th 4:00 to 8:00 p.m. and May 8th 9:00 a.m. to 3:00 p.m. He said if anyone was available to help to get a hold of Jim Nanninga or Holly Baker. CITY CLERK'S REPORT No report CITY TREASURER'S REPORT City Treasurer Allen gave the Treasurers Report for the Month of March 1999. Balance: $1,142,165.68 Revenue: $604,528.12 Expense: $771,724.10 Total Balance: $974,969.70 A motion was made by Alderman Sowinski to accept the Treasurers Report for the Month of March 1999 as presented; seconded by Alderman Burd. Approved by viva voce vote. CITY ADMINISTRATOR 'S REPORT No report. SCHOOL COMMUNITY REPORT No report. OLD BUSINESS None. NEW BUSINESS Alderman Spears passed out the Intergovernmental Ad-Hoc Metra Committee meeting notes of April 20, 1999 for everyone to go over. COMMITTEE REPORTS PUBLIC WORKS COMMITTEE REPORT No report. ECONOMIC DEVELOPMENT COMMITTEE REPORT No report. PUBLIC SAFETY COMMITTEE REPORT No report. Minutes of the Regular Meeting of the City Council -April 22, 1999 - Page 4 ADMINISTRATION COMMITTEE OFFICE LEASE WITH KENDALL COUNTY A motion was made by Alderman Sticka to authorize the Mayor and City Clerk to execute an annual lease extension with Kendall County for the City Administration Offices at 111 W. Fox Street effective May 1, 1999 at a rate of$1,500.00 per month with a provision for the City of Yorkville to terminate said lease with a 60 day notice; seconded by Alderman Sowinski. Approved by roll call vote. Sticka aye Callmer aye Kot aye Spears aye Burd aye Sowinski aye Ayes: 6 Nays: Q (RESOLUTION 99-10) FIXED ASSET APPRAISAL A motion was made by Alderman Sticka to award a contract with Industrial Appraisal Company as the lowest responsible bidder for the City's Fixed Asset Appraisal in the amount of$4,060.00 as recommended by the City Treasurer and authorize the Mayor and City Clerk to execute the same on behalf of the United City of Yorkville; seconded by Alderman Sowinski. Ruth Ann McCoy 304 Pleasure Drive Yorkville, IL 60560 630/553-0839 April 22, 1999 Yorkville City Council Yorkville, Illinois Dear Council Members: I am concerned about the speed at which traffic travels on Game Farm Road. With the many community buildings located on this street there are times when this area has a high volume of traffic, both vehicle and pedestrian. This roadway is also a main access route for police vehicles. On many occasions I have observed vehicles, including police vehicles, traveling on Game Farm Road at speeds that significantly exceed the 30 mph posted speed limit. This makes for a potentially dangerous situation for children and adults walking to or from the library, schools and Beecher Center, and for other automobiles entering the roadway. This is of special concern during the school year when middle school and high school students use this route when going to and from school and school activities. I urge you to consider the safety of the individuals who live along and use Game Farm Road as you decide on a site for location of a city government building and encourage you to find a solution that does not present unnecessary safety hazards to the surrounding area.
