City Council Minutes 1998 05-14-98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE KENDALL COUNTY BOARD ROOM, 111 W. FOX ST., YORKVILLE ON THURSDAY, MAY 14, 1998. Mayor Bob Johnson called the meeting to order at 7:00 p.m. and led the Council in the Pledge of Allegiance. ROLL CALL Clerk Simmons called the roll. INTRODUCTION OF GUESTS Mayor Johnson welcomed those present and asked them to introduce themselves and to enter their name on the attendance sheet provided. AMENDMENTS TO THE AGENDA No amendments. She stated that Ameritech has been in Yorkville since 1898. She stated that Ameritech has come upon a plan to have a small partnership project with the City on behalf of the events that will be coming up this year. In honor of Ameritech's 100 years in Yorkville, and in honor of the people who have volunteered so much to the community from Ameritech, they would like to enter into a partnership to build the first pavilion that is planned for the Riverfront Park. It will be the one on the point and a number of Ameritech volunteers will be a part of this. Mayor Johnson expressed his sincere thanks. CITIZENS COMMENTS No citizens comments. MINUTES FOR APPROVAL A motion was made by Alderman Prochaska and seconded by Alderman Sowinski to accept the minutes of the Regular Meeting of the City Council dated April 23, 1998 as presented. Motion carried by viva voce vote. BILLS FOR APPROVAL A motion was made by Alderman Prochaska and seconded by Alderman Sowinski to accept the bills dated May 14, 1998 in the amount of $107,492.52 (vendor), $61,628.23 (payroll), for a total of$169,120.75. Alderman Spang had questions on page 4 under G.C.C. Enterprises, Inc.-B-220 Red, page 7 under Kendall County Health & Human Services-Cops Grant, and page 9 under Northern Illinois Gas-Beecher Building Gas Clerk Simmons called the roll. MAYOR'S REPORT POPPY AWARENESS DAYS Mayor Johnson proclaimed May 14, 15 and 16, 1998 as "Poppy Awareness Days" in the City of Yorkville, and requested all citizens to observe these days by wearing a Poppy and making contributions for this worthy cause. CITIZEN COMMITTEE RE-APPOINTMENTS A motion was made by Alderman Kot and seconded by Alderman Prochaska to re-appoint Dave Dockstedder to the Park Board, Bob Wenman to the Zoning Board of Appeals, Iris Steinhoff, Gayle Gaebler, Sharon Rollins to the Library Board. Ayes: 5 Nays: 0 REMEMBERING ALDERMAN JERRY LYNCH Mayor Johnson gave a remembrance speech in honor of Alderman Jerry Lynch who passed away suddenly Thursday, May 7, 1998. Mayor Johnson asked for a moment of silence in honor of Alderman Lynch. Mayor Johnson made special note of one of Alderman Lynch's favorite charities, the Haunted House. Mayor Johnson urged everyone to keep this tradition going. He stated that there is a fund drive named "Skeletons's in the Minutes of the Regular City Council Meeting May 14. 1998 - Page 3 Closet Fund Raiser" at the Yorkville National Bank for the Haunted House. Mayor Johnson asked anyone who might be interested in taking over the position Alderman Lynch held with the Aurora Area Tourism Council as the representative from the city to please contact him. At this time Mayor Johnson asked all the City Council Members if anyone would like to make comment in honor of Alderman Lynch. Alderman Sowinski, Alderman Prochaska, Alderman Kot, Alderman Sticka and Alderman Spang all made comments in honor of Alderman Lynch. Alderman Prochaska stated that some of the city staff would like to do something in honor of Alderman Lynch along with the elected officials and the thought was to donate a tree in memory of Alderman Lynch. Alderman Prochaska asked anyone interested in donating to contact him within the next couple of weeks. He stated the total cost would be $250.00 and it would be planted in one of the parks. Police Chief Tony Graff stated that his officers who were asked to be a part of the funeral were very honored that Alderman Lynch's family allowed them to do that. He stated that his office started a collection and he asked that anything over the $250.00 be donated to the "Skeletons in the Closet Fund". Alderman Spang left the meeting. ALDERMANIC REPLACEMENT REQUESTS Mayor Johnson urged anyone who knows of anyone interested in filling the two Aldermanic vacancies for the term, to please submit a letter of interest to him as soon as possible. CITY CLERK'S REPORT No report. CITY TREASURER'S REPORT No report. CITY ADMINISTRATOR `S REPORT No report. SCHOOL COMMUNITY REPORT Alderman Sticka made note that Superintendent Engler had his contract extended. OLD BUSINESS None. NEW BUSINESS Alderman Prochaska gave a update on the Library. He stated that the library has the new carpet installed and new bookcases installed. He stated that it is looking very nice and urged everyone to go there and see it. He stated that the Library Board has begun working on a five year plan for the library. COMMITTEE REPORTS PUBLIC WORKS COMMITTEE REPORT (RESOLUTION) 98-6 A motion was made by Alderman Sowinski and seconded by Alderman Kot to approve the Motor Fuel Tax (MFT) resolution for the traffic signal improvements in the amount of $80,500.00 for the intersection of Illinois Route 47 and Countryside Parkway and to authorize the Mayor and City Clerk to execute said MFT Resolution. Ayes: 5 Nays: 0 MARCH WATER REPORT A motion was made by Alderman Sowinski and seconded by Alderman Kot to aprove the March Water report as presented. Motion carried by viva voce vote. (ORDINANCE) 98-17 SANITARY SEWER RATE INCREASE A motion was made by Alderman Sowinski and seconded by Alderman Kot to approve the Sanitary Sewer Maintenance fee increase from $12.00 to $18.00 per billing period for all users starting July 1, 1998. There were comments and questions by Alderman Sticka, Alderman Kot and Alderman Prochaska and Mayor Johnson. Clerk Simmons called the roll. Ayes: 5 Nays: 0 ECONOMIC DEVELOPMENT COMMITTEE REPORT McCURDY WAIVER OF CERTAIN CITY FEES A motion was made by Alderman Prochaska and seconded by Alderman Sowinski to waive the sanitary sewer tap on fee and the school transition fee for Lot 2 of the George Washington Subdivision which is the existing home within this recently platted subdivision. Ayes: 5 Nays: 0 ERDMANN CONTRACT A motion was made by Alderman Prochaska and seconded by Alderman Sticka to authorize the Mayor and City Clerk to execute a contract with Erdmann Advertising, Inc. as Economic Development Coordinator for the City for the period from May 1, 1998 until April 30, 1999 for annual fee of $18,000.00 paid monthly in equal installments. Motion carried by viva voce vote. INTERGOVERNMENTAL SCHOOL AGREEMENT RENEWAL A motion was made by Alderman Kot and seconded by Alderman Sowinski to authorize the Mayor and City Clerk to execute an Intergovernmental agreement to provide a Police Liaison to the Yorkville School District. Ayes: 5 Nays: 0 ADMINISTRATION COMMITTEE (ORDINANCE) 98-18 PURCHASING POLICY A motion was made by Alderman Sticka and seconded by Alderman Sowinski to authorize the Mayor and City Clerk to execute an Ordinance amending Title 1, Chapter 7, Section 3(B)(3) of the City Code of the United City of Yorkville, Purchase Order Amendment. Ayes: 5 Nays: 0 SANITARY DISTRICT AGREEMENT A motion was made by Alderman Sticka and seconded by Alderman Prochaska to authorize the Mayor and City Clerk to execute an Intergovernmental Cooperative Agreement with the Yorkville-Bristol Sanitary District for the collection of sewer fees and users charges and to consolidate the issuing of statements and collection of monies therefore. Ayes: 5 Nays: 0 EXECUTIVE SESSION A motion was made by Alderman Prochaska and seconded by Alderman Kot to move into Executive Session at 7:45 p.m. for the purpose of Collective Bargaining.
