OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE BEECHER CENTER -
AUSTIN ROOM. 908 GAME FARM ROAD, YORKVILLE ON THURSDAY, JANUARY 29.
1998.
Mayor Bob Johnson called the meeting to order at 7:05 p.m. and led the Council in the
Pledge of Allegiance.

INTRODUCTION OF GUESTS
Mayor Johnson welcomed those present and asked them to introduce themselves and to
enter their name on the attendance sheet provided.
NEW BUSINESS
Selection of an Architect for the proposed new City Hall building.
Mayor Johnson stated he was informed by City Attorney Kramer today that there is a
formal process which outlines a procedure that must be followed and that we are confined
to this process.
Mayor Johnson asked Attorney Kramer to explain the process.
Attorney Kramer stated that there is another statute other than the Municipal Code, called
the Local Governmental Professional Services Selection Act which only affects the
selection of Professional Engineers, Architects and Surveyors. He stated that if a city or
any local governmental body has a satisfactory relationship with a firm that they have dealt
with before and they have a project come up, they do not have to publish anything, they
do not need to solicit names, they can just continue doing business with that firm on an
ongoing basis. He stated that if the city has not had that type of relationship with one of
the three professions, then there is a two (2) part process. He stated that if the city has
had one of these three professions file a statement with the City Clerk during the year,
requesting that they be considered for any project that might come up during the fiscal
year, we need to give these respected firms notice that we are thinking about constructing
a new City Hall. He stated that if no one has filed for any one of the three professions with
the City during the year, then we are required to publish a notice in a daily newspaper
asking for a statement of qualifications to be filed for anyone who might be interested in
performing services on the project. He stated that if we get multiple statements of
qualifications we are supposed to have the body review them, rate them in a sense of
number one, two, three and select one. Attorney Kramer suggested that the City Council
have the add run in the Beacon-News and also suggested it be run in the Kendall County
Record and have a time frame in which the statements must be filed by and have a
committee date set up for review of any statements filed and then have the committee
report back to the City Council at the February 12, 1998 meeting. Attorney Kramer stated
that there is a waiver provision but he advised taking the cautious approach.

Mayor Johnson suggested advertise in the Beacon-News paper Saturday, Sunday and
Monday with Monday, February 9, 1998 as deadline for filing the statement of
qualifications. He asked the committee to review any qualifications on Tuesday or
Wednesday and bring a report of recommendations to the City Council meeting on
February 12, 1998.
There were questions and discussion by the City Council Members and the consensus
was to take the cautious approach.
A motion was made by Alderman Spang and seconded by Alderman Kot directing the City
Administrator to publish a notice in a daily newspaper of general circulation requesting a
statement of interest in the design of a new City Office Building and the qualifications of
members of any architectural firm desiring to be considered for retention to perform that
assignment. Clerk Simmons called the roll.

A motion was made by Alderman Kot and seconded by Alderman Spang to adjourn the
meeting at 7:24 p.m. Motion carried by viva voce vote.
