BOARD ROOM. 111 W. FOX ST., YORKVILLE ON THURSDAY. SEPTEMBER 24. 1998.
Mayor Bob Johnson called the meeting to order at 7:02 p.m. and led the Council in the
Pledge of Allegiance.

PRESENTATION
Stan Free from the Yorkville Chamber of Commerce made a presentation for their
sponsoring the first Annual Home Town Wards for home owners and businesses who have
made significant improvements to their property. He stated that there were 41 nominations
made. He said that they limited it to 3 winners in five different categories; building
improvements for business and residential, landscape improvements for business and
residential, business store front or window display. He presented the City Council with
plaques for each of the thirteen winners to be displayed at the City Office until next years
winners replace them.

PLANNING COMMISSION/ZONING BOARD OF APPEALS/SIGN REVIEW BOARD
(RESOLUTION) 98-11 RESOLUTION RECOMMENDING APPROVAL OF
AURORA BLACKTOP SPECIAL USE REQUEST
A motion was made by Alderman Prochaska to approve the Resolution recommending
approval of the Aurora Blacktop Special Use Request and authorize the Mayor and City
Clerk to sign said resolution; seconded by Alderman Sowinski.

MINUTES FOR APPROVAL
A motion was made by Alderman Prochaska to accept the minutes of the Regular Meeting
of the Yorkville City Council of September 10, 1998 as presented; seconded by Alderman
Sowinski.
Approved by viva voce vote.
BILLS FOR APPROVAL
A motion was made by Alderman Sticka to approve the bill list dated September 24, 1998
in the amount of $88,826.49 (vendor), $66,444.25 (payroll), for a total of $155,270.74;
seconded by Alderman Sowinski.
Alderman Spang brought up a question on the bill list on page 6 under Shoppe Design
Associated, consulting service -Allendale.
Administrator Nanninga stated that project was the one immediately east of Blackberry
North on Cannonball Trail.
Alderman Spang asked if the City had received the funds. Administrator Nanninga replied
no, that the agreement with Mr. Shoppe was not to wait and that he would be paid.
Alderman Spang stated that the policy has been that we would not make these payments
until we have received funds.
There was more discussion amongst the City Council members and then a vote was taken.

ATTORNEY'S REPORT
Attorney Klernomos stated at the last City Council meeting he was asked to look into
whether or not the City Council appoints the Library Director. He stated that the City
Council does not appoint the Library Director.
He stated that at the next Public Safety meeting there will be a large number of citizens
there.

Alderman Sticka stated at the last School Board meeting the Yorkville Police Department
presented their services that they render to the school district to the School Board.

PUBLIC WORKS COMMITTEE REPORT
AWARD OF STREET REPAIR BIDS FOR WALTER STREET, OLSON STREET,
MORGAN STREET AND VAN EMMON STREET
A motion was made by Alderman Sowinski to accept the bid of Aurora Blacktop, who was
the low bidder for the road repair work on Walter Street, Olson Street, Morgan Street and
Van Emmon Street at a bid price of $107,533.05, but with City Crews accomplishing
certain work and with deletions bringing the work with Aurora Blacktop to a figure not to
exceed $85,000.00 and authorize the Mayor and City Clerk to execute said contract on
behalf of the City of Yorkville and upon legal review; seconded by Alderman Spang.

UNIVERSAL HIRING GRANT AWARD LETTER
A motion was made by Alderman Kot to authorize the Mayor and Chief of Police to sign
the Universal Hiring Grant Award letter which is for additional funding of$75,000.00 over
three years for hiring a new officer; seconded by Alderman Prochaska.

SCHOOL-BASED PARTNERSHIP COPS GRANT AWARD LETTER
A motion was made by Alderman Kot to authorize the Mayor and Chief of Police to sign
the School-Based Partnership Cops Grant Award Letter in the amount of$95,700.00 and
to execute the grant agreement to begin the project upon approval by the U.S. Department
of Justice; seconded by Alderman Prochaska.

COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF YORKVILLE AND
ILLINOIS FRATERNAL ORDER OF POLICE LABOR COUNCIL/YORKVILLE
PATROLMAN UNIT
A motion was made by Alderman Kot to authorize the Mayor and City Clerk to sign and
execute the collective bargaining agreement between the City of Yorkville and Illinois
Fraternal Order of Police Labor Council/Yorkville Patrolman Unit, effective May 1, 1998
through April 30, 2001; seconded by Alderman Sowinski.

PURCHASE OF LOCIS SOFTWARE
A motion was made by Alderman Sticka to authorize the Mayor and City Clerk to execute
a contract with LOCIS, Local Government Computer and Information Service for new
accounting software as presented for general ledger, accounts payable, payroll, cash
receipts, specific hardware, licenses and training for an amount not to exceed $7,500.00;
seconded by Alderman Prochaska.

ADDITIONAL BUSINESS
Alderman Prochaska made a comment regarding the change in policy on the payment to
Shoppe. He stated that he felt if there was going to be a change in policy it should be
brought before committee.
Alderman Spang announced that on the last Tuesday of the month, September 29, the
South Side Neighborhood meeting will take place at Westside Gyros at 7:00 P.M. He
stated that Deb Piscola of Jones Intercable and a representative from the Bristol/Kendall
Fire Department will be there.

A motion was made by Alderman Sowinski to adjourn the meeting at 7:44 p.m.; seconded
by Alderman Burd.
