City Council Minutes 1996 12-05-96 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE KENDALL COUNTY BOARD ROOM ON Thursday, December 5 . 1996 Mayor Johnson called the meeting to order at 7:00 p.m. and led the Council in the Pledge of Allegiance. Clerk Allison called the role: ROLL CALL Ward I Callmer Present Spang Absent (arrived 7:02) Ward II Baker Absent Lynch Present Ward III Jones Present Prochaska Present Ward IV Sowinski Present Stafford Present A quorum was established. QUORUM INTRODUCTION OF GUESTS Mayor Johnson welcomed those present and asked them to introduce themselves. AINDMENTS TO THE AGENDA None MEETING DATES The council reviewed the listing of committee meetings. Meetings will be held as stated except the Public Safety meeting has been moved to January 22 from January 15. CITIZEN COMMENTS Mayor Johnson asked for any citizen comments. There were none. PUBLIC HEARINGS -- NONE PLAN COMMISSION / ZONING BOARD OF APPEALS NO REPORT MINUTES APPROVAL A motion was made by Alderman Callmer and seconded by Alderman Lynch to approve the minutes of November 21 as presented. Motion carried. DILLS APPROVAL Alderman Prochaska indicated the amount needed to be changed due to the TCD bill listed on page 8 and 9 and the flood reimbursement. Also, it was noted that payroll funding is being brought current and that is why the amount is so high. City Council Regular Session - December 5, 1996 - page 2 A motion was made by Alderman Prochaska and seconded by Alderman Sowinski to approve the bills dated December 5, 1996 with the correction in the amount of $87,411.46 vendor, $227 ,792.97 in Payroll for a total of $315,204.43 . Alderman Spang asked about the water tower painting project and if the final inspection has been completed. Administrator Nanninga indicated it has and that this is the final bill. Alderman Stafford asked about the bill to be paid to Homes by Joseph. This is a refund on a home being constructed in White Oaks where the incorrect fees were charged. Clerk Allison called the role: Prochaska - aye Stafford - aye Sowinski - aye Spang - aye Cailmer - aye Lynch - aye Jones - aye Motion carried. ATTORNEY'S REPORT Attorney Hiles stated that they have reviewed the Hold Harmless that was discussed at the last COW meeting. This is for the party on whose property the city is burning brush. This will be discussed further at the next COW meeting. MAYOR'S REPORT No Report CITY CLERK'S REPORT No Report CITY TREASURER'S REPORT No Report CITY ADMINISTRATOR REPORT No Report Economic Development Commission Report The next meeting is Tuesday, Dec. 10, 1996 at 7:00 p.m. in the Kendall County Board Room. School Community Report Alderman Jones stated that the next regular school board meeting will be held on Monday, December 9, 1996 at 7:30 p.m. at the district offices. Alderman Spang stated that a special meeting will be held on Monday to begin discussion of working cash bonds. Also, a meeting is scheduled for Wednesday at 7: 30 p.m. in the District Offices for public hearing on the tax levy. Old Business None New Business Alderman Prochaska invited everyone to the tree trimming to be held on Sunday at 2:00 p.m. at the corner of Route 47 and Hydraulic. This event is being sponsored by the Yorkville Hometown Days and Yorkville Riverfront Committees. People are being asked to bring ornaments to place on the tree and a food item for the Kendall County Food Pantry. Santa and Mrs. Clause are scheduled to arrive around 2: 30 p.m. COMMITTEE REPORTS PUBLIC WORKS COMMITTEE Alderman Lynch reminded everyone of the City's Christmas party this saturday. Decorating volunteers are needed around 2:00 to decorate the legion. r J, ' , City Council Regular Session - -December 5, 1996 page 3 ECONOMIC DEVELOPMENT COITTEE No Report PUBLIC SAFETY COMMITTEE No Report ADMINISTRATION COMMITTEE Alderman Prochaska reminded everyone that the Public Hearing to discuss the proposed tax levy is scheduled for the next council meeting. ADDITIONAL BUSINESS Alderman Stafford stated he would like to commend the Public Works Department for their efforts in the leaf pickup program as the leaf rake appeared to work very well.
