City Council Minutes 1996 11-07-96 -1- MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD IN THE KENDALL COUNTY BOARD ROOM ON Thursday, November 7, 1996 Mayor Johnson called the meeting to order at 7:00 pm and led the Council in the Pledge of Allegiance. Wheaton - Non Recourse Water and Sewage Revenue Bond Alderman Prochaska made and Alderman Baker seconded a motion to go into a Public Hearing. Temporary Deputy Clerk Marker called the roll: Alderman Prochaska aye Alderman Stafford aye Alderman Spang aye Alderman Callmer aye Alderman Baker aye Alderman Lunch aye Motion carried 6-0 City Council Meeting Minutes 11/07/96 -2- Administrator Nanninga explained that when F.E. Wheaton came to Yorkville, the City agreed to commit 50% of the sales tax to pay for the water and sewer extension to the Peter Washington property for up to 5 years. F.E. Wheaton has gotten revenue bonds for that water and sewer, and then will apply the sales taxes to that bond. These bonds are no obligation to the City, and if the sales tax fails short of the bond payment, F.E. Wheaton will pay that. There is no recourse to the City at all, we are doing this more as an assistance to F.E. Wheaton. They are asking the City to approve these tax free revenue bonds. Alderman Prochaska made a motion and Alderman Stafford seconded to move out of Public Hearing. Temporary deputy clerk Marker called the roll. Motion is carried. BILLS APPROVAL A motion was made by Alderman Prochaska and seconded by Alderman Baker to approve the bill list in the amount of$56,143.05 vendor, and $54,529.75 payroll., for a total of$110,672.80. Alderman Callmer aye Alderman Lynch aye Alderman Prochaska aye Alderman Stafford aye Alderman Spang aye Alderman Baker aye Motion carried 6 - 0 • City Council Meeting Minutes 11/07/96 -3- MAYOR'S REPORT Presentation by Sue Voss, Aurora Area Tourism Council Sue Voss stated that the Aurora Area Tourism Council was a private non-profit destination marketing organization promoting travel in a service area that includes Aurora, North Aurora, Oswego, Montgomery, Sugar Grove and Yorkville. They are funded by Hotel -Motel bed taxes, by a State Grant, and also by a portion of Aurora's Gaming Tax. They receive 90% of the tax generated by Yorkville which has been very little over the past years, and has been promoted with no tax contributions, but has now increased with the Super 8 Motel. Voss stated that Illinois generates 16 billion per year in tourism, with 13 million of that being in Kendall County. The Aurora Area Tourism distributed 136,000 brochures last year, and also promotes sports, as well as youth sports. In our area they are also promoting light adventure in the form of canoe packages, and motorcoach groups. She presented the City with a check for$692.57 representing 10% of our taxes for the past year, that we actually should have retained. She suggested we continue to hold this 10% and use it to promote our annual Riverfront Festival or something similar to attract tourists to Yorkville. Mayor Johnson thanked Voss. Recycling Mayor Johnson stated that TCD reported that the recycling program is doing very well. The State representative had told Yorkville to try and accomplish a diversion rate from the land fill of 25%, we are now at 30% . He complimented the residents for actively recycling. CITY CLERK'S REPORT No report TREASURER'S REPORT No report CITY ADMINISTRATOR'S REPORT No report ECONOMIC DEVELOPMENT COMMISSION REPORT The County's next meeting will be Tuesday, November 12th at 7:00 pm in the Kendall County Board Room SCHOOL COMMUNITY REPORT Mayor Johnson stated that the Joint City Council and Schools met Wednesday, November 11, 1996 at 7:00 PM at the Plano City Council Chambers. The policy statements covered will be put in the form of resolutions and they will ask for passage by every City Council member. Additionally they will hold a press conference on how we are facing the issues of growth in the future. Haunted House Statistics Report Alderman Lynch stated that the Haunted House had 891 paying customers and turned over$3000. to the Needy Kids Christmas Fund. Also an entire car load of food donations went to the Food Panty. The Food Pantry is in great need of donations OLD BUSINESS None NEW BUSINESS None COMMITTEE REPORTS PUBLIC WORKS COMMITTEE Leaf Plow Report Alderman Stafford reported that the prototype will be ready tomorrow and they expect to plow the North side of town starting in Countryside Center on 11/18 and the South side on 11/25. Special thanks to the Public Works crew who worked on this, and Rick Jergens of Standard Equipment of Chicago, who donated some components. Johnson stated that if residents rake the leaves to the street edge, on the street they will be able to pull them in. City Council Meeting Minutes 11/07/96 -4- Leaf Plow Cont. They hope to have a map of areas, to show where they will be picked up and when. This could be a week long project and may go past Thanksgiving. Regular pick-ups will continue as announced, and residents can also fill cardboard boxes as TCD will take box and all. Mayor Johnson stated a schedule of the leaf plowing should be announced in the KC Record and Beacon. ECONOMIC DEVELOPMENT COMMITTEE No report PUBLIC SAFETY COMMITTEE No report ADMINISTRATION COMMITTEE No report. Just a reminder that the next meeting will be on the Tax Levy.
