City Council Minutes 1996 10-24-96 -1- MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD IN THE KENDALL COUNTY BOARD ROOM ON Thursday, October 24, 1996 Mayor Johnson called the meeting to order at 7:00 pm and led the Council in the Pledge of Allegiance. City Council Meeting Minutes 10/24/96 -2- PLAN COMMISSION/ZONING BOARD OF APPEALS 96-4 CIMARRON RIDGE II -FINAL PLAT A motion was made by Alderman Jones and seconded by Alderman Prochaska to approve the Final Plat for Cimarron Ridge 96-4. Motion is carried. BILLS APPROVAL A motion was made by Alderman Prochaska and seconded by Alderman Jones to approve the bill list in the amount of$107,659.45 vendor, and $53,814.46 payroll., for a total of$161,473.91. Temporary clerk Marker called the roll: Prochaska Aye Sowinski Aye Spang Aye Callmer Aye Lynch Aye Jones Aye Stafford Aye Motion is carried 7-0 ATTORNEY'S REPORT Attorney Kramer stated that since the meeting of 10/10/96, there has been some discussion on the question with the insurance company of flood plains, and has not resolved anything as yet but if there is anything further this week he would distribute a memo. Kramer stated that they have reach an agreement with the Yorkville Bristol Sanitary District on the Intergovernmental Agreement. MAYOR'S REPORT Mayor Johnson stated he had three items to report on. First: A public notice has been given for candidates for the City of Yorkville for those wishing to seeking election at the April 1, 1997 consolidated election. Petitions are available for circulation starting yesterday October 23, 1996 at the City's offices, 111 W. Fox Street, and positions to be elected for a four year term are: City Clerk and Aldermen in Ward I, II, Ill, and IV. The filing dates set for petitions are January 13-17, and January 20 and 21, 1997. Anyone interested in running for those offices can pick up a petition. Due to a conflict at the end of this month with the High School open house we will re-set our Competitive Communities Initiative meeting to Tuesday, November 26th at 7:00 PM at the Zieter Dickson Insurance Building, 215 Hillcrest, so there is still plenty of time for citizens interested in participating on any of the committees, to call the City offices and express an area of interest. We strongly urge people to take part in this important process. Those committees are : Economic Development, Long Term Planning, Parks & Recreation, Downtown Revitalization, Public Works and Human Services . There will be a dedication ceremony for the Kendall County Court House, 2:00 PM at the Corner of Cannonball Trail and Veterans Parkway. City Council Meeting Minutes 10/24/96 -3- CITY CLERKS REPORT Temporary City Clerk Marker asked for a motion to approve the minutes of the two Executive Session Meetings from October 7, 1996, and October 10, 1996 as corrected. A motion was made by Alderman Prochaska and seconded by Alderman Stafford. Alderman Spang asked that the motion be separated so as to make it possible to vote differently on each date. Alderman Prochaska and Stafford withdrew the motion and Alderman Stafford withdrew the second. Alderman Prochaska made a motion to accept the minutes of the Executive Session from October 7, 1996. Temporary City Clerk Marker called the roll: Callmer Aye Lynch Aye Jones Present Prochaska Aye Stafford Aye Sowinski Aye Spang Aye Motion is carried 6 Aye - 1 Present TREASURER'S REPORT Treasurer Scheffrahn reported the combined June and July reports show a total revenue of $648,190.92, and expenses of$317,655.93, ending July with a balance of$763,512.25. August total revenue was$237,547.62, with expenses of$295,832.71 leaving a balance of$ 705,227.16 September's report will be submitted at the next Administration Committee Meeting. Alderman Prochaska made a motion and Alderman Lynch seconded to approve the Treasurers reports for June& July combined. Motion carried. Alderman Prochaska made a motion and Alderman Lynch seconded to accept the Treasurers report for August 1996. Motion carried. CITY ADMINISTRATOR'S REPORT Administrator Nanninga reported that Cobb Park is now completed, other than a little bit of seeding. Public Works is now working on project that were put on hold for the storm sewer project. Starting Monday they will be flushing hydrants, picking up brush, and repairing streets. The Elizabeth Street Storm sewer is now complete, and the cost would be passed along. ECONOMIC DEVELOPMENT COMMISSION REPORT No report SCHOOL COMMUNITY REPORT Alderman Jones stated that the Joint City Council and Schools will meet Wednesday, November 11, 1996 at 7:00 PM at the Plano City Council Chambers, and that the Yorkville School District's next regular meeting will be November 12, 1996 at 7:30 PM at the District offices. City Council Meeting Minutes 10/24/96 -4- OLD BUSINESS None NEW BUSINESS Alderman Prochaska stated he has heard there has been some talk of changing the name of Game Farm Road, and questioned if there has even ever been any discussion on this. Alderman Jones stated the City Council needs to dispel this rumor. All agreed there is no talk of, or plans to ever change the name from Game Farm Road. COMMITTEE REPORTS PUBLIC WORKS COMMITTEE YBSD INTERGOVERNMENTAL AGREEMENT Alderman Stafford made a motion and Alderman Lynch seconded to authorize the Mayor and City Clerk to execute a revision to the Intergovernmental Agreement with the Yorkville-Bristol Sanitary District adjusting the annual fee from the District from $5000. to$10,000. for billing services done for them by the City effective September 1, 1996. Temporary City Clerk Marker called the roll: Prochaska Aye Stafford Aye Sowinski Aye Spang Aye Callmer Aye Lynch Aye Jones Aye Motion carried 7-0 RESOLUTION 1996-33 NEW WATER METER INSTALLATION POLICY Alderman Stafford made a motion and Alderman Lynch seconded to establish a new water meter policy that would require the builder to install a water meter as a part of the rough plumbing for each new building. JUNE, JULY& AUGUST WATER REPORT Alderman Stafford made a motion and Alderman Prochaska seconded to approve the June, July and August Water Report. Motion is carried. Alderman Stafford stated that in regard to the Leaf Burning issue. The City has passed this to overcome the smoke and pollution of leaf burning. Many calls and complaints from seniors regarding the difficulty with getting the leaves in the bags. In a joint effort with Oswego we are working on putting together a leaf plow like they have in Oswego. We hope to have it in operation for one pick up yet this year, and should have a working model within 14 days. Also have had many calls from residents about how nice it is to be able to open windows or go outside this time of year. Administrator Nanninga reported that TCD had stated that with the current pick ups leaves can be put in cardboard boxes as well as bags and cans. Alderman Sowinski and Mayor Johnson stated perhaps scouts or some other volunteer groups could volunteer to help. ECONOMIC DEVELOPMENT COMMITTEE SEPTEMBER BUILDING REPORT Alderman Jones made a motion and Alderman Lynch seconded a motion to approve the September Building Report as presented. Motion carried. City Council Meeting Minutes 10/24/96 -5- I ORDINANCE 1996 " TO ADOPT THE USE OF THE BOCA CODE Alderman Jones made a motion and Alderman Sowinski seconded to adopt the BOCA code for the City of Yorkville with the corrections as stated 'The United City of Yorkville", and effective date of November 15, 1996 adopting the 1996 BOCA& National Code, 1995 Single, one and two family codes, 1996 International Mechanical codes, 1995 International Plumbing Codes, and 1996 National Electrical Codes. Prochaska aye Stafford aye Sowinski aye Spang aye Callmer aye Lynch aye Jones aye Motion carried 7-0 Alderman Jones stated that Dean Edmeier of The Edmeier Group requested distributing an up date to City Council members in regard to the sanitary service so as to allow time to review prior to next EDC meeting. PUBLIC SAFETY COMMITTEE No report ADMINISTRATION COMMITTEE 1995-1996 FISCAL YEAR AUDIT School Transition Fees have been tabled. As the recent audit needs approval prior to November 1st., Alderman Prochaska made a motion and Alderman Lynch seconded a motion to approve the 1995-96 Fiscal Year Audit. Temporary City Clerk Marker called the roll: Callmer Aye Lynch Aye Jones Aye Prochaska Aye Stafford Aye Sowinski Aye Spang present Motion is carried 6 Aye - 1 Present ADDITIONAL BUSINESS Alderman Spang passed out an article and advertisement focusing on the new high school and Riverfront Park, that are being used to sell homes. He said he was concerned about land designated for commercial expansion being used for residential. A discussion followed with Alderman Stafford regarding these issues. INTERNET Alderman Jones reported that as they had promised to look for lower costs, she had an update for the Council on the Internet. We can now get the same basic services as previously presented for Internet access, but at a much lower cost. Police Chief Graff stated that Sergeant Martin is leaving for a working vacation to Hemmelhemstead, England, in a Police Officers exchange program leaving October 28th, with letters of support from Governor Edgar, Illinois State Representative Tom Cross and US. Congressman Denny Hastert. He will exchange information with their city of about 90,000 having the same crime rate as Yorkville. In the Spring they will send English Officers here. This plan originated at the University of Illinois and the Police Training Institute. He is doing this at his own expense. City Council Meeting Minutes 10/24/96 -6- Alderman Callmer stated he wanted to take this opportunity to thank Jim Stafford and the Public Works Committee, Administrator Nanninga, and Public Works Director, J.T. Johnson for finishing the Elizabeth Storm Sewer Project. A motion was made by Alderman Lynch and seconded by Alderman Sowinski to adjourn. Motion is carried.
