City Council Minutes 1995 12-28-95 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT THE KENDALL COUNTY BOARD ROOM ON Thursday, December 28, 1995 Clerk Allison called the meeting to order at 7:08 p.m. and led the Council in the Pledge of Allegiance. Clerk Allison called the role: ROLL CALL Ward I Callmer Absent Spang Present Ward II Baker Present Lynch Present Ward III Jones Present Prochaska Present Ward IV Sowinski Absent Stafford Present A quorum was established. QUORUM MAYOR PRO TEM Clerk Allison asked for a motion nomination someone to be Mayor Pro Tem for the meeting in the absence of Mayor Johnson. A motion was made by Alderman Spang and seconded by Alderman Lynch to nominate Alderman Jones as Mayor Pro Tem. Clerk Allison called the role: Lynch - aye Stafford - aye Jones - nay Prochaska - aye Spang - aye Baker - aye Motion carried. INTRODUCTION OF GUESTS Mayor Pro Tem Jones welcomed those present and asked them to introduce themselves. (Frank Willman, Treasurer Scheffrahn, Mrs. Scheffrahn, Anne Lucietto, Valerie Burd, Brian Ethington, Mr. and Mrs. Dettmer were present) AMENDMENTS TO THE AGENDA None MEETING DATES The council reviewed the listing of meetings. PUBLIC HEARING A motion was made by Alderman Baker and seconded by Alderman Spang to move into Public Hearing to discuss the ZBA petition request for a front yard set-back variance request at 427 Fairhaven Drive in Blackberry Creek North. Clerk Allison called the role: Spang - aye Baker - aye Lynch - aye Prochaska - aye Stafford - aye Motion carried. Bill Dettmer, city building inspector briefly described the variance request. This is a request for a 12 inch set back in the front yard from the normal 30 feet requirement. Only eight inches is really needed. Mayor Pro Tem Jones asked for any public comment regarding the proposed variance request. There being none, a motion to move out of public hearing was requested. A motion was made by Alderman Baker and seconded by Alderman Stafford to move out of Public Hearing into regular council session. Motion carried. City of Yorkville Council Minutes December 2$, 1995 - page 2 PLAN COMMISSION / ZONING BOARD OF APPEALS ZBA 95 -2 VARIANCE REOUEST - 427 FAIRHAVEN DRIVE, BLACKBERRY NORTH A motion was made by Alderman Baker and seconded by Alderman Prochaska to grant the variance request at 427 Fairhaven Drive, Blackberry Creek North as presented. Clerk Allison called the role: Prochaska - aye Spang - aye Baker - aye Lynch - aye Stafford - aye Motion carried. PC 95 - 16 RonHill Estates A motion was made by Alderman Baker and seconded by Alderman Spang to approve the Final Plat of Unite 2, RonHill Estates located in Kendall County. Clerk Allison called the role: Stafford - aye Baker - aye Lynch - aye Prochaska - aye Spang - aye Motion carried. Citizen Comments None MINUTES APPROVAL A motion was made by Alderman Baker and seconded by Alderman Spang to approve the minutes of the November 30, 1995 and December 14 , 1995 City Council minutes as presented. Motion carried. BILLS APPROVAL A motion was made by Alderman Prochaska and seconded by Alderman Stafford to approve and pay bills in the amount of $177,977.37 vendor, $52,629.02 payroll for a total of $230,606. 39. Clerk Allison called the role: Prochaska - aye Stafford - aye Spang - aye Baker - aye Lynch - aye Motion carried. ATTORNEY'S REPORT Attorney Kramer indicated that he has been distributing correspondence to the council members concerning litigation currently in process. There was no other report at this time. MAYOR'S REPORT No Report CITY CLERK'S REPORT No Report CITY TREASURER'S REPORT No Report CITY ADMINISTRATOR REPORT No Report Economic Development Commission Report No Report Kendall County Governmental League Report No Report School Community Report The ADHOC task force will be presenting their presentations to the school board on Thursday, January 4 , 1996 at 6:30 p.m. in the High School Library. The next meeting will be held on Tuesday January 9, 1996 at 7: 30 p.m. in the High School Library. City of Yorkville Council Minutes December 28, 1995 - page 3 Old Business No Report New Business No Report COMMITTEE REPORTS PUBLIC WORKS COMMITTEE -- NO REPORT ECONOMIC DEVELOPMENT COMMITTEE Revised Sign Ordinance #95 - A motion was made by Alderman Baker and seconded by Alderman Prochaska to approve the revised sign ordinance for the City of Yorkville as corrected. Clerk Allison called the role: Lynch - aye Prochaska - aye Stafford - aye Spang - aye Baker - aye Motion carried. Hiring of Economic Development Director A motion was made by Alderman Baker and seconded by Alderman Prochaska to approve the hiring of Bobby Erdman for a four month period at a salary not to exceed $1,040 per month and upon the city attorney's final review of the contract. Clerk Allison called the role: Lynch - aye Stafford - aye Prochaska - aye Spang - nay BAker - aye Jones - aye Motion carried 5 - 1. PUBLIC SAFETY COMMITTEE -- NO REPORT ADMINISTRATION COMMITTEE -- NO REPORT (A reminder was made to all Alderman indicating that the budget process will begin at the 1/3/96 meeting and will be the main topic of the 1/30/96 meeting. ) ADDITIONAL BUSINESS Executive Session Attorney Kramer discussed the approval of executive session minutes with the council. These must be reviewed twice a year either by a specially appointed committee of three or by the entire council . If Alderman have not reviewed the minutes he would not advise them approving the minutes without having read them. These must remain confidential at all times and therefore, alderman will need to log in the fact that they have read the minutes. Also, with several alderman absent as well as they mayor, he would recommend this be held until the next meeting. A motion was made by Alderman Prochaska and seconded by Alderman Baker to table the executive session to review past executive session meeting minutes until the next council meeting on January 11, 1996.
