CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT
THE KENDALL COUNTY BOARD ROOM ON Thursday, November 30, 1995
Mayor Johnson called the meeting to order at 7:00 p.m. and led the
Council in the Pledge of Allegiance.

Mayor Johnson welcomed those present and asked them to introduce
themselves.

The council reviewed the listing of meetings. Meetings will be
held as listed on the agenda. All meetings will be held in the
Suite 3 -- Conference Room in the Kendall County Building.

MINUTES APPROVAL
A motion was made by Alderman Baker and seconded by Alderman
Sowinski to accept the minutes of the October 26th and November 9th
Regular Council meetings. Motion carried.
BILLS APPROVAL
Alderman Prochaska made a motion to approve and pay bills dated
November 30, 1995 in the amount of $337, 353 . 32 vendor bills and a
total of 403 ,834.09 with payroll. Alderman Baker seconded the
motion. Clerk Allison called the role:

ATTORNEY'S REPORT
No Report
MAYOR'S REPORT
Mayor Johnson reminded everyone about placing their reservations
for attendance at the upcoming City of Yorkville Christmas Party.
Mayor Johnson reported that a letter of resignation has been
received from Officer Sergio Fuentes of the Yorkville Police
Department. This resignation letter was received as of November
29th and is effective immediately. The Public Safety Committee is
asked to begin the process for a replacement officer immediately.
Mayor Johnson also advised the Council that he and City
Administrator Nanninga met with Bud Bieber and Art Austin of the
City of Oswego today. This meeting was held to discussed proposed
City of Yorkville Council Minutes November 30,_ 1995 - page 2
boundaries between the two cities. Oswego feels that they should
expand to the Bristol Ridge Road. Yorkville feels that their
boundary should be school system boundary or to Orchard road.
Mayor Johnson stated that the meeting was cordial and that he would
state that they have agreed to disagree at this time. Also
discussed was the boundary line along Route 126 or Minkler Road.
These discussions will continue.
CITY CLERK'S REPORT

CITY TREASURER'S REPORT
The October 31, 1995 Treasurer Report will be discussed at the next
Administration Committee and brought back to the council for
acceptance.
CITY ADMINISTRATOR REPORT

Economic Development Commission Report
The next meeting will be held on December 12, 1995 - 7:00 p.m.
Kendall County Governmental League Report

School Community Report
The next meeting will be held on Monday, December 11, 1995 - 7: 30
p.m. at the District offices.
Alderman Jones briefly discussed the ADHOC Committees recently
developed by the school board to help determine what path the
school should follow concerning the need for additional space
within the district. The first meeting has been help and there
were five smaller committees developed. These will review the need
for a new high school, a new middle school, a new grade school,
high school additions, and middle school additions. Specific
criteria was set for the committee members to review and discuss as
they analyze their specific task.
The next meeting for the full Committee will be held on December 6,
at 7:00 p.m.

PUBLIC WORKS COMMITTEE
Resolution 95- 39 Authorizing the City of Yorkville
to go into bid on the Elizabeth Street Storm Sewer Project
A motion was made by Alderman Prochaska and seconded by Alderman
Baker to authorize the Mayor and City Clerk to sign the resolution
authorizing the Public Works Department to bid on storm sewer
materials for the Elizabeth Street Storm / Sewer Project.

COMMUNITY POLICE OFFICER
A motion was made by Alderman Callmer and seconded by Alderman
Baker to accept the Community Police Officer Job Description as
presented. Clerk Allison called the role:

Motion carried.
A motion was made by Alderman Callmer and seconded by Alderman
Baker to create the Community Policing Unit as described on the

ADMINISTRATION COMMITTEE
Resolution 95 - 40 -- YNB Loan Documents
A motion was made by Alderman Prochaska and seconded by Alderman
Jones to authorize the Mayor and City Clerk to execute the
documents to consolidate and refinance a $1,107,000 loan for a
period of eight years at 5.16% interest to be paid quarterly.
