THE KENDALL COUNTY BOARD ROOM ON Thursday,October 26, 1995
Mayor Johnson called the meeting to order at 7:00 p.m. and led the Council
in the Pledge of Allegiance.

Mayor Johnson asked those present to introduce themselves.

Amendments to the Agenda
There were no amendments to the agenda.
Meeting Dates
The council reviewed the listing of meetings. Meetings will be held as follows:
Public Works Committee --November 6, 1995 at 6:30 p.m.
Administration Committee-- October 30, 1995 at 7:00 p.m.
Economic Development Committee--November 21, 1995 7:00 p.m.
Public Safety Committee--November 28, 1995 at 6:30 p.m.
Alderman Prochaska added that Pandolfi will attend the October 30 Administration
Committee meeting to give a presentation on the City's audit. Mayor Johnson encouraged
all aldermen to attend.
All of the above meetings will be held in Suite 3, Converence Room, in the Kendall
County Building.

MINUTES APPROVAL
A motion was made by Alderman Spang and seconded by Alderman Lynch to approve
the regular council minutes dated October 12, 1995.
BILLS APPROVAL
Alderman Spang questioned the overtime payment period for police officers. The period
reflects overtime from one month ago. Neither Jim Nanninga or Chief Graff could
confirm the payment period.
A motion was made by Alderman Prochaska and seconded by Alderman Lynch to pay bills
in the amount of$224,482.27 vendor bills, with payroll of$51,715.29 subject to
verification of dates by payroll clerk, for a total amount of$276,197.56. Acting Clerk

ATTORNEY'S REPORT

MAYOR'S REPORT
Mayor Johnson submitted a nomination of John Bradstreet to Park Board. A motion was
made by Alderman Callmer to accept the nomination of John Bradstreet to Park Board
and was seconded by Alderman Prochaska. Acting Clerk Ellertson called the role:

Mayor Johnson added that October 21, 1995 through October 29, 1995 is Red Ribbon
Week at the Yorkville High School. Red Ribbons are worn to support programs against
drug and alcohol use.

CITY ADMINISTRATOR REPORT
Administrator Nanninga reported that the paving contracts are completed on Center
Parkway, Hydraulic, the Main Street hill, and Park Street.
Economic Development Commission Report
Mayor Johnson reported that the next meeting of the Economic Development Committee
will be November 14, 1995 at 7:00 p.m.
Kendall County Governmental League Report
No Report
School Community Report
Alderman Jones reported that the next School Board Meeting is November 13, 1995 at
7:30 p.m. at the district office. At the last school board meeting the board praised the
D.A.R.E. program and the inter-governmental arrangement with the police. They voted
to maintain this program. The board also gave the taxpayers the numbers for the new
referendum.

PUBLIC WORKS COMMITTEE
Resolution 95-36 Accepting V-Box Spreader Bid
A motion was made by Alderman Stafford and seconded by Callmer to accept the lowest
responsible bid(from Monroe Truck Equipment of Joliet) for a V-Box spreader for the
new six-wheel truck in the amount of 10,843.35 (includes installation). Acting Clerk

September Water Report
A motion was made by Alderman Stafford and seconded by Alderman Callmer to approve
the September water report as submitted. Motion carried.
ECONOMIC DEVELOPMENT COMMITTEE
#95-26 An Ordinace Granting Rezoning of the Property at 310 East Hydraulic,
Yorkville from M-1 to B-2 General Business District with an R-4 General Residential
Special Use
A motion was made by Alderman Spang and seconded by Alderman Prochaska to approve
an Ordinance granting rezoning of the property at 310 East Hydraulic, Yorkville from M-1
to B-2 General Business District with an R-4 General Residential Special Use.
Alderman Kramer verified that passing the ordinance at this time will allow the project to
continue once the text amendment is made.

July and August Monthly Police Reports
A motion was made by Alderman Callmer and seconded by Alderman Prochaska to
approve the July and August Police Manhour Summary Reports. Motion carried.
ADMINISTRATION COMMITTEE
City of Yorkville Employee Manual
A motion was made by Alderman Prochaska and seconded by Alderman Sowinski to
accept the City of Yorkville Employee Manual (Revised October 19, 1995).

#95-27 an Ordinance Amending all Previous Ordinances Setting a Water Rate Fee
and/or Charges in the United City of the Village of Yorkville
Alderman Prochaska reported an error in the ordinance. Item 4, reading $4.03, should
read $2.03.
A motion was made by Alderman Prochaska and seconded by Alderman Lynch to approve
an ordinance amending all previous ordinances setting a water rate fee and/or charges in
the United City of the Village of Yorkville.
Alderman Prochaska stated that the ordinance will take effect on November 1, 1995 which
will be reflected on the January 1, 1996 water billings. Also, delaying the step increase
from three years to five years to bring everyone to equal water rates will not deter the City
from completing all projects as outlined in the plan. The increase can be reviewed each
year.

August and September 1995 Treasurer's Report
A motion was made by Alderman Prochaska and seconded by Alderman Lynch to accept
the August and September 1995 Treasurer's Reports.
Alderman Spang commented that the Treasurer's Report is still based on the old
accounting package and no longer represents the funds that the City has today. He asked
that the City make haste in converting it into something that is useable for our information.
Motion carried.
Resolution 95-37 Supporting Implementation of the Kendall County Solid Waste
Disposal Plan.
A motion was made by Alderman Prochaska and seconded by Alderman Callmer to pass a
Resolution supporting implementation of the Kendall County Solid Waste Disposal Plan.

Executive Session--Litigation
A motion was made by Alderman Callmer and seconded by Alderman Spang to move into
executive session to discuss any current and on-going litigation with the City of Yorkville;
session to include the City Attorney, Chief Graff, Administrator Nanninga, and the Acting
Clerk.

Mayor Johnson announced that there was no action taken in regard to the executive
session held this evening.
