MINUTES OF THE REGULAR MEET IN8 OF THE CITY COUNCIL OF THE UNITED

Mayor Kittoe called the meeting to order at 7: 001RM and led the
Council in the Pledge of Allegiance.

Alderman Clark requested that the April Water Report. and April

PLANNING COMMISSION/ZONING BOARD OF APPEALS
BLACKBERRY CREEK NORTH (COUNTRYSIDIE CENTER) PRE LIMINARY
Alderman Baker made a motion to approve the preliminary plan for
Blackberry Creek North , PC-94-4 with additions to the berming on
Cannonball Trail with lands caping and finishing off Boomer Rd. to
their entrance with curb and gutter on both sides and all other
recommendations made in the Planning Commission minutes.
Seconded by Alderman Prochaska.

Alderman Baird made a motion to approve the regular City Council
meeting minutes of May 12, 1.994 as submitted with the correction
of spelling of John Bajor ' s name and recognize the Committee of
the Whole minutes of May 19, 1994. Seconded by Alderman
Prochaska and motion carried.
Alderman Baird made a motion to approve and pay bills dated May
26v 1994 in the corrected amount of $191 ,619. 35 with the deletion
of entry #14000 for $610. 50. Seconded by Alderman Stafford.

Attorney T. J. Heil reported that the Forbes easement needs some
corrections. This is vacating a drainage easement: and granting
another one
MAYOR 'S REPORT
CHANGE OF COMMITTEE CHAIRMAN
Mayor Kit requested that all Committee Chairman and Vice-
Chairman reverse their roles on the various committees, Alderman
Baird made a motion that each Committee Vice-Chairman be the
Chairman and the Chairman be the Vice-Chairman on the various
committees. Seconded by Alderman Baker and motion carried "

CITY TREASURER 'S REPORT
Deputy Treasurer King reported that the audit will begin July ll ,
1994" When the audit begins, the line item changes will be
made. She passed out a preliminary budget report for fiscal year
93 94.

KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION REPORT
None
KENDALL COUNTY GOVERNMENTAL LEAGUE REPORT
Alderman Prochaska made a motion to accept the questionnaire
filled out as presented to the Kendall County Governmental League
dealing with the question of the tax cap" Alderman Baird
amended the motion to read that the City Council publicly support
the 5% tax cap except for new growth. Seconded by Alderman
Stafford.

PUBLIC WORKS COMMITTEE
PAVIA-MARTING TRAFFIC
Alderman Prochaska made a motion to enter into an agreement with
Pavia-Marting to conduct a traffic study for the northeast
quadrant not to exceed $6,500. 00. Seconded by Alderman Clark.
Alderman Baird wished to go on record that he strongly objects to
the state telling the City where stop signs should be placed.

Alderman Prochaska made a motion to enter into an agreement with
Pavia-Marting for the City portion of the sewer mapping project
to include the newly annexed properties not to exceed $1 ,300. 00.
Seconded by Alderman Clark.

PAVIA MARTING PHASE II PIPE NET PROGRAM
Alderman Prochaska made a motion to approve and enter into an
agreement with Pavia Marting to begin the Phase II Pipe Net
program at a cost not to exceed $8,457. 00. Seconded by Alderman
Clark.

Alderman Prochaska made a motion to approve the April Water Dept.
& Beecher Building reports. Seconded by Alderman Clark. Motion
carried.
Alderman Prochaska announced that the Public Works Committee
meeting will be held on Tuesday, May 31 at 6: 00 PM at Ci ty Hall
because of the holiday.
ECONOMIC DEVELOPMENT COMMITT'
Alder man Baker made a motion to approve an additional zoning
category for single family housing called R. E„ (Residential
Estate) consisting of 18,000 sq ft. lots. Seconded by Alderman
Baird.

Alderman Johnson made a motion to accept the Payroll Report ,

POLICE OFFICER
Alderman Johnson made a motion to appoint Andru Vanderlei as a
part time police officer Level :1. at a rate of $9. 00 per hour .
Seconded by Alderman Baker.

Alderman Johnson made a motion to appoint Shawn Hagemeyer and
Jacqui Watkins as part-time Community Service Officers, at the
rate of $5. 75 per hour not to exceed the total of $3,680. 00.

ADMINISTRATION
HENNING/GRANT WRITER
The formal resolution to adopt John Henning as a grant writer is
tabled until June 9, 1994 meeting.
FIRSTAR AGREEMENT
Alderman Stafford made a motion to approve the agreement and
authorize the Mayor to sign an agreement with Firstar Financial
Services upon review and approval by the City Attorney. Seconded
by Alderman Baird.

NEW CITY BUILDING SITE
Alderman Stafford made a motion that the property north of the
Beecher Building will be the site for the new city building.
Seconded by Alderman Baird.
Alderman Callmer stated that negotiations with Dr. Engler and the
School District are still open.

CITY ADMINISTRATOR ON
There are 7 final candidates for the City Administrator position
and interviews will be held on Saturday, June 11 , 1994 at City
Hall from 8: 00AM 5: 00PM.
The Administration Committee will meet on Tuesday, May 31 , 1994

AD/HOC RECYCLING COMMITTEE REPORT
The Ad/Hoc Recycling Committee will meet on Monday, June 6, 1994
at 6: 00 PM before the Public Works Committee meeting" Frank
McCoy from TCD Services will be present to discuss the 94/95
disposal rate.
ADDITIONAL BUSINESS
Ralph Pfister and Baxter & Woodman will meet with the Public
Works Committee on June 6, 1994 at 6: 45 PM.
Alderman Baird commented on the unfortunate situation concerning
Alderman Jones. He hopes it can be resolved quickly and wants
the public to be aware that the City is not paying any legal
fees.
Alderman Prochaska commented on animals running in the parks,
etc . Acting Administrator Graff stated that he is checking
ordinances from other cities in regards to park rules,
regulations and signage. He will give information to Attorney
Kramer for a rough draft to be brought to the Committee of the
Whole meeting.

Alderman Baird made a motion to adjourn the meeting at 8: 00 PM,
seconded by Alderman Prochaska. Motion carried.
