City Council Minutes 1994 04-27-94 (special cc) MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS HELD AT CITY HALL, ON APRIL 27, 1994 Mayor Kittoe called the meeting to order at 7: 50 p.m. and led the Council in the Pledge of Allegiance. Clerk Allison called the roll: ROLL CALL Ward 1 - Baird Present Callmer Present Ward 2 - Baker Present Clark Present Ward 3 - Jones Present Prochaska Present Ward 4 - Johnson Present Stafford Present A quorum was established. QUORUM INTRODUCTION OF GUESTS Mayor Kittoe asked those persons present to introduce themselves. (Brian Effington-WSPY, Chief Graff, Sandra and Clarence Holdiman, Eve Kirk, City Librarian. ) PUBLIC HEARING A motion was made by Alderman Baird and seconded by Alderman Jones to move into Public Hearing regarding PC 94-10 - Annexation and zoning from Kendall County Ag-1 to City Ag. The property is located at the intersection of Route 47 and Kennedy Road on the west side of Route 47. The petitioners are Clarence and Sandra Holdiman, Sharon Bazan and Clarence Bazan, Brian Holdiman, and Beth Holdiman. Clerk Allison called the role: Baird - aye Jones - aye Callmer - aye Prochaska - aye Baker - aye Johnson - aye Clark - aye Stafford - present Motion carried. Mayor Kittoe asked if anyone present had any comments concerning this annexation request. There were no comments made. A motion was made by Alderman Callmer and seconded by Alderman Johnson to move out of Public Hearing on PC 94-10. Clerk Allison called the role: Jones - aye Johnson - aye Baird - aye Baker - aye Prochaska - aye Stafford - aye Callmer - aye Clark - aye Motion carried. ORDINANCE 94-16 (HOLDIMAN) A motion was made by Alderman Jones and seconded by Alderman Baker to approve PC 94-10 - Annexation and zoning from Kendall County Ag- 1 to City Ag. The property is located at the intersection of Route 47 and Kennedy Road on the west side of Route 47 . The petitioners are Clarence and Sandra Holdiman, Sharon Bazan and Clarence Bazan, Brian Holdiman, and Beth Holdiman. Special City Council Minutes -- April 27, 1994 -- page 2 ORDINANCE 94-17 (HOLDIMAN) A motion was made by Alderman Jones and seconded by Alderman Baker to authorize the Mayor and City Clerk to enter into the annexation agreement for Clarence and Sandra Holdiman, Sharon Bazan and Clarence Bazan, Brian Holdiman, and Beth Holdiman. Clerk Allison called the role: Stafford - aye Clark - aye Johnson - aye Baker - aye Prochaska - aye Callmer - aye Jones - aye Baird - aye Motion carried. OLD BUSINESS A motion was made by Alderman Baird and seconded by Alderman Prochaska to approve the Final Budget for Fiscal Year 1994 - 1995 as presented. Clerk Allison called the role: Johnson - aye Jones - aye Baker - aye Baird - aye Stafford - aye Prochaska - aye Clark - aye Callmer - aye Motion carried. Alderman Johnson commended the Council Members for their work together on the 1994 - 1995 Budget. Also commended was Acting Administrator / Police Chief Tony Graff who worked diligently on the budget under adverse conditions with the resignation of the City Treasurer. The Mayor and City Council agreed with Alderman Johnson comments. Mayor Kittoe stated that all council members and city workers placed a great deal of effort on the finalization of this budget. Alderman Clark stated that Alderman Baird especially deserved a thank you for the amount of time and effort he devoted to this year's budget process. Alderman Baird stated that several discussions have been held concerning a salary to be paid to Chief Graff during his time as Acting City Administrator. A motion was made by Alderman Baird and seconded by Alderman Baker to thank Chief Graff for his work completed to date and authorize a salary of $2 , 000 per month until a new administrator is hired. Alderman Prochaska stated that although this was a higher amount than originally discussed this was an amount less than what a new Administrator is budgeted for. Clerk Allison called the role: Baird - aye Jones - aye Baker - aye Johnson - aye Stafford - aye Clark - aye Callmer - aye Prochaska - aye Motion carried. Acting Administrator / Chief Graff thanked the council members for their voice of support and stated that none of the items could have been completed without a team effort from the council and city workers. Special City Council Minutes -- April 27, 1994 -- page 3 PC 94-6 / Inland Land Appreciation Fund Acting Administrator Graff stated that this item had been discussed at the Committee meeting held on April 7th but had not been voted on at council. This did receive a positive recommendation from the Plan Commission to concur with the positive county zoning. A motion was made by Alderman Jones and seconded by Alderman Baker to accept the Plan Commission recommendation on PC 94-6, Inland Land Appreciation Fund subject to the City's Subdivision Control Ordinances. Clerk Allison called the role: Baird - aye Jones - aye Callmer - aye Prochaska - aye Baker - aye Johnson - aye Clark - aye Stafford - aye Motion carried. NEW BUSINESS The Variance / Easements for Route 47 and Somonauk Street Stop and Go Light have been tabled pending additional negotiations between the City Attorney and IDOT. Attorney Hiles stated that there were no problems anticipated. ADJOURNMENT Motion was made by Alderman Johnson and seconded by Alderman Prochaska to adjourn the meeting at 8: 14 p.m. .
