City Council Minutes 1993 03-25-93 Page I March 25, 1993 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVlLLE` KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON MARCH 25, 1993. -_--_ --- ----- Mayor Kittoe called the meeting to order at 7:0O P. M. and led the Council in the Pledge of Allegiance. Deputy Clerk Bell called the roll ; ROLL CALL Ward l - Baird - Present Jahp - Present Ward 2 - Fey - Absent (arrived at 7: 05 PM) Clark - Present Ward 3 - Jones - Absent (arrived at 7: 05 PM) Pfister - Absent (arrived at 7: 05 PM) Ward 4 - Johnson - Present Bown - Absent A quorum was established. QUORUM The following guests were introduced: Joe Moore, James GUEST INTRODUCTION_ Stafford , Jackie Allison, Jerry Lawyer , Art Prochaska and Kathy Farren. Alderman Clark moved to approve the March l\ ` 1993 minutes MINUTES APPROVAL as presented , seconded by Alderman Johnson. Motion carried. Alderman Baird moved to accept and pay the bills as BILLS APPROVAL presented , seconded by Alderman Jahp. Deputy Clerk Bell called the roll : Jahp - Ave Clark - Aye Johnson - Aye Baird - Ave Motion carried. Citizens comments: Administrator Peck was asked the [3 [I7EN5COM :NT status of the retention pond in the Wild*ood area. He reported that we have acquired 1 . 67 A. , the application is being submitted tomorrow to the Corns of Engineers and construction should begin in about 4-6 weeks. He �ill keep everyone informed ot the progress. PLAN COMMISSION/ZONING BOARD OF APPEALS - The Planning 4S AND REZONINCS �ommission edn arch 31st. There �ili 71 , RTS 12 be 2 public hearings, annexation and rezoning on property located at Rt. 47 and 71 and annexation and rezoninu on property located at Rt. 1� ~6 & 71 . There will also be fur- ther discussion on the Morgan St. property. Attorney Kramer commented that he thought Sue Bullock was on the agenda. Her property will be needed to gain continuity on toe Amurol parcel . ATTORNEY ' S REPORT - Attorney Kramer passed out copies of AMUROL ANNEXATION AGRFEMMTP. fTe two signed annexation agreements for Amuro} . One i , for toe first parcel where the building is going to be lo- cated and the second is for the entire 300 H. parcel . He also passed out a copy of a letter he received from our DROWNIN{C DEATH� insurance carrier in regard to the notice of claim he received in regard to a drowning death about a year age at the dam in which they deny any liability. We will not be involved as the dam is owned by the Illinois Department of Transportation , Commission of Waterways. Page 2 March 25, 1993 Attorney Kramer has pacers on the King St. easement to go over with Administrator Peck and has sent letters to property owners on the east side of Rt. 47 as the Hpl- gimaos asked us to annex the east side rather than the west side of Rt. 47. Kramer will have the continuity finished at the April Planning Commission meeting. Alderman Baird made a motion to authorize the Me/or and AMUROL GRANT City Clerk to execute papers associated with the grant ap- AFTL p} icatioo for the Amurol grant ` seconded by Aiderman Pfister. Motion carried. MAYOR 'S REPORT - Mayor Kittoe received a letter from the American Cancer Society thanking the City Council far passing the ordinance on no smoking. CITY CLERK'S REPOf[T - No report. CITY TREASURER/BUDGET OFFICER REPORT - Treasurer Huston reported that the F-ebruary Bud' port should be avail - ab1e by Monday. He has been in contact with the First Na- WATER REVENUE BOND tiunal Bank of Chicago and the call notice should be pub- lished by the 31st to pay off the water revenue bonds. In addition to the bonds and interest there should be ap- proximately $3°500 in costs ($2`000 to publish in the Tribune) . These are paid out of the water fund. ADMINISTRATOR 'S REPORT - Administrator Peck received a TESTING bid from Testing Services Corp for water and sewer lines going out Cannonball Trail to Amurol for $6,700 and going south to Rt. 71 for $1 .950. He will get another bid for this work. He has 4 bids for the engineering work for the sewer and WATER LINES water lines going out Cannonball Trail . Low bidder was AIL Pavia & Harting for $31 `897 and he has checked their PT.VIA & MARTING references and recommends them. Alderman Baird made a mo- tion to approve the engineering bid from Pavia & Marting for the Amurol sewer and water project for $31 `097. Seconded by Alderman Johnson. Administrator Peck reported that the repairs to Dolph St , REPAIR 220 ' FOX RD. were $3'006 instead of the anticipated $7,500. There 15 approximately $4,500 left fr o m th a t request and Fo x Rd. is broked up. He would like to repair 270 ft. of Fox RJ. from Heustis St. west at an approximate cost of $4,500. Alderman Jahp made a motion to use the $4,500 to repair Fox St. east to Heustis St. Seconded by Alderman Pfisrr. WATER DEPARTMENT REPORT - Alderman Johnson made a motion Fo—accept the Water Department report , seconded by Alder- man Fey. Motion carried. Joe Moore passed out copies of an Annual Water Report he has put together. It was suggested that this be discussed at committee in regard to having the report printed and distributed to City residents. SCHOOL COMMUNITY REPORT - Alderman Johnson presented the resolution adopted by the City C ounc il to the S c h oo l B oar d honoring the VHS wrestling team. OLD BUSINESS - Dan Kramer will contact Amurol to set up a tour for Friday, April 2nd at 5: 30 PM. Attorney Kramer and Mayor Kittoe will meet ,ith Amurol on AMUROL CONST. SCHEDUlR� Monday, March 29 at 3: 30 to discuss the construction schedules. Alderman Jones and Alderman Pfister may also attend this meeting. There have been no updated plans received from Amurol . Attorney Kramer has sent communications to Barry Niles in BARRY NILES - PARK regards to improvements and bonds for the park in Prairie Park. After the maintenance bond is received , Ad- ministrator Peck will send Barry Niles letter that the es a e pr a e park will be taken over by the City. Barry Niles will contribute $1 ,500 cash for equipment. COMMITTEE REPORTS FINANCE - Alderman Jahp announced there will be a Budget meeting on Monday, March 29 at 6: 30 PM at City Hall . Alderman Jones reported `h the` - ^. surance presentation went well , but still needs some employee feedback. He wants to go on record that Budget Officer Delene Drew did a great job in comparing the in- surance companies. PUBLIC RELATIONS - Alderman Jones that the candidate forum CANDIDATE FORUM will be on April 7th from 7 PM - 9PM at the Beecher Build- ing Gail Digate will be the moderator and all candidates have been informed. Alderman Baird recommended that the City^ brochure be updated. The mailing on the golf outing has been sent. BUILDING. ZONING & ANNEXATIONS/FUTURE PLANNING - Alderman Baird has had some favorable conversations with property owners along Rt. 34. Alderman Pfister has been contacted by Sugar Grove regard- ing properties south of the Kane Co. line. Mayor Kzttoe will contact the mayor of Sugar Grove. WATER - No report. SEWER - Administrator Peck reported that the Somonauk St. storm sewer should be done by next Friday. A manhole has been constructed on the south side of Fox Rd. for the sanitary sewer. He anticipates that this work should be done tomorrow. The TV' ing of the Somonauk & Center sewer was done today. STREETS & ALLEYS - No report. POLICE - No report. HEALTH, SANITATION & WASTE MANAGEMENT - No report. YORKVILLE BUSINESS ECONOMIC DEVELOPMENT & COUNTY ECONOMIC DEVELO report. CITY BUILDING AD HOC - No report. Administrator Peck has not received a copy of the survey. SCHOOL BOARD REPRESENTATIVE - No report. YBED - The next meeting is April 19 , 1993 at 5 PM. LIBRARY BOARD - No report. PARK BOARD REPRESENTATIVE - No report. CHAMBER OF COMMERCE REPRESENTATIVE - No report. ADDITIONAL BUSINESS - Pat Clark wants to thank the es for getting mail into the individual boxes to be picked up at City Hall . Alderman Johnson is on a Lions Club Committee that is in the process of screening applicants for the manager ' s job at the Lions Club Swim Club. Alderman Johnson would like to congratulate Alderman Pfister for the award that he received for his many years of service. Mayor Kittoe announced that there will be a party at the Williamsburg Inn on April 27` 1993 at 6: 30 PM5 to honor the outgoing Aldermen and City Clerk. There will be hors d 'oeuvres and a cash bar. All City employees, appointed and elected officials are invited. • ° Page 5 March 25` 1993 ------ -- - -- ~ Alderman Baird announced that he recently attended a Financial Committee Workshop in Peoria. He reported that some cities are using a different product than asphalt on their streets at approximately one-half the cost. State of Illinois ) ) ss County of Kendall ) Resolution #: CITY OF YORKVILLE RESOLUTION COUNCIL RESOLUTION OF SUPPORT WHEREAS, THE UNITED CITY OF THE VILLAGE OF YORKVILLE, is applying to the State of Illinois for a Community Development Assistance Program grant, and WHEREAS, it is necessary that an application be made and agreements entered into with the State of Illinois. NOW THEREFORE, BE IT RESOLVED as follows: 1. That the City apply for a grant under the terms and conditions of the State of Illinois and shall enter into and agree to the understanding and assurances contained in said application. 2. That the Mayor and City Clerk on behalf of the City execute such documents and all other documents necessary for the carrying out of said application. 3.
