City Council Minutes 1992 02-27-92 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF
THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL
COUNTY, ILLINOIS , HELD AT CITY HALL ON FEBRUARY 27 , 1992 .
Mayor Kittoe called the meeting to order at 7 : 30 p.m.
and led the Council in the Pledge of Allegiance .

Robert & Ardis Lee and members of the press .
Alderman Pfister noted a correction to be made MINUTES APPROVAL
from the Council Minutes from February 13 , 1992 .
Page 2, paragraph 7 Administrator Peck was
addressed as "Alderman Peck" . Clerk Albin
noted the correction. Alderman Pfister moved
to accept the minutes from the February 13 , 1992
meeting with the above noted correction. Alderman
Jahp seconded the motion. Motion carried .
Alderman Pfister moved to approve and pay BILLS APPROVAL
the bills as presented , seconded by Alderman
Jahp. Clerk Albin called the roll :

There were no citizen comments . CITIZEN COMMENTS
PLAN COMMISSION/ZONING BOARD OF APPEALS -
Alderman Bown reported that at the last
Plan Commission meeting on February 19 , 1992
PC92-2 (Lee-Special Use ) was reviewed and
the Plan Commission recommended approval of
this petition. Alderman Bown recommended
that this petition be discussed at the next
Committee meeting to be held February 20 , 1992 .
Alderman Bown reported that there are three
items coming up to be heard either by Council
or Plan Commission. The first item is a
petition for a sidewalk variance with Lloyd
Yepson being the petitioner . This will be
heard before the Council on March 12 , 1992 .
The second item being a petition for annexation
by the owners of the Bowling Alley. This
will be heard before the Plan Commission on
March 18 , 1992 . The third item being a
petition for annexation by the owners of the
motel on Rte . 34 east of Rte. 47 . This petition
will be heard at the next Plan Commission on
March 18 , 1992 also . There will be three public
hearings to be held at the March 12 , 1992
Council meeting, (one for each of the above
three petitions ) . Then at the next Plan
Commission meeting there will be two public
hearings scheduled , (one for the Bowling Alley
annexation, and one for the motel annexation. )
Alderman Bown moved to recommend referral to the
Plan Commission both the Bowling Alley and motel
annexations , seconded by Alderman Pfister.

ATTORNEY ' S REPORT - Attorney Kramer reported AG ORDINANCE
that he is working on the Ag ordinance and two
different drafts have been passed out to the
Plan Commission and he will distribute the
re-draft to Council to review before the
Plan Commission meeting set for March 18 , 1992 .
At this time Robert Lee said that he was under PC92-2 (LEE )
the impression that his petition for Special
Use was going to be considered at this evening ' s
Council meeting. Mayor Kittoe informed Mr.
Lee that this petition needs to be reviewed
by all the Council members and it will be
reviewed at the next Committee meeting first
thing.
MAYOR ' S REPORT - Mayor Kittoe reported that FORMATION OF PARK-
he had met with Steve Gengler and found that VIEW TASK COMM.
the School Board has a Committee set up to
look at the Parkview situation and that the
Council should have a "Parkview Task Committee"
set up. Alderman Baird recommended that he
be on that Committee and he asked Aldermen
Jones and Pfister also serve on the Committee.
Aldermen Jones and Pfister said that they
would . Alderman Clark also requested that
she be placed on the Committee . Mayor Kittoe
said that the above named four could serve
on this Committee . Mayor Kittoe also stated
that anyone is welcome to sit in on these
meetings , as Don Peck, Steve Gengler and
himself will be in attendance at these meetings .
Mayor Kittoe said the name of the Committee
will be the "Parkview Task Force Committee" .
CITY CLERK ' S REPORT - No report .
CITY TREASURER/BUDGET OFFICER 'S REPORT - No report .
Alderman Bown questioned Mayor Kittoe as to
City Treasurer Huston' s whereabouts . Mayor
Kittoe said that Huston ' s wife is ill and
he is spending alot of time at the hospital
with her . Mayor Kittoe also said that he will
be meeting with Treasurer Huston in the
following week.
CITY ADMINISTRATOR ' S REPORT - Administrator STREET NAME
Peck distributed a letter from Harold Scholle CHANGE
requesting that the road that passes east
and west in front of the new Public Safety Center
be re-named from Johns St to Cornell Lane .
Mayor Kittoe said that this will discussed in
Committee .
Administrator Peck reported that as of April 1 , CDL LICENSE REQ .
1992 everyone who drives a certain size vehicle
will need to have a CDL (commercial drivers
license ) . He said that four employees will
need the license which costs $40 .00 . He also
reported that Waubonsee Community College
offers a training program for $50 .00 .
Alderman Bown moved to approve the expenditure
for both the license and training at WCC to
obtain the CDL for four employees . At this
time Alderman Pfister questioned if the City ' s
trucks fall into this category. Administrator
Peck replied that he would look into this .
Alderman Bown then amended the motion as to if
the trucks meet the requirements for weight ,
then the expenditure will be made. Alderman Pfister
seconded the motion. Motion carried .

Administrator Peck reported that he met with WHOLESALE TIRE
Dave Sanderson of Wholesale Tire and Mr .
Sanderson agrees with the drawing of the
new driveway cut . Attorney Kramer said
that he will prepare the petition for
annexation for Wholesale Tire .
Administrator Peck reported that he met RTE . 47 DRAINAGE
with Dr. Davis regarding the detention that
is needed regarding drainage along Rte . 47
south. Administrator Peck said that he will
meet again with Dr. Davis within the week
and then he will go to IDOT regarding this .
POLICE CHIEF ' S REPORT - Police Chief Graff LOTTERTY TICKETS
distributed a copy of a letter sent to THEFT
Yorkville area retailers regarding a theft
of lottery tickets from the Yorkville Pride
Station.
Police Chief Graff also reported that the GAS FOR POLICE DEPT
Police Department is using Pride for their
gas purchases . Alderman Pfister suggested
that it might be prudent to solicit bids
from the other gas stations in the area
to see if one might be cheaper . Administrator
Peck and Police Chief Graff will look into
this .
Alderman Baird reported that he has learned REIMAN CLEMENCY
of Carl Reiman (who murdered five people in
1972 at the former Pine Village Restaurant) who
is requesting clemency from the Governor . He
and others are very concerned and oppose this .
Police Chief Graff replied that he has sent
records and talked to Sheriff Randall regarding
this and they will both be attendance of the
clemency hearing Tuesday, March 10 at 1 :00 p.m.
in Springfield.
PARK BOARD - No report .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION -
No report .
SCHOOL COMMUNITY - No report .
OLD BUSINESS - Alderman Jahp questioned when the EXEC . MIN. REVIEW
Executive Minutes will be reviewed . Mayor Kittoe
replied that the review process will begin at
the next Committee meeting.
NEW BUSINESS - Alderman Baird commented that
Plano has just purchased a new street sweeper
and and Alderman Baird suggested an inter-governmental
agreement between Plano and Yorkville so that
Yorkville could utilize the sweeper . Administrator
Peck commented that he is looking into the purchase
of a used sweeper .
Alderman Baird also reported that he had talked
with officials from Sandwich and Plano regarding
the use of grants and he suggested that Yorkville
pursue the use of grants more often. He also
reported that he received a letter from the Department
of Interior informing him that Parkview is ineligible
for a grant . Alderman Baird also informed Council
that he is meeting with the Mayor of Mendota regarding
a grant that Mendota received for a public recreation
area .

ANNEXATIONS - No report .
FINANCE - Alderman Jahp reported that there FINANCE COMM. MTG .
Finance Committee meeting scheduled for
March2 from 5 : 30 to 7 : 30 p.m to deal with
the upcoming budget .
NEGOTIATIONS - No report .
PUBLIC RELATIONS - Alderman Pfister reported GOLF OUTING SET
that the golf outing at Prestbury will be
held on May 7 , 1992 .
WATER - Administrator Peck commented that SAND SEPARATOR
the sand separator is hooked up and should
be operational by Tuesday.
Alderman Pfister reported that lead and
copper regulations are coming in June and
that the City has enough participants for
this .
BUILDING & ZONING/FUTURE PLANNING - No report . CODIFICATION
Alderman Bown suggested a tentative date of
the March 19 Committee meeting to begin going
over codification with Attorney Kramer .
STREETS AND ALLEYS - No report . Alderman Jahp
expressed concern regarding barricades placed
in the road in Countryside Center by the
retirement home which were not flashing.
Administrator Peck said that he will look into
this .
SEWERS - Adminstrator Peck reported that he AUTHORIZE BIDDING
would be contacting Charlie Van Volkenburg
Friday, February 28 regarding the revolving
loan status . Administrator Peck reported that
he needs authorization to advertise for bids
in April . Alderman Pfister moved to allow
authorization to advertise bidding for the
syphon in the sewer lines , per Attorneys '
Kramer and Ingemunson review of the specs .
Alderman Bown seconded the motion. Motion carried .
POLICE - No report .
HEALTH & SANITATION/UTILITIES - Alderman Fahrlander
questioned how long remains in the contract with
the City and TCD. Administrator Peck informed him
that there are four years left , however he will
check into the exact date and get back to Council .
WASTE MANAGEMENT REPRESENTATIVE - Alderman Clark
reported that she attended a task force meeting
last evening, and that she would like the Council ' s
approval as well as the Mayors to invite an
individual from the task force to the Town Meeting
to be held March 14 , 1992 . She would also like
to have John Church there . Alderman Clark explained
that a representative from TCD will be there to
answer any questions and to give a brief overview of
their responsibility regarding the State mandated
recycling. Alderman Jones suggested placing an
article in the next quarterly City Newsletter .
PUBLIC PROPERTY - Alderman Baird reported that
nothing has been heard from Inland regarding their
possible interest in the property by St . Patrick ' s Parish.

reported that the next meeting will be
March 16 , 1992 .
LIBRARY BOARD REPRESENTATIVE - Alderman
Jahp reported that the next meeting will
be March 9 , 1992 .
PARK BOARD REPRESENTATIVE - No report .
CHAMBER OF COMMERCE REPRESENTATIVE - No report .
ADDITIONAL BUSINESS - Alderman Pfister
commented that some constituents have
contacted him regarding their position on
the Parkview project and he informed them
to come the Town Meeting with their concerns .
Alderman Baird reported that he is working
on a format for the Town Meeting and he will
have it ready for next weeks Committee meeting
for review.
Alderman Jahp moved to go into Executive
Session to discuss Collective Bargaining at 8 :40 p.m.
