City Council Minutes 1992 07-08-92 MINUT"S OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON JULY 8 , 1992 . Mayor Kittoe called the meeting to order at 6 :45 p.m. and led the Council in the Pledge of Allegiance . Clerk Albin called the roll : ROLL CALL Ward 1- Baird - Present Jahp - Present Ward 2- Fey - Present Clark - Present Ward 3- Jones - Present Pfister - Present Ward 4- Fahrlander - Absent Bown - Present A quorum was established . QUORUM Guests were introduced : Members of the Press . GUEST INTRODUCTION Alderman Baird moved to waive the reading of MINUTES APPROVAL the minutes from the June 25 regular City Council Meeting and approve them as presented , seconded by Alderman Jones . Motion carried . Alderman Pfister moved to approve and pay bills BILLS APPROVAL as presented , seconded by Alderman Bown . Clerk Albin called the roll : Fey - Aye Bown - Aye Jones - Aye Baird - Aye Clark - Aye Jahp - Aye Pfister - Aye Motion carried . There were no citizen comments . CITIZEN COMMENTS PLAN COMMISSION/ZONING BOARD OF APPEALS - No report . ATTORNEY ' S REPORT - Attorney Kramer was not present at this time and Mayor Kittoe said that when he arrives he will give his report . MAYOR ' S REPORT - Mayor Kittoe reported that he would JUDY BELL-APPT. like to appoint Judy Bell as Deputy City Clerk at the DEPUTY CITY CLER1 sum of $500 .00 a year . Alderman Pfister moved to appoint Judy Bell as Deputy City Clerk at the wage of $500 .00 a year , seconded by Alderman Clark. Clerk Albin called the roll : Bown - Aye Pfister - Aye Jones - Aye Baird - Aye Fey - Aye Clark - Aye Jahp - Aye Motion carried . Administrator Peck informed Council that he recommends WATER BAN LIFTED that the Water Ban be lifted at this time because of the rainfall . He said that if drought conditions recur , then the ban will be in effect again. CITY CLERK ' S REPORT - No report . CITY TREASURER/BUDGET OFFICER ' S REPORT - No report . CITY ADMINISTRATOR ' S REPORT - Administrator Peck RAILING REPAIR reported that he called IDOT and talked with the Chief of Design regarding the railing on top of the wall on Route 47 just south of Van Emmon. Administrator Peck was informed by IDOT that they will be doing something with the wall in approximately 5 years , and that the City should look into stabilizing the railing for that 5 year period . Administrator Peck said that he is looking into possible repair methods , and will have estimates at the next Committee Meeting. Page 2 July 8L 1992 Administrator Peck reported that he contacted IDOT regarding the possibility of a guard rail at Route 34 and Game Farm Road at the southwest corner . IDOT informed Administrator Peck that the area does not meet the criteria for a warrant study. Administrator Peck reported that he has not received an answer regarding a stop-light on Route 47 in the vicinity of Walnut - Main. Administrator Peck reported that Dean Fisher called him regarding a contingency on the closing of his property on Route 34. Dean Fisher needs a cut off of Route 34 to his business location. He told Administrator Peck that he would like a letter stating that the City approves of this cut . Administrator Peck reported that he has not problem with this , and IDOT reviewed the plan and found no problem with this either . Administrator Peck reported that he held a pre- construction meeting this morning with Richardson- Mueller regarding the syphon sanitary sewer project . Administrator Peck reported that the meeting went well and at this time Richardson-Mueller is video- taping existing easements , and they should begin construction in the next 15 days . Administrator Peck reported that he asked Robert Lee for bids for a wellhouse . Administrator Peck said that he will have them for the next Committee Meeting. POLICE DEPARTMENT REPORT - Chief Graff reported of a drowning at the dam. Chief Graff reported that the rescue attempt was videotaped , and photos of the warning signs posted were taken the same day also . BUILDING DEPARTMENT REPORT - Alderman Jahp moved to approve the Building Department Report as presented , seconded by Alderman Clark. Motion carried . PARK BOARD REPORT - Alderman Baird reported that the next meeting will be next Wednesday . Alderman Baird moved to hire McClure Engineering at a cost not to exceed $2 ,000 .00 to look into the possibility of a boat access , seconded by ALderman Clark. Clerk Albin called the roll : Jones - Aye Jahp - Aye Clark -Aye Baird - Aye Bown - Aye Pfister - Aye Fey - Aye Motion carried . KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - Alderman Fey reported at the last meeting Monday night the Commission approved an Economic Development Loan for a company in Oswego , but the request would have to get final approval from the County Board . Alderman Fey reported that there were some good points in the final PHH Fantas report . Alderman Fey also commented that DECCA will be cutting back because of budget cuts , and he commented that this could put a crimp in Economic Development. Alderman Fey reported that there are a couple of firms in reorganization and are falling behind in their payments . Alderman Fey reported that there has been no date set for the next meeting. PERSONNEL - Administrator Peck reported that there have been 46 applicants for the accounting clerk position, and interviewing will begin on Friday. Administrator Peck reported that he has been renting two mowers for a period of 5 weeks , as it is not in the budget to purchase new mowers . He wanted the Council to be advised of this , so there are aware when the bill comes . Alderman Baird reported that there will be meeting next Monday. PUBLIC RELATIONS - Alderman Pfister reported that there are very high weeds in front of the City of Yorkville sign coming into Yorkville on Route 34 . BUILDING,ZONING & ANNEXATIONS/FUTURE PLANNING - No report . PUBLIC PROPERTY & BUILDINGS - No report . WATER - Administrator Peck commented that there were several water line breaks over the last weekend . Alderman Pfister commended Public Works for their work in cleaning out the storm drains . SEWER - No report . STREETS & ALLEYS - Alderman Jahp questioned how the estimates for E . Washington street were coming. Administrator Peck said that he will bring them to Committee next week. POLICE - No report . HEALTH, SANITATION & WASTE MANAGEMENT - No report . YORKVILLE BUSINESS & ECONOMIC DEVELOPMENT & COUNTY ECONOMIC DEVELOPMENT - No report . CITY BUILDING AD HOC - Alderman Pfister reported that at the meeting held July 7 , the contract with Mr . Hill terminated and he turned in his bill for his architectural services . Alderman Pfister reported that there will be a joint meeting with the school board on July 20 for the Council to give it ' s opinion regarding Parkview. SCHOOL BOARD REPRESENTATIVE - No report . YBSD BOARD REPRESENTATIVE - ALderman Pfister reported that the next meeting will be held July 20 beginning at 5 :00 p.m. LIBRARY BOARD REPRESENTATIVE - Alderman Jones reported that the next meeting will be July 13 at 7 : 30 p.m. Page 4 July 8 , 1992 PARK BOARD REPRESENTATIVE - Chief Graff reported that he received a phone call from Bristol Engineering and that they would like to help out with some recreational ideas for the South side of town . Alderman Baird will give Steve Eisenaugle a call . Administrator Peck reported that a tree had to be • cut down in the park today, and that an individual has offered to donate a tree to replace the tree . CHAMBER OF COMMERCE REPRESENTATIVE - Alderman Baird reported that the next meeting will be July 21 at 7 : 30 a .m. for a breakfast at St . Patrick ' s . ADDITIONAL BUSINESS - Mayor Kittoe announced at this time he would like to adjourn for a brief period to wait for Attorney Kramer . Alderman Jahp moved to adjourn for ten minutes for the Mayor to attend to personal business, seconded by Alderman Clark. Meeting adjourned at 7:43 p.m. Alderman Pfister moved to go back into regular Council session at 7 : 55 p.m. , seconded by Alderman Clark. Motion carried . Alderman Clark moved to instruct John Wise, the City ' s PATROLMEN UNION labor attorney, to inform Attorney Salerno (the attorney representing the police) that the Council will recognize the Yorkville Professional Police Association as a collective bargainning unit for patrol officers only . Alderman Baird seconded the motion, and Clerk ALbin called the roll : Bown - Aye Jones - Aye Pfister - Aye Fey - Aye Baird - Aye Jahp - Aye Clark - Aye Motion carried . Attorney Kramer reported that Darwin Brown (K&K Well Drilling) will be coming to Plan Commission in August . Alderman Bown moved to adjourn, seconded by Alderman Pfister.
