City Council Minutes 1992 09-24-92 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF
THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL
COUNTY, ILLINOIS , HELD AT CITY HALL ON SEPTEMBER 24, 1992 .
Mayor Kittoe called the meeting to order at 7 : 30 p.m.
and led the Council in the Pledge of Allegiance .
Clerk Albin called the roll : ROLL CALL

A quorum was established . QUORUM
Guests were introduced : Kathy Farren, Cathy Crier, GUEST INTRODUCTIO
and Brenda Thanepohn.
Alderman Fey noted that in the second paragraph of MINUTES APPROVAL
Citizen Comments the word "retention" should be
"detention" . Alderman Jahp moved to waive the
reading of the minutes from the September 10 , 1992
regular City Council meeting and approve them
(with the above noted correction) as presented ,
seconded by Alderman Clark. Motion carried .
Alderman Baird moved to approve and pay bills as BILLS APPROVAL
presented, with a change on page 2 for Jerry ' s
Septic - the correct amount should be $100.00, not
$490 .00 as listed . Alderman Jahp seconded the
motion, and Clerk Albin called the roll :

PLAN COMMISSION/ZONING BOARD OF APPEALS -
Alderman Clark reported that Dean Fisher will
be at the next Plan Commission meeting to be
held October 21 , 1992 .
ATTORNEY 'S REPORT - No report.
MAYOR ' S REPORT - Mayor Kittoe thanked Aldermen
Clark and Baird and Chief Graff for their work
in the alleyway last Sunday, and requested that
all Council members who could help with Hometown
Days to do so. Mayor Kittoe reported that he
had talked with Attorney Kramer regarding OJ ' s
having a beer tent outside for Hometown Days ,
and Attorney Kramer informed Mayor Kittoe that
it was alright to do this , and Mayor Kittoe
will write a brief letter regarding this .
CITY CLERK ' S REPORT - No report .
CITY TREASURER/BUDGET OFFICER ' S REPORT - Mayor
Kittoe reported that Treasurer Huston had a
previous engagement and could not attend the
Council meeting, but asked Mayor Kittoe to
inform Council that the audit should be complete
in one more day . Mayor Kittoe also reported
that Treasurer Huston will be attending all
future Committee and Council meetings .
CITY ADMINISTRATOR ' S REPORT - Administrator Peck
brought the Comprehensive Plan in and said that
Council members could look it over at the next
Committee meeting .
Administrator Peck reported that the street lights
on Hillcrest and Leisure will be up within one week
to ten days .

Administrator Peck reported that Aldrich, VanDeusen,
and Lloyd Yepsen are all complying with the sidewalks .
Administrator Peck reported that Wildwood II and Rolling
Hts . are under construction and this time.
Administrator Peck reported that Commonwealth Edison COMM ED SUBSTATION
will be renovating their sub-station by the Police
Station, and that he asked them if they could locate
the new sub-station further to the east . Administrator
Peck will be meeting with Bob Burdelle of Commonwealth
Edison on September 25 , and would like to have an
opinion of the Council as far as whether they would
be insterested in swapping an even parcel of land .
Alderman Jahp moved that the City Council would be
in favor of swapping an even parcel of land east of
the dam that the City owns , where the sub-station is
now, with the land that Commonwealth Edison owns .
Alderman Pfister seconded the motion. Clerk Albin

A meeting was set with Attorney Kramer, Administrator
Peck, -Alderman Clark and David Bell' to be held October 6
at 5: 30 p.m.
PUBLIC WORKS REPORT - Alderman Baird moved to approve
the Public Works report as presented, seconded by
Alderman Fey. Motion carried .
POLICE CHIEF ' S REPORT - Chief Graff reported that
October 2 and 3 are Lions ' Club Candy Days .
Chief Graff reported that Illinois Public Action Group
has notified him that they will be soliciting in town
from October 1 - 31 . Chief Graff will look up the
soliciting hours allowed by ordinance and let them
know what hours that can solicit .
Chief Graff reported that October is Crime Prevention Month.
Chief Graff reported that there will be an open house
for a "Safe House" program sponsored by the PTO, to be
held at the Beecher Center, October 17 from 9 :00 a .m. to
noon.
Chief Graff reported that there will be an open house at
the Police Dept . on October 24 from 10 :00 a .m. to 2 :00 p.m.
Chief Graff reported that there will be a "Gang Seminar"
November 2 at 7 :00 p.m. at Cross Lutheran Church.
Administrator Peck reported that Risk Management gave a
good report of the Public Works and Police Dept . following
an inspection.
PARK BOARD REPORT - Alderman Baird moved to approve the
Park Board Report as presented, seconded by Alderman Pfister.
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - Alderman
Fey could not attend that last meeting and asked Mayor
Kittoe to report . Mayor Kittoe reported that $25 ,000
was loaned to Slotz and another $25 ,000 in 3 months will
be loaned . This will create 8 to 12 jobs , and they will
be located in Kendall Point . Mayor Kittoe reported that
there will be a Special Meeting with Ace Hardware on
October 12 .

SCHOOL COMMUNITY - No report .
OLD BUSINESS - Administrator Peck reported that next
Tuesday the storeroom at the Beecher Center will be
cleaned out .
NEW BUSINESS - Nothing.

FINANCE - Alderman Jahp reported that the Audit
is being gone over and is nearly complete .
PERSONNEL - Alderman Baird reported that he would
like to go into Executive Session at the end of
the meeting to discuss Collective Bargainning .
PUBLIC RELATIONS - Alderman Jones suggested
getting a placque for Joanne Ellerston in recognition
of her work as Plan Commission Secretary as she
has resigned .
BUILDING, ZONING & ANNEXATIONS/FUTURE PLANNING -
Alderman Fey reported that there will be an
Annexation Meeting to be held September 29 at
4 : 30 p.m. at the City Hall .
PUBLIC PROPERTY & BUILDINGS - No report .
WATER - No report .
SEWER - Administrator Peck reported that the
pipe for the SW Interceptor was starting to
be pulled across the river today, and the syphon
should be complete in 10 days .
STREETS AND ALLEYS - Administrator Peck reported
that the RR work on Hydraulic and Mill Streets
will be finished soon .
POLICE REPORT - No report .
HEALTH, SANITATION & WASTE MANAGEMENT - Alderman
Clark reported that the waste management plan
will be presented next Tuesday at 7 :00 p.m. at
the County Board meeting.
YORKVILLE BUSINESS & ECONOMIC DEVELOPMENT & COUNTY
ECONOMIC DEVELOPMENT - Alderman Jones reported
that he is sending a PHH Fantas Report to Jewel .
CITY BUILDING AD HOC - Alderman Pfister reported
that he would like to discuss financing next Thursday .
SCHOOL BOARD REPRESENTATIVE - Chief Graff reported
that there will be an Open House at Yorkville High
School , September 28 at 6 : 30 p.m. for the purpose
of meeting the new superintendent and new employees .
Chief Graff reported that the Homecoming Game will be
October 3 , and the bonfire will be held October 2 at
Countryside .
YBSD BOARD REPRESENTATIVE - Alderman Pfister reported
that the next meeting will be October 19 at 5 : 00 p.m.
LIBRARY BOARD REPRESENTATIVE - No report .
PARK BOARD REPRESENTATIVE - No report .
CHAMBER OF COMMERCE REPRESENTATIVE - Chief Graff
reported that the Trick or Treating hours will be
from 2 : 00 p.m. to 7 : 00 p.m. on October 31 .
Chief Graff also reported that the Chamber of Commerce
will be co-chairing the City wide Trick or Treating that
Dr . Angie Kovalick proposed .

ADDITIONAL BUSINESS - Alderman Jahp moved to go
into Executive Session at 8 : 55 p.m. to discuss
Collective Bargainning, seconded by Alderman Fey.

Alderman Baird moved to go out of Executive Session,
and return to Regular Council at 9 : 20 p.m.
Alderman Jahp moved to adjourn, seconded by Alderman
Jones . Motion carried . Meeting adjourned at 9 : 24 p.m.
