AT CITY HALL ON APRIL 11 , 1991 .
Mayor Davidson called the meeting to order Call to Order
at 7 : 30 p . m . , and led the Council in the Pledge
of Allegiance .

Alderman Jahp moved to waive the reading of the Minutes Approval
minutes from the March 28 , 1991 City Council
meeting and approve them as presented , seconded
by Alderman Pfister . Motion carried .
Alderman Bown moved to authorize the payment of Bills Approval
the bills as presented , seconded by Alderman

his presentation . Alderman Pfister moved to Canvass
grant variance for canvassing hours for the
Public Action Council on Thursday, April 18 ,
and Friday , April 19 , until 9 : 00 p . m . , and
Saturday , April 20 , 1991 until 6 : 00 p . m . ,
motion seconded by Alderman Small . Motion.

Ross Ament , liaison for the Aurora Area Ross Ament
Convention & Tourism Council gave a brief Aurora Area
talk regarding his position as liaison to Convention &
City Council . Tourism Council

Rich Freewalt , who served 7 1 / 2 months in _Rich Freewalt
the Persian Gulf , spoke to the council Operation
expressing his thanks for the phenominal sup- Desert Storm
port they all received on their return home .
He presented Mayor Davidson with a Desert Storm
Patch .
Alderman Jahp stated is was we the people who
need to be thankful for Rich , and the other
men and women who served in Operation
Desert Storm .
PLAN COMMISSION - Alderwoman Clark announced PC
the Silica Sand Annexation & Zoning to M- 1
will appear on the April 17 , 1991 Plan Commis-
sion agenda .
Attorney Kramer reported this is the last
annexation on the south side of the city to tie
the area together at that location . On
the north side , the Dick Aubrey apartments on
Route 34 will be ready for the May Plan Commis-
sion meeting .
ATTORNEY ' S REPORT - Aldlerman Bown moved to ORD . # 1991 - 7
pass ORDINANCE NO . 1991 - 7 entitled " AN
ORDINANCE FOR THE CREATION AND IMPOSITION OF
A HOTEL TAX WITHIN THE UNITED CITY OF THE
VILLAGE OF YORKVILLE " , effective May 1 , 1991 ,
and involving only Lidia ' s Motel ( formerly
Brown ' s Motel ) at this time . Motion was
seconded by Alderman Fey , Clerk Erickson
called the roll :

MAYOR ' S REPORT - Mayor Davidson reporte on KC Meeting
meeting with Kendall County regarding the Traffic Signal
traffic signal installation . A further Rt . 34 &
meeting will be held on April 16 , 1991 at Cannonball Tr .
7 : 00 p . m . at the Kendall County Board Room
for further discussion of the matter between
the City of Yorkville , Kendall County,
and Bristol Township .

CITY CLERK ' S REPORT - Alderman Jahp moved to Ross Ament
amend the name of Steve Ament as the liaison App ' t . Amended
from the Aurora Area Convention and Tourism
Council to that of Ross Ament on the
CITY TREASURER ' S REPORT - Treasurer Huston
the Park Board Budget will need to be amended
after it goes before the Committee of the
Whole for discussion .
CITY ENGINEER ' S REPORT - Following discussion YBSD Annexation
Alderman Jahp moved to table the YBSD annexation Procedures
procedures , and refer them to committee ,
seconded by Alderman Bown . Motion carried .
Alderman Pfister moved to authorize a Resolution JULIE Res .
authorizing the City of Yorkville to become a
member of JULIE , seconded by Alderman Bown .
Motion carried .
Alderman Bown moved to authorize up to $4500 Comprehensive
for update and completion of the Comprehensive Plan Update
Plan , seconded by Alderwoman Clark , Clerk

Engineer Klaas reported the City will be PH - SW Sewer
soliciting comments regarding the southwest Interceptor
with a public hearing required within 30 days
of notice . The notice will be published next
week .
Alderman Bown moved to authorize the Mayor
and City Clerk to sign EPA sewer permits ,
for the southwest sewer interceptor , and
forward them to the EPA , seconded by Alderman
Pfister . Motion carried .

Alderman Fey noted that the " abandoned ' well
wording had not been changed to date . Engineer
Klaas responded that it will be totally
deleted since it is no longer used .

PARK BOARD - Mayor Davidson reported the No Parking
Park Board is requesting signs for " no parking " Beecher Building
on the grassy areas of the Beecher Building .
The Park Board will be purchasing picnic tables Picnic Tables
will be purchasing picnic tables with their '
land / cash funds , along with concrete trash
cans . _.
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION
_ REPORT - Alderman Fey reported the next meeting
is April 19 , 1991 .
TENNIS COURTS REPORT - Alderwoman Clark
reported that she has received a request
for lights at the tennis courts . It will be
at Engineer Klaas ' discretion when the lights
will be turned on and off .
SCHOOL COMMUNITY REPORT - Tuesday, May 7 or
ay 14 , are dates Alderwoman Clark will take
back to the School Board for the joint meeting
suggestions .

FINANCE - Alderman Jahp reported that Audit Proposals
-Treasurer Huston will be reviewing 4 auditing
firms proposals and bring his recommendations

to the next Committee of the Whole meeting .
Alderman Jahp reported the Police account has
been closed .
NEGOTIATIONS - Alderman Fey stated he needs to Negotiations
set up a date for meeting again with the Employees
employees regarding negotiations , as well as
meetings with Chief Diederich and Engineer
Klaas . Mayor Davidson stated that if the
negotiations go beyond May 1st , Alderman
Fahrlander will replace Alderman Akers on the
committee .
PUBLIC PROPERTY & BUILDINGS - Discussion was Beecher Building
held regarding the Beecher Building fees .
Attorney Kramer stated that all groups can
be charged . Mayor Davidson requested Engineer
Klaas and City Secretary Bell to work with the
fee structure and present their recommendations
at the next Committee of the Whole meeting .
HEALTH & SANITATION - No report
UTILITIES - No report .
WATER - Alderman Pfister reported the bid Well # 3
opening date for Well # 3 will be Wednesday , Bid Opening
April 17 , 1991 at 11 . 00 a . m . at the City
Offices .
Alderman Fey moved to appoint Joe Moore , Appointment
Public Works Employee , to Water Operator Joe Moore
in Charge , for an annual fee of $ 1000 , Water Op . / Chg .
seconded by ALderman Small . Clerk Erickson

STREETS - Alderman Akers moved to recommend Road Posting
the removal of the road posting on April 12, 1991,
seconded by Alderman Pfister. Motion carried.

The final draft of the Spring Street project 91 St . Projects
is about finished and reading to be submitted
to IDOT for approval . Center Pkwy . & State
Street are still being worked on .
SEWERS - Alderman PFister noted the flow meters Flow Meters
have not been installed to date .
POLICE - Chief Diederich warned everyone to
e_k ep car doors locked due to the rash of
theft recently .
PUBLIC RELATIONS - Alderman Pfister reported Golf Outing
that a copy of the Golf Outing contract has
been distributed to everyone for their review .
YBSD Board - Alderman Pfister reported the
next meeting is scheduled for April 16 , 1991 .
LIBRARY BOARD - Alderman Jahp reported that Library Board
a copy of the 1991 - 92 meeting dates have been
received .
There was discussion of the handicap availi -
bilities grant and it was decided not to
pursue the matter .
Petty Cash procedures have been adapted at the
Library .
A Search Committee has been appointed to select Library
a new library director, consisting of Susan Director
Kimes , Carolyn Bown , Kay Livingston , Mary Pat Search Comm .
Storm, Carolyn Bown , and Alderman Jahp .
The next meeting will be April 22 , 1991 at 7 : 00
p . m . at City Hall . At the May 13 , 1991 meeting ,
there will be an executive session regarding the
Executive Session minutes review . City Clerk
Erickson is requested to bring the minutes to
the meeting .
The nominating committee for new officers Nominating Comm .
consists of Richard Munson , Mary Olson , Officers
and Kay Livingston .
CHAMBER OF COMMERCE - Alderman Pfister
reported the next meeting is April 18 , 1991
at 7 : 30 p . m .
ADDITIONAL BUSINESS - Aldlerman Fey asked Property
about the Clarage Associates letter regarding 214 W . River
the property at 214 W . River St . , and the
matter was referred to the April 18 , 1991

Mayor Davidson stated that the City Council Ex . Session
needs to review the Executive Session minutes Minutes Review
every 6 months as required by law .
Mayor Davidson stated that swearing in Oath of Office
of the new and re - elected City Officials will Newly Elected
be at the end of the April 25 , 1991 City
Council meeting .
Alderman Akers moved to adjourn the meeting , Adjournment
