CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD
AT CITY HALL ON JULY 11 , 1991 .

Mayor Kittoe called the meeting to order at
7 : 30 p. m. and led the Council in the Pledge of
Allegiance .
Deputy Clerk Erickson called the roll :

A quorum was established.

Alderman Baird moved to waive the reading of Minutes Approval
the minutes from the June 27 , 1991 City Council
meeting, and approve them as presented,
seconded by Alderman Jones. Motion carried.
Alderman Jahp moved to deviate from the agenda,
and approve bills when Attorney KRamer arrives
at the meeting. Motion was seconded by
Alderperson Clark. Clerk Erickson called the
roll:

Jahp - Aye Jones - Abstain
Motion carried, with one Nay.
MAYOR'S REPORT - Mayor Kittoe thanked every-
one for their help with the river cleanup
following the dead fish incident.
Mayor Kittoe thanked the Public Works crew
for one heck of a job on the water leak in
the downtown area.
Mayor Kittoe thanked the Bristol-Kendall Fire
Department for another successful 4th of July
Celebration.
Mayor Kittoe announced Saturday, September 21 ,
1991 as the CROP Walk Day.
Mayor Kittoe announced a joint meeting with
community municipalities with Kendall County
as host, on July 25, 1991 at 5: 30 p. m. at the
Kendall County Board Room.
Mayor Kittoe gave the Oath of Office to Cheryl
Albin, who was appointed to the City Clerk' s
Vacancy.
Mayor Kittoe reported that J. T. Johnson will
be out for back surgery for 2-3 months, and will be

Mayor Kittoe reported that he and Fran Klaas
City Adm .
met with applicants for the City Administrator/
Applicants
Engineer ' s vacancy . Mayor Kittoe then asked
for a motion to appoint Ken Corbin to the
position of City Administrator . Alderman
Baird stated that if the City is to go
route of hiring someone without an engineering
certification , that Joe Moore , presently
serving as Acting Administrator , holds the
qualifications , but did not apply due to the
engineering qualification required . Alderman
Fey felt the top 3 candidates should be
interviewed before any selection is made .
Alderman Jones moved to table the request
for appointment of Ken Corbin as City Admin-

Alderman Fey announced the next meeting of the
Kendall County Economic Development Commission
will be Tuesday, July 16 , 1991 at 7 : 00 p . m .
at the Kendall County Office Buildings .
SCHOOL COMMUNITY REPORT - Alderperson Clark
stated she met with a school representative
regarding the Superintendent Search . She has
copies of the leadership profile and assess-
ment if anyone wishes to fill them out .

FINANCE - No report .
NEGOTIATIONS - Alderman Fey stated he will Negotiations
will meet with Delene as soon as she has the
figures he requested . Delene Drew responded
that the figures are ready .
PUBLIC RELATIONS - Alderman Baird stated that Pamida Store
he has talked with Jack PUrcell , and there has
been a positive reponse back from Pamida . A
real estate representative will be contacting
for a meeting .
Alderman Baird stated that a Honda Motorcycle Honda Dealership _
Corporation Dealership is interested in T
Yorkville , possibly the old Dickson building
down town for a starting location . The business
would generate alot of sales tax .
WATER - No report .
BUILDING & ZONING - No report.
FUTURE PLANNING - No report .
STREETS & ALLEYS - Alderman Fey reported that
State Street has not been engineered . Mayor
Kittoe stated that the engineering could be
done this year and let for bids in the spring
of 1992 .
The Spring Street paperwork has been sent to
IDOT , but approval has not yet been received .

Aurora Blacktop will take a look at E . Washing- W . Washington
ton Street when they come to do the work on the _ W
water break surfacing .
SEWERS - Alderman Jones brought up his
residency matter and stated that he thought the
State ' s Attorney ' s oppinion on the matter would
clarify and settle the issue , but Attorney
Kramer is now telling him he needs to have
the opinion of the Illinois Municipal League ,
and Mr . Jones wants it settled 4ow . M yor

wait for Attorney Kramer to arrive at the
meeting for his comments on the matter .
Alderman Baird moved to allow Kendall County KC - Sewer
to put in a sewer lift station, and to waive Lift Station
the sewer hook-up fees , to be maintained by
the City of Yorkville with the Fire Department
to power it during an emergency . Moti2n was
seconded by Alderman Jahp . Motion carried .
Alderman Jahp moved that in the absence of
Attorney Kramer , the Ordinance regarding
the Revolving Loan Fund , and the No Refer-
endum Certificate , be referred to a special
meeting on July 25 , 1991 . Motion was seconded
by Alderman Fahrlander . Motion carried .
Mayor Kittoe has the power to call a Special
Meeting if needed before that date .
In regards to Don Young ' s storm sewer problem
on W . Ridge St . , estimates will be sought ,
and Kendall County will likely be paying for
Tying Main St . to the alley by the County
buildings . Plans are to go around Mr .
Young ' s property with a county easement ,
and run the line to Route 47 . Alderman Jones
was directed to get bid proposals for the
July 25 , 1991 City Council meeting .

Sewer - D . Young
UTILITIES - Mayor Kittoe requested Alderman CS Center Lights
Fahrlander get together with Alderman Bown
regarding the street lighing in Countryside
Center , and urge those with yard lights to USE
them .
PUBLIC PROPERTY- No report .
YORKVILLE BUSINESS & ECONOMIC _DEVELOPMENT -
Alderman Jahp reported a letter was received
from Solar Pres regarding relocation to the
Yorkville area .
Alderman Jahp reported that there is interest
in a Casey ' s General Store for the old Amoco
station on Route 47 .
Alderman Jahp reported that Kohl ' s are looking
for sites in smaller towns for location of their
stores .
LIBRARY BOARD - Aldelrman Jahp announced the
next meeting us AUgust 13 , 1991 at 7 : 00 p . m. at
City Hall .

Alderman Jahp moved to approve the appointment App ' t . Library
of Robert Jackson to the position of Yorkville Director
Public Library Director at a salary of $ 24 , 000 , R . Jackson
annually , seconded by Alderman Baird . Motion
carried .
PARK BOARD - Alderman Baird reported on the
July 10 , 1991 meeting . The board wishes to
paint the picnic tables with logos .
Discussion was held regarding a basketball
court at the Lion ' s pool property . The
Lions ' Club was verbally receptive .
Attorney Kramer arrived at the meeting .

Attorney Kramer reported he has had contacts NOrthside Annex
on the annexations on the north side of the
city .
Attorney Kramer reported that he is doing Parking__Ord,
an overall ordinance regarding parking .
Attorney Kramer reported that the codfication Codification
is ready to proceed with the next step .

Attorney Kramer reported that in regards to
Alderman Jones ' residency, he wishes t,o -be 100
and that is why he is getting a legal opinion
from the Illinois Municipal League regarding
Chapter 24 of the State Statutes , State ' s
Attorney Ingemunson ' s opinion dealt only with
Election law requirements . He further stated
that with the levy coming up and other financial
issues the city must be 100% sure or it could
cause a financial disaster in the future ,
Alderman Baird moved to put a hiring freeze
on an additional temporary, part-time , or full
time positions with the City of Yorkville until
September 1 , 1991 . The motion died for lack of
a second .
ADDITIONAL BUSINESS - Alderman ;Jahp requested
someone check the burned out garage on
State St .
Alderperson Clark asked for clarification on
whether or not there is an alley easement
between E . Washington & e . Fox Street or if it
was abandoned .
