Mayor Kittoe called the meeting to order at 7:30 p.m. and led the Council in the Pledge of Allegiance. Clerk Albin called the roll: Roll Call Ward 1 - Baird - Present Jahn - Present Ward 2 - Fey - Present Clark - Present Ward 3 - Jones - Present Pfister - Present Ward 4 - Fahrlander - Present Bown - Present A auorum was established. Moreen, Jim Baker, Jim Dockendorf, Bud Johnson, Barry Niles and members of the press. Alderman Pfister moved to waive the reading of the minutes from the July 11, 1991 City Council meeting, and approve them as presented., seconded by Alderperson Clark. Motion carried. Alderman J.al-a moved to approve and pay bills as pre- sented. Alderman Pfister seconded the motion and Clerk Albin called roll: Pfister - Ave Fev - Ave Jones - Aye Fahrlander - Aye Bown - Ave Jahp - Aye Clark - Ave Baird - Aye Motion carried. Ba=7 Niles made a request regarding proposal of funds allotted for improvements along McHugh Rd. He presented a proposal 7/25/91 for X46,621.96 for the improvements. He also requested a lift on the hosting of roads as to =. allow 5 builders to nut up model homes in the spring of 1992. Alderman Pfister moved to table Barry Niles's re- , quest to committee. Alderman Bown seconded the motion. Motion carried. Barry also made another request to grant a change in zoning on lot #24 to duplex. He .feels it would work out better for the layout of the subdivision if lot #24 was zoned duplex. Alderman Pfister moved to amend the above motion to include duplex zoning request. Alderman Bown seconded the motion. Motion carried. Alderman Jones wanted to know about placing a sign advising of the construction along McHugh Rd. and also asked about filling in the cuts with more gravel. Bares responded that the cuts are almost done and he has filled in more gravel himself. Minutes Approval Bills Approval Citizen's Comments Bob Parikh (Pastor of the Bible Baptist Church) which meets at the Beecher Community Center requested the use of one more room for one hour on Sunday mornings. He also requested storage space in the building. -----------Page-2-------- ---July_25, 1991 -------------------------- ---- ---------- Alderman Baird informed him of the space confinement and that everyone who is storing articles there must remove them. Mayor Kittoe said this matter will be brought to committee and he will get back to Pastor Parikh. PLAN COM`ZIISSTON/ZONING BOARn OF APPEALS REPORT - Alderman Bown was unable to attend the meeting but had the minutes from the meeting of July 1st. Mayor Kittoe advised that Dallas called him and they have to get with Joe Moore who is on vacation, regarding the prints for the Mill St. subdivision for which there is a public hearing. Attorney Kramer said there was an advisory vote on a re- view of a body shop that was a county zoning that they recorrmlended unanimousily that not be approved. This does not take council action as the statute only requires the Plan Commission to review it. Attorney Krameradvised of a petition to annex and rezone near Hillside Nursing Home which was tabled. BoUnm reported that the above three items has been brought before the Council and Attorney Kramer noted that there was nothing else. ATTORNEY'S REPORT - Attorney Kramer said he received a Letter to ICC phone call from both the Burlington Railroad and Crestview Builders regarding White Oaks subdivision. They have been going through hearings with the Illinois Commerce Commission about the lots being developed north of the railroad track crossing. Part of the annexation agreement with the City called for them to put in the crossing totally at developer's expense. Both the Burlington and developers are asking for a letter to the Illinois Commerce Commission for the next hearing. Burlington wants proof that the City has approved the engineering drawing for the railroad crossing. Burlington also wants it stated that they are paying none of the cost, also the City likewise will pay none of the cost. The cost will be all at developer's expense. Attorney Kramer asked for the authorization to prepare this letter. Alderman Bown moved to approve preparation of the letter. Alderman Jahp seconded the motion. Motion carried. Alderman Fey voted Nay. Attorney Kramer said that Alderman Farhlander asked him to prepare an ordinance on -parking, between the parkway between the curbs and sidewalks which has already been done. As far as adding some stop sign areas around it, Joe had given Attorney Kramer a list and he will get with Joe when he returns and bring it to the next council meeting. MAYOR'S REPORT - Mayor Kittoe reported that after Position of City Adm. meeting with and interviewing for the position of City Administrator/Engineer he would like to appoint Don Peck at a salary of $ 41,000 a ,year. Mr. Peck is available immediately to begin this position. Alderman Fey moved to accept the appointment and Alderman Baird seconded the motion. Clerk Albin called the roll: Jones - Aye Clark - Aye Jahn - Aye Bown - Aye Fey - Aye Pfister - Aye Baird - Aye Fahrlander - Aye Motion carried. Alderperson Clark questioned if the X41,000 a year in- cluded the benefit package. Mayor Kittoe informed that it did. Mayor Kittoe advised that Mr. Peck's vacation will be discussed after he begins his position with the City. Alderman Baird commented that Mr. Peck is going to bring some real pro 'fesionalism to the City and will be a good asset:' . Page 3 Alderperson Clark inquired about having Mr. Peck take a physical before starting. Mayor Kittoe said that Mr. Peck will have a physicall paid for by the City. Alderman Pfister commented that the City for fortunate to have two people that could have done the job.. - Mayor Kittoe responded by saying that the decision was tough and he had talked to Joe Moore and that Joe thanked Mayor Kittoe for considering him. Alderman Jahp moved to amend the motion of Mr. Peck's appointment to include that Mr. Peck's hiring is contingent of his passing a physical. Alderman Pfister seconded the motion. Clerk Albin called the roll: Jones - Aye Clark - Aye Jahp - Aye Bown - Aye Fey Aye Pfister - Aye Baird Aye Fahrlander - Aye Motion carried. Mayor Kittoe said he will contact Mr. Peck in the morning. July 25, 1991 Mayor Kittoe reported that he will be getting with Baxter and Woodman regarding State Street. Mayor Kittoe said he'd like to hold off and get Don involved. He advised it might take a week or two to get engineering going to plan for next spring. Tom Barna and Mayor Kittoe are working on a deal for ESDA and will have everything typed up and it will be brought to committee next week. Alderman Baird brought up the subject of a generator and asked Alderman Fey to explain. Alderman Fey stated that Caterpillar is donating a 375 kw diesel generator. The City needs input from other communities as far as if the generator should be permanently mounted or portable. Alderman Fey has no estimate of cost of converting the generator to a portable. He'd like to hear if there is an interest in this. Alderman Jim Dockendorf of Plano said that the Plano City Engineer will get with the Yorkville City Engineer. Any questions regarding this should be referred to Alderman Fey. Alderman Jahn discussed the need to get together with a committee from both cities (Plano and Yorkville) regarding annexation of residents along Route 34 into either Plano or Yorkville. Mayor Kittoe will get in touch with Mayor Johnson of Plano. Alderman Pfister mentioned the boundries of Oswego and Montgomery saying that there may be a conflict of boundry lines that should be looked into. Mayor Kittoe questioned if there is an ordinance regarding the number of portable signs . Attorney Kramer said he will look into it. CITY CLERK'S REPORT - No report. CITY TREASURER/BUDCTET OFFICER'S REPORT Huston/Drew - No report. CITY ADMINISTRATOR'S _REPORT -- Miff reported that the cut-in valve on the S.E. corner of State and Van Emmon will be done on 7/26/910 Page 4 July 25, 1991 Mayor Kittoe said he would like to keep Joe on for a few more weeks to help with Don, and to be kept on the same pay for that period. Alderman Baird stated that the frame is shot on one dump truck and is nearly shot on the other one. Mayor Kittoe said he will get with Joe, Don, Miff and Bob and go through the equipment and check the year and condition of the equipment. Alderman Jahp stated that the City is financially unable to purchase new trucks this financial year. Miff told of a close call he had with the '76 dump truck and said that he will no longer use it. Mayor Kittoe said to take it out of service and have it brought into Coffman's to be checked out. PUBLICE WORKS REPORT - No report. PARK BOARD - No report. KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - Alderman Fey attended the meeting and there was a presentation by PHH Fantas Corp. The firm is in research and executive relocation services and would like to market Kendall County to corporations for a fee of between $15,000 to $50,000. Alderman Fey said he would bring this information to Council. Alderman Jahp auestioned who would pay the fee and Alderman Fey stated that we have an agreement to fund $6,000 a year to the Economic Developmeht Commission and the fee. Alderman Fey said that it will be discussed further. Alderman Fey also reported that the loans are up to date. SCHOOL COMMUNITY - Alderman Baird attended. The referendum was discussed, and he has an appointment with Jeff to go through the budget on 7/29/91. OLD BUSINESS - Alderman Bown stated that the covenants in Countryside have expired (regarding the yard- limits) and that they cannot be enforced. NEW BUSINESS - Alderperson Clark would like to represent the council for the waste management meetings held at the Extension Center on the 3rd Wednesday of every month. Alderman Pfister moved to have Alderperson Clark as representative at the waste management meetings. Alderman Bown seconded the motion. Motion carried. FINANCE - Alderman, Jahp requested the tax levy be put off for a little while. Attorney Kramer asked that Alderman Jahp get with him by the 12th or 19th of August regarding this. Alderman Jahp reported that they went into executive session re- garding litigation and no decision was made. Alderman Jahp said the possibility of purchasing a pager for the Mayor was brought up. Alderman Jahp moved to approve the purchase of 3 pagers (1 pager for Mayor, 1 for Administrator, and 1 for weekenders) . Alderman Pfister seconded the motion. Clerk Albin called the roll: Pfister - Aye Bown - Aye Fey - Aye Jones - Aye Baird - Aye Fahrlander - Aye Jahp - Aye Clark - Aye Motion carried. Administrator and weekenders will get 2 pagers. This is a lease agreement of between $15 - $17 a month which includes insurance and repair. Alderperson Clark auestioned the difference in cost between leasing and purchasing a pager and that will be looked into. Page 5 July 25, 1991 ---------------------------------------------------------------------------- Alderman Jahp reported that an ad will be placed in the Municipal League Review for Police Chief and possibly other police oriented magazines and publications. NEGOTIATIONS - No report. - PUBLIC RELATIONS - No report. WATER - Alderman Pfister reported that he met with Mr. Larry Thomas of Baxter and Woodman on Tuesday at 8:30 a.m. to discuss well problems. The purchase of a clay valve to solve surge problems within the water system is being looked at. Mr. Thomas will get back with Alderman Pfister. Alderman Pfister said the valve will cost about 110,000 installed. Also discussed was looping a 12 inch stub main down the alley to South Main St. and severing a 4 inch and 6 inch opening. Mr. Thomas will talk to Joe and Don about this. There is money to do this and it should be done. BUILDING AND ZONING/FUTURE PLANNING - No report. Alderman Bown said he will get with Attorney Kramer regarding codification. STREETS AND ALLEYS - No report. Alderman Fey recommends further discussion of streets and alleys at the next committee meeting. Alderman Pfister talked about sidewalks in Countryside subdivision as far as making a radius. Alderman Bown questioned how the enforcement of sidewalks on new quadraplexes is going. John Schneider will get in touch with Mayor Kittoe regarding this. SEWERS - Alderman Jones reported that he needs to get with Joe and Don regarding the storm sewer at the County Building. Alderman Jones needs to get a manpower cost to add to J.T. 's estimate so he will have 3 estimates to present to the County Board. A meeting has been scheduled August 9 at 3:30 p.m. to go over the bids with them. Alderman Jones will report back. Alderman Pfister comments that everything has been sent off for the revolving loan and he'd like to thank Attorney Kramer. POLICE - Alderperson Clark would like Tom Barna to make a presentation to the Council. Alderman Baird displayed a graph showing the differences in the police budgets for Oswego, Sandwich, Plano, and Yorkville showing Yorkville having the lowest police budget as well as the lowest tax rate. HEALTH AND SANITATION/UTILITIES - No report. PUBLIC PROPERTY - No report: YORKVILLE BUSINESS & ECONOMIC DEVELOPMENT - No report. Alderman Jahp reported that he has heard nothing more about interests from previously interested business's. YSBD BOARD REPRESENTATIVE - No report. LIBRARY BOARD REPRESENTATIVE - Alderman Jahp reported the next meeting to be held 8/12/91. Alderman Jahp also passed out information regarding an open house for the new library director. Mayor Kittoe, Alderman Bown, and Alderman Pfister will attend as Alderman Jahp is unable to represent the City at this function. PARK BOARD REPRESENTATIVE - No report. Page 6 July 25, 1991 CHAMBER OF COMMERCE - Alderperson Clark and Alderman Baird are working on a project and plan to talk to Planning Commission and Chamber of Comerce. A new business is opening in Countryside Center 8/26/91. It will be a sewing supply shop. ADDITIONAL BUSINESS - Alderman Jahp brought up the poor condition of the flags in Countryside Center. Mayor Kittoe reported that the new flags are in and will be put up soon. Alderman Bown moved to adjourn the meeting. Alderman. Jahp seconded the Adjournment motion. Motion carried.
