Mayor Kittoe called the meeting to order at
7 : 30 p.m. and led the Council in the Pledge
of Allegiance .
Clerk Albin called the roll :

A quorum was established .
Guests were introduced : Members of the
Press .
Alderman Jahp moved to waive the reading
of the minutes from the September 26 , 1991
City Council meeting, and approve them as
presented , seconded by Alderman Fey.
Motion carried .
Alderman Pfister moved to approve as pay
the bills as presented , seconded by
Alderman Jahp, and Clerk Albin called
the roll :

PLAN COMMISSION/ZONING BOARD OF APPEALS -
No report .
ATTORNEY ' S REPORT - Attorney McCann
reported that Attorney Kramer was contacted
by Chuck Beaudry requesting that the
building permit fee be waived for a parsonage
his Church at Mill St . and Route 126 is
planning to construct . Mayor Kittoe informed
Attorney McCann that this has not been done
in the past. Attorney McCann also reported
that Mr . Beaudry is requesting a variance
asking that no garage be built attached to
the parsonage . This will be discussed at
the next Committee Meeting.
Attorney McCann distributed a proposed
resolution authorizing various signatories
on the Beecher Building Account . Alderman
Jahp moved to authorize signatories on the
Beecher Building Account, seconded by Alder-
person Clark. Motion carried .

Attorney McCann reported that Attorney
Kramer was contacted from the Illinois
Public Action Group requesting that
they be allowed the extend the hours
that they solicit in Yorkville until
9 : 00 P.M. Since there was no represent-
ative present at Council from the
group, no action was taken. A represent-
ative from the group would have to
come to Council and make the request .
If they don ' t make the request they will
only be allowed to solicit until 6 :00 p.m.
as the local Ordinance states .
MAYOR ' S REPORT - Mayor Kittoe brought
up the issue of Acting Police Chief
Sibenaller ' s salary. After discussing
it at Committee , $600 .00 extra a month
retroactive to October 5 , 1991 was agreed
upon. Alderman Baird moved to pay Mr .
Sibenaller an extra $600 . 00 a month,
retroactive to October 5 , 1991 while
he is Acting Chief of Police . Alderman
Jahp seconded the motion, and Clerk
Albin called the roll :

SIBENALLER ' S SALARY
Mayor Kittoe reported that any Alderman VOLUNTEER INSURANCE
or the Mayor himself is covered by insurance
when helping out the City for any reason.
CITY CLERK ' S REPORT - Clerk Albin
reported that there will be a Special
Plan Commission meeting at the City
Hall on October 28 at 7 :00 p.m. to hear
Virginia Gossett ' s petition for rezoning
from M-1 to R-2 her property at 301 E .
Van Emmon. This will be directly followed
by a Special City Council Meeting at
7 : 30 p.m.
CITY TREASURER/BUDGET OFFICER ' S REPORT -
Budget Officer Drew reported that the
deadline for the bills for the next
Council Meeting is October 14, 1991 .
GOSSETT - REZONING
CITY ADMINISTRATOR ' S REPORT - Administrator RR TRACK REPA
Peck reported that the railroad tracks
on Bridge St . are going to be repaired on
October 15 and 16 .
Administrator Peck also reported that he GAME FARM PROTEST
was contacted by a group who planned a
protest in front of the Game Farm to protest
the killing of pheasants raised there . The
protest will be held the morning of October
12 .

PUBLIC WORKS & WATER REPORTS - No report . PUB . WORKS & WATER
Alderman Pfister moved to accept the
Public Works and Water Report as presented,
seconded by Alderman Fey. Motion carried.
POLICE DEPARTMENT REPORT - Acting Chief of
Police Sibenaller highlighted some of the
Police Report as well as filling in the
Council about cases that have been solved
recently. Mr . Sibenaller also reported
that there will be two officers stationed
at the Bonfire and Street Dance to be held
Friday evening, the 11th of October . There
will also be one officer at the Homecoming
Football game on October 12 as well as one
officer stationed at the Homecoming Dance.
Alderman Pfister moved to accept the Police
Report as presented and Alderperson Clark
seconded the motion. Motion carried .
BUILDING DEPARTMENT REPORT - Alderman
Baird moved to accept the Building
Department Report as presented, seconded
by Alderman Pfister . Motion carried .

Jahp moved to accept the Beecher Building
Report as presented, seconded by Alderperson

PARK BOARD REPORT - Alderman Baird
reported that the Yorkville Sports
Boosters brought a proposed sketch
to the Park Board for a recreation
area with public washrooms with an
estimated. cost of $90 ,000 .
Alderman Baird questioned how the golf
outing will be handled . Mayor Kittoe
said that Public Relations can help
out to keep everyone moving along.
Alderman Baird moved to accept the
Park Board minutes as presented.
Alderman Jahp seconded the motion.

KENDALL COUNTY ECONOMIC DEVELOPMENT COMM. - KCEDC REPORT
Alderman Fey reported that the next meeting
will be held Tuesday, October 15 at 7 : 00 p.m.
at the Kendall County Office Building.
SCHOOL COMMUNITY REPORT - No report .
OLD BUSINESS - Alderman Pfister
stated that he talked to Dave Erickson,
an employee of NI Gas , and Mr . Erickson
told Alderman Pfister that he was not
against PE Pipe. Apparently Mr . Erickson
had been quoted as saying he was against
PE Pipe and he wanted this clarified .

that he had talked to Nancy Thompson about
"Cruise Night" and she will handle this .

POLICE - Alderperson Clark reported that there CHIEF OF POLICE
will be a meeting of the Police Committee with APPLICATIONS
the Mayor to open and go over applications for
the Chief of Police position. The meeting will
be held October 16 at 7 : 00 p.m.
Mayor Kittoe brought up the fact that Sheriff TRICK OR TREATING
Randall recommended the hours for Halloween HOURS
Trick or Treating to be from 5 : 00 p.m. to 7: 00 p.m.
and suggested that the City follow this . Alderman
Jahp moved to establish the hours for Trick or
Treating to be from 5 : 00 p.m. to 7 :00 p.m. and
Alderperson Clark seconded the motion. Motion
carried .

PUBLIC PROPERTY - No report .
YORKVILLE BUSINESS & ECONOMIC DEVELOPMENT - PAMIDA APPLICATION
Alderman Baird reported that Nancy Thompson
from the Chamber of Commerce would be handing
out applications for the Pamida Store on Friday,
October 11 and Saturday, October 12 at Countryside
Center .
WASTE MANAGEMENT REPRESENTATIVE - No report .
YSBD BOARD REPRESENTATIVE - No report .
LIBRARY BOARD REPRESENTATIVE - Alderman Jahp
reported that the next Library Board Meeting
will be held October 14 at 7 :00 p.m. Administrator
Peck commented that the City borrowed Mrs . Pfister
for two days to work at the City offices and thanks
go to the Library Board .
PARK BOARD REPRESENTATIVE - No report .
CHAMBER OF COMMERCE REPRESENTATIVE - No report .
ADDITIONAL BUSINESS - Mayor Kittoe read an
invitation from Oswego to attend the dedication
of the new Oswego Police Department located at
Haster Park. The dedication will be held November
10 at 2 : 00 p.m. and all City Officials are invited .
ADJOURNMENT - Alderman Jahp moved to adjourn
the meeting. Alderman Fey seconded the motion.
