Mayor Davidson called the meeting to order at Call to Order
7 : 30 p . m . , and led the Council in the Pledge
of Allegiance .

Alderman Akers moved to waive the reading of Minutes Approval
the minutes from the March 14 , 1991 City
Council meeting , and approve them as presented ,
seconded by Alderman Bown . Motion carried .
Alderman Jahp moved to authorize payment of the Bills Approval
bills as presented , seconded by Alderman
Pfister . Clerk Erickson called the roll :

ZONING BOARD OF APPEALS - Mayor Davidson
reported there was no quorum at the
March 18 , 1991 Zoning Board of Appeals
meeting , and no objectors present .
Alderman Pfister moved to grant Dick Auten ' s
Variance request for 75 ft . frontage building
lot width from the required 80 ft . for 713
and 715 Bristol Avenue . Motion was seconded
by Alderman Akers . Clerk Erickson called the

tures . The Ordinance was originally passed PC90 - 15
April 12 , 1991 , but the documents were never
signed .
Alderman Bown moved to authorize the Mayor
and City Clerk ORDINANCE # 1991 -4 ANNEXING
GROWMARK , INC . INTO THE UNITED CITY OF THE
VILLAGE OF YORKVILLE CORPORATE LIMITS ,
and authorize the Mayor , City Clerk and
Aldermen to sign the Annexation Agreement .
Motion was seconded by Alderman Fey .
Motion carried .
Attorney McCann reported that he received a
call asking about the legality of political
signs . He stated there were no illegalities
with the zoning ordinance , and it would be
the Council ' s discretion to take action if
they wished . He suggested they review the
sign ordinance if they wish , to clarify the
matter of political signs . Alderman Pfister
moved to refer the matter of political signs
tok the Committee of the Whole meeting for
further discussion , seconded by Alderman
Akers . Motion carried .

MAYOR ' S REPORT - Mayor Davidson reported Resignation
he received a resignation from the Zoning ZBA - D . Erickson
Board of Appeals from Dave Erickson . The new
appointment will be made with the new fiscal
year appointments .
TREASURER ' S REPORT - Alderman Bown moved
to post the Tentative Budget for Fiscal
1991 - 92 for public display at the City Office ,
seconded by Alderman Pfister . Clerk

to the city for a 3 -year contract period .

CITY ENGINEER ' S REPORT - In the absence of
Engineer Klaas , Mayor Davidson reported that Sewer Repair
work has been initiated regarding the sewer W. Washington
repair project at the end of W . Washington
Street .
Mayor Davidson reported that Purcell & Dean Fremont St .
will need to be called in regarding the problem Water Problem
with water on Fremont Street .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMIS_SI_ON
REPORT - Alderman Fey reported on the March
19 , 1991 meeting , at which time he met the
new director , Jay Young . Current loans &
grants were discussed . All C . D . ' s are being
put into a 90 day turnover . There was a
presentation by the Aurora Area Convention
and Tourism Council regarding the motel / hotel
tax .
SCHOOL COMMUNIT REPORT - Alderwoman Clark re -
ported on the March 25 , 1991 Board Meeting .
She announced that anyone interested in
serving on the high school planning to
contact Frank Babich .
Mayor Davidson reported he received a call
from the superintendent calling for a joint
meeting with the City . The meeting was
tentatively set for April 16 , 1991 at 6 : 30
p . m .
OLD BUSINESS - Alderman Jahp announced the
1990 official census count to be 3 , 925 , for
the United City of the Village of Yorkville .

Alderman Fey reported on the Negotiations Negotiations
Committee . They met with the various groups
of employees March 26 , 1991 . The three
committee members will meet again on April 1 ,
1991 . There are questions that will need
clarification that are being referred to
Attorney McCann for review .
Alderman Bown/ moved to authorize a seperate Beecher Bld
account , with Engineer Klaas , Budget Officer
Drew , and Judy Bell as signatories , to be
used specifically for Beecher Building deposits
by users of the building , and to authorize
the City Attorney to draft the resolution .

Alderman Fey noted that he has been in
attendance at all City Council meetings , even
though he has never attended an Illinois
Municipal League Conference .

HEALTH & SANITATION - No report .
UTILITIES - No report .
WATER - Alderman Pfister reported that Well # 3 - Rehab
specifications regarding the rehabilitation Specs to EPA
of Well # 3 have been sent to the Illinois EPA
for approval . Mayor Davidson noted possibly
changing the prop meter to a turbine meter .
The matter of the type of meter was referred
to committee for further discussion .
The update of the radium standards is looking Radium
promising for the City ' s radium problem as
far as compliance standards .
Alderman Bown requested the damages be repaired
at the properties where water main breaks occurred
during the winter, by the Public Works

Department . Mayor Davidson stated that it
will be done weather permitting after May 1 ,
1991 , as is the usual procedure .

FUTURE PLANNING - Alderman Bown asked about the Codification
status of the codification . Mayor Davidson
reported that it is in the hands of Attorney
Kramer for his review .
STREETS & ALLEYS - Alderman Pfister moved to
sell 4 light poles in stock to the City of
Plano for $ 75 . 00 each , seconded by Alderman
Fey , Clerk Erickson called the roll :

Alderman Akers reported that with the City
being involved in excavation , with all the new
OSHA rules & regulations , it would behoove the
City of Yorkville to update files and instruc -
tion . Mayor Davidson responded that personnel
have attended classes within the past 30 days .
Alderman Akers requested the City Attorney
to look into the matter . Alderman Pfister
stated it was an excellent and very important
point to follow up on .
SEWERS - Alderwoman Clark moved to expend an
amount , not to exceed $4 , 275 . 00 , for the
Sanitary Sewer Extension on Jackson Street ,
East , for machine & labor , with pipe ,
manholes , granular material , and backfilling
to be furnished by the City of Yorkville ,
seconded by Alderman Pfister . Clerk Erickson
called the roll :

POLICE - Alderman Fey reported that on
March 16 , 1991 , he attended an advanced
tornado watch seminar with Chief Diederich .
Alderman Fey suggested funds be set aside for a
second emergency siren in Yorkville .
PUBLIC RELATIONS - - No report .
YBSD BOARD - Alderman PFister thanked the
Council for the waiving of the YBSD
building permit fee on behalf of the
YBSD Board ,
LIBRARY BOARD - Alderman Jahp reported he
received a letter from Pam Murphy , Library
Director , dated March 25 , 1991 , with
the effective date , of July 30 , 1991 , later
changed tok June 25 , 1991 , 9 ; 00 p . m . , with
two weeks notice being given if another
position is found during that period .
CHAMBER OF COMMERCE - Plans are in the
working stage for the Trade Fair .
Mayor Davidson thanked the American
Association of University Women , the
Chamber of Commerce , and the Human
Resources Commission for their work in
making a successful Candidate's Forum. He
further stated it was the best
