City Council Minutes 1990 03-22-90 .-MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CI' OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON MARCH 22 , 1990 . Mayor Davidson called the meeting to order at 7 : 30 p .m. , and led the Council in the Pledge of Allegiance . Clerk Erickson called the roll : Ward 1 - Small - present Jahp - present Ward 2 - Radke - absent (arrived at 7 : 50 p .m. ) Fey - present Ward 3 - Pfister - absent Hayden - present Ward 4 - Bown - absent Fahrlander - present A quorum was established . Call to Order Roll Call Alderman Hayden moved to waive the reading of Minutes Approval of the minutes from the March 8 , 1990 City Council meeting , and approve them as presented , seconded by Alderman Small . Motion carried . Alderman Hayden moved to authorize payment of Bills Approval the bills as presented, seconded by Alderman Jahp . Clerk Erickson called the roll : Hayden - aye Fey - aye Fahrlander - aye Jahp - aye Small - aye Motion carried. PLAN COMMISSION REPORT - Mayor Davidson reported Pride Petroleum that the Plan Commission has requested a site plan for Pride Petroleum' s annexation/zoning request , and that the developers come back at each stage of the development for approval . Alderman Hayden moved to pass ORDINANCE NO . Ord . 1990-7 1.990-7 Annexing Pride Petroleum property to the Annex/Zone B-3 City of Yorkville, and zoning property to B-3 . Pride Petroleum Motion was seconded by Alderman Small . Clerk Erickson called the roll : Fahrlander - aye Small - aye Jahp - aye Hayden - aye Fey - aye Motion carried. Alderman Jahp moved pass ORDINANCE No . 1990-8 , Ord. 1990-8 and to authorize the Mayor and City Clerk to Annexation Agmt . sign the Annexation Agreement for the Pride Pride Petroleum Petroleum property . Motion was seconded by Alderman Hayden. Clerk Erickson called the roll : Hayden - aye Small - aye Fey - aye Fahrlander - aye Jahp - aye Motion carried . Alderman Radke arrived at the meeting at 7 : 50 Alderman Radke p .m. Arrived at Meeting Alderman Small moved to table, the Kendall County Tabled KC-Schubach Schubach Petition and the Kendall. County Zepelac Tabled KC-Zepelak Petition until an agreement is reached with the School District regarding upfront fees for the impact on the school district . Motion was seconded by Alderman Fahrlander . Motion carried . The City Clerk will convey the matter to Kendall County Zoning Administrator . Alderman Hayden moved to property to the City of property to R-2 . Motion Hayden. Motion carried. CITIZEN ' S COMMENTS - Representatives from the Aurora Area Convention and Tourism Council spoke to the Council and invited Yorkville to join their organization . Alderman Hayden moved to join the Aurora Area Convention and Tourism Bureau, and enter into an agreement with them, and to authorize the Mayor and Clerk to sign the agreement . Motion was seconded b Alderman Radke . Clerk Erickson y called the roll : Radke - aye Hayden - aye Fey - aye Fahrlander - aye Jahp - aye Small - aye Motion carried. ATTORNEY ' S REPORT - Alderman Radke moved to adopt RESOLUTION #R90-4 entitled "RESOLUTION TO ADOPT THE ANNUAL 1 , 000 HOUR MINIMUM STANDARD ,FOR IMRF PARTICIPATION FOR ALL EMPLOYEES OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE" , seconded by Alderman Small . Motion carried . Alderman Jahp moved to adopt . RESOLUTION #R90-5 entitled "RESOLUTION AUTHORIZING MAYOR TO PARTICIPATE IN ILLINOIS MUNICIPAL RETIREMENT FUND" , seconded by Alderman Hayden. Clerk called the roll : Fahrlander - aye Jahp - aye Small - aye Fey - aye Hayden - aye Radke - aye Motion carried . Alderman Radke moved to adopt RESOLUTION #R90-6 entitled "RESOLUTION AUTHORIZING EXECUTION OF A RECREATIONAL LEASE BETWEEN COMMONWEALTH EDISON COMPANY AND THE UNITED CITY OF THE VILLAGE OF YORKVILLE, seconded by Alderman Small . Motion carried. This resolution is in regards to the School District petitioning the State of Illinois regarding a donation of St . Game Farm land if it becomes abandoned . Alderman Hayden moved to authorize Mayor White Oaks Farm Davidson to sign the new amended petition Amended Petition regarding the railroad crossing in the White RE : RR Crossing Oaks Farm subdivision, seconded by Alderman Small . CITY ADMINISTRATOR/ENGINEER - Engineer K | aas reported that he received the latest information from the Federal Emergency Management Agency regarding flood insurance / and that the Ordinance passed in 1980 needs to be updated . He will get the information to Attorney Kramer so that He may draft an amendment to the ordinance for passage .
