7 : 30 p.m. , and led the council in the Pledge of
Allegiance .

Alderman Pfister moved to waive the reading of Minutes Approval
the minutes of the April 12 , 1990 City Council , 4/ 12/90 Meeting
and approve them as presented, seconded by
Alderman Bown. Motion carried .
Alderman Bown moved to authorize payment of the Bills Approval
bills as presented , seconded by Alderman Small .

Mayor Davidson varied from the agenda for
citizen comments . Identa Austin spoke first Beecher Bldg .
giving a history of the Beecher Building
origin in regards to the Senior Citizen Center
that is within the Beecher Building.
Barb Schiller , Assistant Executive Director of Senior Services
Senior Services explained the functions of the
organization in serving over 3000 in the area,
and concerns over utilization of the building .
Joanne Behrens , spoke in regards to the Golden
Diners Club, and explained its functions and
reach out to the senior citizens .
Cecelia Sanders spoke regarding the usage of
the Beecher Building, and everyone ' s concerns

with the number of keys that are out , and the
need for a more secure way of dispursing them.
She requested that the Senior Services office
be keyed differently as outsiders were coming
in to use their equipment and supplies .
Building checks are also a concern, as is a
concern that the building is not being used
to it ' s fullest potential .
Mayor Davidson set a meeting for May 31. , 1990
to discuss the concerns and will invite the
Recreation Department to be present to
express any concerns they may have . The
meeting will be at City Hall at 7 : 30 p .m.
He expressed his concern over the dishwasher
repair problems .
Altho the Public Hearings were scheduled for
7 : 45 p .m. , Mayor Davidson asked the Citizen
Comments be heard first . He then entertained
a motion by Alderman Bown to adjourn the
regular meeting to the Public Hearing at 8: 04
p .m. regarding the 1990-91 Fiscal Budget .
Motion was seconded by Alderman Pfister . Motion
carried .

Mayor Davidson called the Public Hearing to Order and explained the
purpose of the Public Hearing is for the 1990-91 Fiscal Budget .
He then turned the hearing over to Treasurer Huston for an
explanation of the changes that were made to the budget since it ' s
presentation at the April 12 , 1990 City Council meeting .
Treasurer Huston explained that the changes include the income tax
being split out as well as the Sewer Maintenance Fund salary
change.
Changes were incorporated in the Sewer Maintenance Fund regarding
salaries and the river siphon, to show the state that the City ' s
annual reveune meets the state ' s standards .
Alderman Bown moved to adjourn the public hearing at 8 ; 10 p.m. ,
to the next scheduled public hearing, seconded by Alderman Pfister.

Mayor Davidson called the public hearing to order and stated the pur-
pose of the public hearing was a request by St . Patrick ' s Church for a
sign variance .
Ron Diederich was sworn in to give testimony.
Ron Diederich spoke for the petitioner and presented the petition
for constructing an illuminated permanent sign at St . Patrick ' s
Parrish Hall at 406 Walnut St . in Yorkville . He explained the sign
would be very similar to the Yorkville National Bank ' s illuminated
sign on Route 47 , as they were using their plans for construction .
It will be placed on the west side of the property.
Some concern was regarding having it too close to the intersection,
but it was explained that it would be near the present driveway .
Also, concern was regarding the sign being on all night .
There were no other written or oral comments or objections .
Alderman Bown moved to adjourn the public hearing at 8 : 13 p .m. ,
seconded by Aldlerman Small . Motion carried.

PLAN COMMISSION - The May 16 , 1990 Plan Commission
meeting was reviewed.
Mayor Davidson stated that there is a need for
notification by Kendall County to the City of
matters going before the City before they go
before the County Plan Commission.
PC90-13 was denied the requested zoning PC90-13 Clarage
change by Plan Commisson by a 4-3 vote Rezoning Denied/PC
Alderman Radke moved to refer PC90-13 , Helenjo
Clarages ' petition for Rezoning at 214 W. River Clarage
St . , to committee for further discussion, Refer to Comm.
seconded by Alderman Hayden. Motion carried.

the Whole meeting will meet May 2 , 1.990 at
7 : 30 p .m. at City Hall . Jeff Storm of the
School District will be invited to attend to
discuss the contributions by developers to
the School District .

Due to the Kendall County Board Room being in
use by the County on May 16 , 1990 , the Plan
Commission will meet in the Yorkville City
Council Chambers .
Stanley Zepelac ' s petition that has been tabled
by the City, was turned down by the Kendall
County.

meeting on May 16 , 1990 for a public hearing, Ref to PC 5/ 16/90
due to a request for M-1 zoning , not B-3 .
Attorney Kramer distributed copies of the ,Land/Cash Ord .
ordinance regarding the Land/Cash Ordinance , Refer to Comm.
adopting Kendall County ' s formula which makes
it more uniform. Alderman Bown moved to refer
the ordinance to committee , seconded by Alderman
Fey . Motion carried .
The matter of the burned out house on State Burned House
and W. Van Emmon was discussed. Attorney State St .
Kramer suggested sending a notice of boarding
it up . Procedures have to be followed as they
were with the similar matter on Dickson Court
a few years ago.
Alderman Bown moved to authorize the Mayor and Execute Annex Agmt .
Clerk to execute the Annexation Agreement for Ali ' s Restaurant

MAYOR' S REPORT - Alderman Pfister moved to allow 4th/July Duck Race

Mayor Davidson requested anyone who has any
feedback, concerns or complaints regarding the
bike marathon held the previous weekend in
Yorkville, to put it in writing to him.

BKFD & EMS - CHief Diederich announced that a
mock DUI crash will be held at the Memorial
Drive .
TENNIS COURTS - The lights have been turned on.
SCHOOL COMMUNITY - Alderman Small reported that
Mayor Davidson addressed the School Board
regarding the developers donating a fee to the
school district , in addition to the Impact Fee ,
and the Land Cash Fee .

Executive Session was held at the April 19 , Employee Evaluation
1990 Committee meeting where the City Engineer/

Administrator , Fran Klass ' salary be increased City Eng/Adm.
in the amount of $2 , 000, and he be given another
week of unpaid leave at his discretion. Motion

_WATER - Engineer Klaas reported there was no
update report regarding the Radium Variance
BUILDING & ZONING - Mayor Davidson reported
that he met with Oswego regarding the
tentative boundary lines for municipalities .
He has spoken to Montgomery ' s mayor and a
meeting will be set up between Montgomery,
Oswego, Sugar Grover , and Yorkville for further
discussion of the issue .
FUTURE PLANNING - No report .
STREETS & ALLEYS - Engineer Klaas reminded
the City Council to have their recommendations
for street repair ready for the 2nd meeting
in May.

SEWERS - Mayor Davidson stated that he feels a KC Project
full-time inspector should be on site for the Inspection
Kendall County project for the water and sewer
lines , so that past mistakes can be prevented .
PUBLIC RELATIONS - Alderman Pfister gave an
update on the City Golf Outing to be held on
May 3 , 1990 .
POLICE - Alderman Jahp reported that Steven
Riesenberg has reached his next level of pay
increase to $24 , 052 .

YBS BOARD - Alderman Pfister reported on the
Board meeting held 4/23/90 . Annexation YBSD Annexation
procedures for the YBSD were discussed, and Procedures
was recommended it be done prior to the City ' s
signing the final plat . A check list would
be helpful .
Alderman Pfister reported that the district
will file a legal objection regarding the
side yard encroachment with regards to the
Helenjo Clarage petition for variance.
Alderman Pfister reported there is a public
hearing scheduled on May 23 , 1990 regarding
the revolving loan program and their 2 .8
millions dollar request .
LIBRARY BOARD - Alderman Jahp announced the
next meeting is scheduled for May 14 , 1990
at 7 : 00 p.m. at City Hall .

time the YMCA made a presentation.
