City Council Minutes 1990 08-09-90 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON AUC-UST 9, 1990. Mayor Davidson called the meeting to order and led the Council in the Pledge of Allegiance. The roll was called: Ward 1 - Jah-_ - Present Small - Present Ward 2 - Fey - Present Radke - Absent Ward 3 - Pfister - Present Ward 4 - Fahrlander - Present Bown - Present A quorum was established. Guests were Penny Baird, Peter Miller (new resident) , Joyce Brown and Kathy Farren. Alderman Pfister moved to approve the minutes as presented. Alderman Jahp seconded the motion. Motion carried. Call to Order Roll Call Guests Minutes Approval Alderman Small moved to authorize payment of the bills Bills Approval as presentee!; Alderman Pfister seconded the motion. Roll was called: Jahp - Aye Pfister - Aye Fey - Aye Small - Aye Bown - Aye Fahrlander - Aye PLAN COMMISSION & ZONING BOARD OF APPEALS REPORT Alderman Bown reported that at the August 8 meeting of the Zoning Board of Appeals the following var- iances were requested on the Clarage property: Side yard reduction from 90' to 87' Front yard setback reduction from 30' to 20' Allowance for guest parking in the front yard Construction of a fence on 3 sides of the property The Zoning Board of Appeals recommended approval of the variances. Regarding the fence, the front & east side would have a 6' fence height and the west side would have 10' fence height. Mr. Clarage also agreed to moving the garages on the east side in far enough to meet the 5 ' side yard requirement. Alderman Pfister stated that he would be meeting with Mr. Clarage & Atty. Grant to discuss the transition from the 10' to 6' fence area. Mayor Davidson suggested that this being a PUD develop- ment, it would be necessary to review & update relative documents before taking any Council action. The next Plan Commission meeting will be August 15; Mr. Clarage will be on the agenda at that time and resulting re- commendations should be considered by Council. Mayor Davidson stated that Public Hearings would be held prior to the Plan Commission meeting at 7:00 p.m. on August 15 at the Kendall County Board Room: Annexation & Zoning - Richard Huston Annexation & Zoning - Robert E. Lee Rezoning - Helenjo Clarage Rezoning - Thomas Schiffleger ATTORNEY'S REPORT - No report; Atty. Kramer is out of town. 11fiAYORIS REPORT - The Library Board has requested that the Council change the membership from 9 to 7. This will be brought before committee on August 16. ZBA & PC Clarage Property Public Hearings Scheduled Attorney's Report Library Board The Mayor will meet with Montgomery on August 15. Montgomery Meeting Page 2 August 9, 1990 -------------------------------------------------------------------------------- There will be a meeting with the County to discuss a possible agreement concerning the recapture fees for the County Jail and Courthouse Complex. The sewer project on Somonauk St. , Phase 3 of Prairie Lands Subdivision, is expected to begin within a few weeks. A resignation from Officer Perkins of the Yorkville Police Department was received; it will be effective Sept. 2. CLERK'S REPORT - No report. TREASURER'S REPORT - Treasurer Huston answered questions relative to budget allocations & disperse- ments of funds. He stated that the audit firm will be back on Sept. 24. BUDGET OFFICER'S REPORT - No Report. CITY ENGINEER'S REPORT -City Engineer Klaas has not returned from vacation; Mayor Davidson reported in his absence. The MFT funding concerning Bristol & Dolph Streets will need to be re-bid due to an error; it ITill go back for publication and this .-Till delay repair until at least the end of September or into October. Option may be to use City funds instead of waiting for processing of the new MFT bid. POLICY REPORT - Alderman Bown made the motion to accept the Police Report as presented. Alderman Fey seconded the motion. Motion carried. PUBLIC WORKS & WATER REPORT - Mayor Davidson explained the notification sent to citizens regarding water samples. Alderman Pfister moved to accept the Public Works & Water Report. Alderman Jahp seconded. Motion carried. BUILDING DEPARTMENT REPORT - Alderman Bown moved to accept the Building Dept. Report as presented. Alderman Pfister seconded the motion. Motion carried. BEECHER BUILDING REPORT - Alderman Bown moved to accept the Beecher Building Report; motion was seconded by Alderman Fey. Motion carried. RECREATION BOARD REPORT - Alderman Small stated that the next meeting would be held on August 13 at 7:00 p.m. at the Beecher Building. During the last meeting the problems & concerns of the Board re- garding parking on the grass area while attending games was discussed. Report Recreation Board Report KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION REPORT - KC-EDC Report Alderman Fey had no report but announced the time of the next meeting as August 21 at the Kendall County Office Building, 7:30 p.m. TENNIS COURTS - Alderman Bown had no report; stated Tennis Courts Report that no complaints were apparent. SCHOOL COMMUNITY REPORT - Alderman Bown stated that School Community Report the decision had been made to go after a referendum this fall of 604,,, same as was asked for in the spring. Mayor Davidson noted that he had met with Dr. Broncato & Mr. Storm and had suggested that their letter re- questing the assistance of the City on behalf of the School Board be drafted and presented as soon as possible. OLD BUSINESS - No issues noted at this time. Page 3 August 9, 1990 -------------------------------------------------------------------------------- NEW BUSINESS - Alderman Fey suggested a program to reduce utility taxes in view of the following factors: 1. Assessed valuation continues to increase 2. A high percentage of low to moderate income families in Yorkville was evidenced by the recent survey. 3. Energy costs continue to climb A reduction of 1/2% per year until a 2% decrease is reached is suggested. Mayor Davidson stated that two considerations were relative to such a proposal -- multitude of paperwork & related problems recurring each year. He suggested that the subject be brought to committee & discussed; Mr. Hzston was asked to compile some cost figures on lost revenues should a reduction plan be put into effect. Utility Tax Reduction ************************ CITY COUNCIL COMMITTEE REPORTS ************************ FINANCE - No report PUBLIC PROPERTY & BUILDINGS - No report HEALTH & SANITATION/UTILITIES - Alderman Fahrlander drew attention to a letter from Jones Intercable promoting a contest involving environmental clean-up activities -- prize being a trip to a rain forest. WATER - No report. Alderman Pfister asked that the radium report evidencing a slightly higher level be noted. STREETS & ALLEYS - Mayor Davidson detailed his meeting with IDO^1 concerning the intersection of Cannonball Tr. & the County Complex. An agreement was reached as to street lighting, stop & go lights, and major highway turn lanes. The final agreement will include energy costs, 50/50 maintenance cost and other factors; the project will be part of next year's road program. Also discussed was the addition of traffic lights at the intersection of Rt. 47 & 126 and the intersection of Rt. 71 & 126; this would include a third turn lane. A request was made to close South Main Street onto Rt. 47 because of the angle of the street. Mayor Davidson stated that we could not close the street without providing another exit onto Rt. 47; IDOT was not favorable to that option. SEWERS - No report POLICE - Alderman Fey noted letters commending one year of service for Officer Smith and three years of service for Officer Perkins. Also noted was Officer Perkin's letter of resignation. Chief Diederich stated that he would be bringing the issues of signs along McHugh & Walnut Streets to Committee. PUBLIC RELATIONS - No Report YBSD BOARD - Alderman Pfister stated that the next meeting would be August 20. He also commented that some of the recent City annexations are still not into the Sanitary District. Mayor Davidson said that letters had been sent to the proper individuals re- garding the same; a follow-up letter will be sent & the situation would be handled. Main / Rt. 47 YBSD Annexations Page 4 August 9, 1990 -------------------------------------------------------------------------------- LIBRARY BOARD - Alderman Jahp announced that the next meeting is scheduled for August 13 at 7:00 p.m. He will attend. CHAMBER OF COMMERCE - Alderman Pfister stated the date of the next meeting as August 21. It was also noted that the new Chamber Guide would be ready soon. Mayor Davidson made reference to the Yorkville guide that was published during the sesquicentennial year and suggested the possibility of joint project between the Chamber of Commerce and the City of Yorkville to produce one combined guide. He asked that the matter be brought before committee so something might be accomplished for the coming year. ADDITIONAL BUSINESS - The Mayor asked that the matter of a possible addition to the Water Tower Building be given some thought by Council members and then discussed in committee. The present facility is not sufficient to handle further growth. The individual to retain the Council position vacated by Mr. Hayden will be selected on Monday, August 13. He will attend the upcoming committee meeting on August 16; the formal appointment will be made at the August 23 Council meeting. Alderman Fahrlander noted a problem with weeds on a vacant lot in Countryside Center and also questioned the portable signs that appear to be accumulating in one location. Alderman Fey ,hated that it was a pleasant occurrence to have a member of the public in attendance at the meeting. Alderman Bown made the motion to adjourn the meeting; the second was made by Alderman Fey.
