City Council Minutes 1989 03-09-89 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY _
HALL ON MARCH 9 , 1989 .
Mayor Davidson called the meeting to order at
7 : 00 p .m. , and led the Council in the Pledge
of Allegiance .

Alderman Pfister moved to waive the reading of Minutes Approval
the minutes from the February 23 , 1989 City
Council meeting, and approve them as presented ,
seconded by Alderman Bown . Motion carried .
Alderman Bown moved to authoize payment of the
bills as presented , seconded by Alderman
Pfister . Clere called the roll :

PLAN COMMISSION - There is no agenda for the
March 15 , 1989 meeting, but the zoning check
list will be discussed .
MAYOR - Mayor Davidson reported that he has
received several letters regarding the City
Vehicle Sticker issue , and they will be referred
to the Council as a Whole meeting on March 16 ,
1989 , with a recommendation back to the City
Council at the next meeting . Mayor Davidson
stated his proposal at that time to the City
Council to put a $ 1 . 00 per month fee , with a
reduced 25 cents per month fee to Senior Citi-
zens , for each utility account with the City
of Yorkville , using the same format as with
the Sewer Maintenance Fees . Attorney Kramer
is requested to give a legal opinion of the
proposal . There are approximately 126 who
are getting charged the Sr . Citizen rates ,
plus the Sr . Citizen housing . Mayor Davidson
further stated that some wish the fees dropped
entirely, but at the same time want the side-
walk program to remain.
Alderman Bown moved to refer the city sticker
matter to the Council-as-a-whole meeting on
March 16 , 1989 , seconded by Alderman Fey. Motion
carried .

TREASURER ' S REPORT - Alderman Bown stated that Budget
Recreation Board is in need of their portion of
the budget for any budget information , and to
know where they stand financially .

Engineer Klaas reported that the new Epic Health Health Insurance
Insurance was retroactive to 3/ 1 /89 .
Engineer Klaas distributed construction specifi- Construction Specs
cations and guidelines , and has recieved no
feed back . He has additional information to add
and review, and has copies available.
POLICE REPORT - Alderman Jahp moved to accept the Police Report
reports of the Police Department , seconded by
Alderman Jahp . Motion carried.
PUBLIC WORKS & WATER - Alderman Pfister moved to _ Public Works & Water
accept the reports of the Public Works and Water Reports
Department reports , seconded by Alderman Bown.
Motion carried .
Alderman Jahp moved to accept the report of the
Beecher Building , seconded by Alderman Fey.
Motion carried .
The Lions Club will once again, be donating
$2500 to the Beecher Building .
Attorney Kramer arrived .
ATTORNEY ' S REPORT - Attorney Kramer reported that
he has been working on some zoning matters , but
nothing is final to date .
Attorney Kramer was requested to check into the
legalities of the City sticker fee that has been
proposed to be added to the utility bills .

RECREATION BOARD - Alderman Bown reported the Recreation Board
Recreation Board is preparing the summer base-
ball schedule. The School District may be open-
int the track to the public for running . There
will be a fund raiser for funds for the ball
diamond plans .
Alderman Bown reported that the Recreation Board Tennis Crt . Nets
approved the payment for new tennis court nets .
Alderman Bown reported the Recreation Board has Tennis Court
funds available for the resurfacing of the tennis Resurfacing
courts .
Alderman Bown moved toacc_ept the report of the Recreation Board
Recreation Board , seconded by Aldermanm Pfister . Report
Motion carried .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - KC EDC
Alderman Fey announced the next meeting will be
March 21 , 1989 at the Kendall County Office
Building.
COMMITTEE REPORTS
FINANCE - Mayor Davidson reported that he and Budget
Engineer Klaas will be going over the proposed
budget and talk to Treasurer Huston before bring-
ing it to the City Council . The tentative Budget
will be placed on file for viewing at the first
meeting in April , and a Public Hearing for the
budget held the last meeting , after which time
the budget will be adopted .

WAGE NEGOTIATIONS - Alderman Bown reported that
meetings with interested parties will be
scheduled .
PUBLIC PROPERTY & BUILDINGS - No report .
TREES & PARKS - No report .
HEALTH & SANITATION - Mayor Davidson reported
that he should have a written report from the
Health Department by the next meeting .
UTILITIES - Alderman Fey reported the street
lighting project is still being organized .
WATER - Mayor Davidson reported he met with Mr .
Conover , and Kendall County representatives
for preliminary talks regarding water and sewer ,
to determine the correct way to cross the creek
from Conover ' s property to the proposed county
complex, along with what properties to be
annexed to the City of Yorkville.

SEWERS - Alderman Pfister reported the engineer ' s River Siphon
quiote for the 12-inch siphon under the river , SW Sewer Interceptor
and enlarging the sewer interceptor on the S/W
side of Yorkville is $26 , 800 .
Mayor Davidson requested the City review the
specifications sheets before they go out to
potential bidders to alleviate problems of the
past . Engineer Klaas is requested to contact
Don Schwegel of Baxter & Woodman , to set up a
meeting .
Alderman Pfister moved to direct Baxter & Wood- Bid Specifications
man to prepare the bidding specifications for River Siphon &
the 12-inch siphon under the Fox River , and Sewer Interceptor
enlargment of the southwest side ' s sewer inter- Enlargement
ceptor , not to exceed $26 , 800 . Motion was
seconded by Alderman Jahp . Motion carried .
PUBLIC RELATIONS - Alderman Pfister reported
the City ' s golf outing is scheduled for May 4 ,
1989 . The contracts have been signed , and the
cost is up a bit . Printing is currently being
developed, and there will be a pre-mailing on
April 4 , 1989 and a final mailing on April 15 ,
1989 .
POLICE - Chief Diederich requested to be placed
on the agenda of the March 16 , 1989 Council-as-a-
Whole meeting .
EMERGENCY SERVICES & DISASTER - No report .

YBS BOARD - Alderman Pfister announced the next
meeting is scheduled for March 20, 1989 .
LIBRARY BOARD - Alderman Jahp reported the next
meeting is scheduled for March 13 , 1989 at 7 ; 00
p .m.
CHAMBER OF COMMERCE - Alderman Pfister reported
their next meeting is March 21 , 1989 , with an
AFTER HOURS on the same night from 5-7 p.m. It
will be dedicated to the mrmory of Frank Lovetere
a member of the Board of Directors .
Alderman Jahp moved to adjourn the meeting at Adjournments
