City Council Minutes 1989 05-25-89 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON MAY 25 , 1989 . Mayor Davidson called the meeting to order at 7 : 30 p .m. , and led the Council in the Pledge of Allegiance . Clerk Erickson called the roll : Ward 1 - Small - present Jahp - present Ward 2 - Radke - present Fey - present Ward 3 - Hayden - ABSENT Pfister - present Ward 4 - Bown - present Fahrlander - present A quorum was established . Call to Order Roll Call Alderman Pfister moved to waive the reading of Minutes Approval the May 11 , 1989 City Council meeting and Public P . H. Approval Hearing , and approve them as presented . Motion was seconded by Alderman Bown. Motion carried . Alderman Bown moved to authorize payment of the bills as presented, seconded by Alderman Small. . Clerk called the roll : Jahp - Aye Radke - Aye Fey - Aye Bown - Aye Pfister - Aye Small - Aye Fahrlander - Aye Motion carried . PLAN COMMISSION - Alderman Radke moved that on recommendation of the Plan Commission, the City Council approve the Preliminary Plat and Zoning for Foxfield , First Addition, as presented, seconded by Alderman Fey . Clerk called the roll : Small - Aye Bown - Aye Radke - Aye Fahrlander - Aye Fey - Aye Pfister - Aye Jahp - Aye Motion carried . Engineer Klaas noted that before any further development to the north of the first addition to Foxfield, there would have to be a cross steet . Alderman Radke reported the zoning check list looks goo will be put into use soon. Bills Approval Foxfield 1st Addn. Zoning Check List It was noted that the John Bazon Kendall County KC - Bazan petition on Kennedy Rd . , needs to come before the City . ATTORNEY ' S REPORT - Attorney Kramer distributed an Ordinance changing North St . to Hillcrest Ave . Hillerest/North St . for the City Council to look over and bring back to the next meeting . Attorney Kramer reported easement acquisitions re Council meeting . The demographics plan of Plan needs to get into a that he will have ady for the next City Easement Acquisitions the Comprehensive Comprehensive Plan reproduceable form. Paae 2 May 25 , 1989 MAYOR ' S REPORT - Alderman Bown moved to grant 4-H Pet Parade permission for the Fox River Gardens 4-H Club to hold it ' s 4th annual Pet Parade at 12 : 30 p.m. on July 3 , 1989 starting at the east side of the Beecher Building, through the parking lot , down Game Farm Road to the City Park area , and to have the Police Department provide policing of the event , seconded by Alderman Fey. Motion carried . Alderman Jahp moved to approve Mayor Davidson ' s Library Appointments appointment of Richard Munson, and reappointment R. Munson of Carolyn Bown to the Library Board , seconded C . Bown by Alderman Pfister . Motion carried. Alderman Radke moved to approve Mayor Davidson ' s ZBA Appointments reappointment of Larry Beach and Greg Huber to L. Beach the Zoning Board of Appeals for a 5 year term, G. Huber seconded by Alderman Bown. Motion carried . Alderman Radke moved to approve Mayor Davidson ' s Plan Comm. Appt ._ reappointment of Harold Feltz to the Plan H. Feltz Commission for a 4-year term, seconded by Alderman Small . Motion carried . CITY CLERK ' S REPORT - Clerk Erickson reported that she gave an impromptu talk on City Govern- ment to high school students earlier that day . Kerry & Robin Green ' s application for a package liquor license for the new Amoco Station at Rt . 34 & 47 was referred to the Council of the Whole meeting on June 1 , 1989 . CITY ENGINNER ' S REPORT - Engineer Klaus reported that bids will be opened for the new Public Works pickup truck on Wednesday , May 31 , 1989, and on Friday, June 2 , 1989 for the Tennis Courts Resurfacing. Alderman Pfister moved to authorize Baxter & Woodman, Inc . , to procedd with engineering of the water line from the 16" water tower to Game Farm Rd . , and draw plans and specification for the project , not to exceed $7 , 000 . Motion was seconded by Alderman Jahp . Clerk called the roll : Jahp - Aye Bown - Aye Radke - Aye Pfister - Aye Fey - Aye Small - Aye Fahrlander - Aye Motion carried . Engineer Klaas reported that Jim Olson has com- pleted the easements for the Game Farm Road water Line. Easements - Game Farm Road Alderman gown moved to authorize Mayor Davidson IDOC Request to proceed with requesting approval of the Approval. PUBLIC WORKS REPORT - Alderman Bown moved to Public Works Rpt . accept the report of the Public Works Department , and the Water Department reports of the City of Yorkville, seconded by Alderman Small . Motion carried . Page 3 Mav 25 . 19 BEECHER BUILDING REPORT - Alderman Jahp moved to Beecher Bldg. Rpt. accept the report of the Beecher Building , seconded by Alderman Fey. Motion carried . RECREATION BOARD - Mayor Davidson reported that a letter was received from the Yorkville Woman ' s Club stating that they had voted to allow Shoestring Park to be moved , and will forward a letter to IDOC stating the same . Alderman Bown will be checking to be sure the letter has been sent . Alderman Bown announced the next meeting will. be June 5 , 1989 . KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - Alderman Fey reported on the May 9 , 1989 meeting. Mayor Davidson talked with the IDDC, and the radium grant survey can be used to try to obtain a grant from the Kendall County Economic Devel- opment Commission for the river siphon and replacement of the sewer lines in the west part of town. Alderman Pfister moved to authorize Mayor David- son to proceed with application for the Kendall County Grant , seconded by Alderman Fahrlander . Motion carried . TENNIS COURTS - Alderman Bown reported that he will report on the bids received at the next meeting . SCHOOL COMMUNITY - Alderman Small asked that the Council and Press be on the lookout for jobs for kids for summer . Shoestring Park KC Grant River Siphon West Side Sewer Lines Bids - Tennis Crts . CITIZEN COMMENTS - Matt Clark, along with Mike Cummings presented their ideas for starting up Youth Center a Youth Center in Yorkville , which he would like to run in conjunction with his attending college at Lewis University in Joliet . The project would take approximately $3 , 000 in funds to initiate . Alderman Bown stated that he appreciated Mr . Clark ' s ideas and that he should take them to the Recreation Board, as they would most likely be the ones to oversee such a venture . NEW BUSINESS - Alderman Fahrlander reported a Weeds " weed problem in Countryside Center . Alderman Pfister stated there was also a problem at Clarage ' s house on River Street . COMMITTEE REPORTS FINANCE - Alderman Small reported that Treasurer 1987-88 Audit Huston will contact Sikich & Gardner regarding further breakdowns of costs of the 1987-88 audit . The Bank of Yorkville has contributed money to Beecher Bldg. Roof the roof project for the Beecher Building , and the Yorkville National Bank is also wanting to donate to the project . Page 4 May 25 1989 Alderman Bown moved to approve a one-time payment for a weeks pay based on the 1 . 6% rate as with the rest of the employees , to be paid to the two part-time police secretaries , seconded by Alderman Bown. Discussion followed . Clerk Erickson called the roll ; Pfister - Nay Small - Aye Fey - Nay Fahrlander - Nay Bown - Aye Jahp - Aye Radke - Aye . Motion carried 4-3 . Mayor Davidson vetoed the motion, and referred it back to committee . Employee Salaries Mayoral Veto Alderman Small moved to delegate Alderman Pfister Well Site Property to negotiate, along with Mayor Davidson` on the Negotiations well site property , seconded by Alderman Bown. Motion carried. HEALTH & SANITATION - No report . UTILITIES - Alderman Fey is waiting for a copy of the Centel Cable TV Franchise . WATER - Alderman Pfister reported that City of Yorkville is now on a restricted water status . Attorney Kramer reported that the IEPA have no objections regarding the revisions to the Grant application extension. Also, each amendment requires a seperate filing fee . BUILDING & ZONING - No report . FUTURE PLANNING - No report . STREETS & ALLEYS - Alderman Fahrlander reported the next meeting will be June 1 , 1989 . At the recent meeting the street naming Quinsey vs . Spring, was discussed . Also discussed, was the Fox Industrial Park agreement , and the 1989 Street Repair Program. Alderman Pfister reported that River Street by the dam should be checked as it is beginning to break away at places again. PUBLIC PROPERTY & BUIi.DTNGS - No report . TREES & PARKS - No report . SEWERS - Engineer Klaas reported that 3 addi- tional sump pumps have been orders for the SSES project . Alderman Pfister reported the permission for the the river siphon has been received from the Army Corps of Engineers . CHAMBER OF COMMERCE - Alderman Pfister reported After Hours that he didn ' t attend the last Chamber of Commerce meeting, but that he did attend the After Hours at Yorkville National Bank in honor of their 75th anniversary.
