OF THE VILLAGE OF YORKVILLE KENDALL COUNTY ILLINOIS HELD AT CITY
HALL ON SEPTEMBER 28 , 1989 .
Mavor Davidson called the meeting to order at
7 : 30 p .m. , and led the Council in the Pledge of
Allegiance .

Alderman Bown moved to waive the reading of the
September 14 , 1989 City Council Meeting , and
approve them with the following correction :

PCJZBA REPORT - In regards to the Schneider Schneider Variance
Variance Petition , Attorney Kramer stated that New Hearing
being no motion was made to bring, the matter
back at the next consecutive mee,/ing, by the
losing side , the only way to be heard again is
for Mr . Schneider to request a new hearing . Mr .
Schneider stated he wished to have a new hearing
date, and October 26 , 1989 was scheduled for
the hearing at 7 : 45 p .m. before the City Council .
Tn regards to the Hickory Lane Subdivision Pre- PC89-32-Prel . Plat
liminary Plat ( #PC89-32 ) , there was miscommuni- Hickory Lane Estates
cation, and Mr . Conover and Attorney Grant
are not in attendance .
Alderman Hayden moved to vary from the rules ,
and allow citizen input , seconded by Alderman
Pfister . Motion carried .
Alderman Bown stated that with the concessions
given on the other recent Variance requests , he
felt a through street should be required rather
than a cul-de-sac due to the hardship with
emergency vehicles and school busses .
Alderman Small stated he would have to support
the Plan Commission recommendation of having a
cul-de-sac rather than a through street .
Mayor Davidson stated that it won ' t be long until
Cannonball Trail will be a very busy secondary
highway due to the growth in that particular area,
and the proposed county complex and subdivision
at the intersection at Route 34 .

Kyle Price stated his concerns regarding the
added traffic with a through street , and school
bus pickups .
Martha Price stated that a copy of the concerns
were summarized and presented to the Plan Commis-
sion, and they voted to recommend the cul-de-sac ,
and she urged the City Council to support the
Plan Commission, and at the same time save a large
old tree in the area .
Alderman Hayden asked how many house were currently
involved , and there are six .
Alderman Small moved to recommend to Kendall County ,
the City Council ' s approval of the Plan Commission ' s
recommendation to have a cul-de-sac rather than a
through street in the Hickory Lanes Subdivision .
Motion was seconded by Alderman Jahp . Clerk

Alderman Bown then moved to recommend to Kendall
County , the approval of the Preliminary Plat ,
with the exception of the cul-de-sac , and a
request for a through street . Motion was
seconded by Alderman Fey . Clerk called the

ATTORNEY ' S REPORT - Attorney Kramer reported that
Radium Variance
the request for an expedited decision from the
Illinois Polution Control Board , produced a
request for more details . He stated that the
Council must push ahead on the Hanson property ,
Hanson Property
and look at other- sites as well . There was a
copy of a letter re(-.ei ,7ed from a dissenter to

MAYOR ' S REPORT - Mayor Davidson reported the Resignation M Welton
resignation of Mike Welton from the Recreation Recreation Board
Board .
Alderman Pfister moved to approve Mayor David- Appointment Rec . Brd .
son ' s appointment of Dave Dockstader to the CK- S-Ta ))r=�
Recreation Board to complete the term vacated
by Mike Welton . Motion was seconded by Alderman
Bown . Motion Carried .
Mayor Davidson reported that he met with the Conover Subdivision
residents of Conover ' s Subdivision , and the
matter of their annexation will not be on the

November ballot , but is expected to be on the
ballot in the spring election..
Mayor Davidson proudly announced that Mr . Pfister YBSD Award
has received a national award from the Water
Protection Control Federation Conference in
San Francisco , over 10 , 000 plants .
TREASURER ' S REPORT - Mayor Davidson reported that Treasurer ' s Report-
no report has been received from the Clty
Treasurer to date and there should be an annual
report , and up to date monthly report by the
next meeting .
Alderman Hayden stated that he has a hard time
without the reports , and stands on record that
he cannot vote to approve bills in the future
until he knows where the budget stands .
CITY ENGINEER - Alderman Small moved to accept
the high bid received from Rick Merkel. for the
1975 Public Works Pickup , seconded by Alderman
Bown . Clerk called the roll. :

BKFD - It was announced that the annual
Spaghetti Supper for the Fire Department is
on October 7 , 1989 at the fire barn.

TENNIS COURTS - Alderman Bown reported that Tennis Courts
the tennis courts are getting plenty of action,
and that the users are pleased with the
resurfacing of them.

FINANCE - Alderman Small moved to adopt the
Tax Levy , by passing ORDINANCE # 1989-8 entitled
"AN ORDINANCE FOR THE LEVY AND ASSESSMENT OF
TAXES FOR THE FISCAL YEAR BEGINNING MAY 1 , 1989
AND ENDING APRIL 30 , 1990 FOR THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, KENDALL COUNTY ,
ILLINOIS" , seconded by Alderman Pfister . Clerk

PUBLIC PROPERTY & BUILDINGS - Alderman Bown PD Roof Bids
moved to accept the lowest hid received for the
Police Department roof , as reviewed in the
latest Council of the Whole meeting on Septem-

TREES & PARKS - it was reported the tree in the
park has been cut down to the point that it is
a safe situation .
Mayor Davidson, forwarded a book of playground
equipment and games to the Recreation Board .
HEALTH & SANITATION - No Report .
UTILITIES - No report .
WATER - :Mayor Davidson reported that he is still Hanson Property
waiting for a call from Mr . Hanson ' s attorney Radium Problem
regarding the Radium matter .
Alderman Pfister reported that he has made
contact with an experienced person regarding
variances , and that he has requested copies
that Attorney Kramer is supplying , along with
the radium analysis . There will be a meeting
on October 3 , 1989 at 7 : 30 p .m. at City Hall .
Mayor Davidson is waiting for contact from
Plano regarding the sell of water .
Alderman Pfister reported that at the Muni-
cipal League Conference , it was reported the
EPA will be doing total analysis testing , at
a considerably lesser rate .
BUILDING & ZONING - Mayor Davidson reported
that there is a Public Hearing scheduled for
the Conover/Kendall County Annexation & Zoning
on October 26 , 1989 at 7 : 00 P .M.
FUTURE PLANNING - No report .
STREETS & ALLEYS - It was reported that the
blacktopping regarding McHugh & Spring Street
ran into a slight problem with the ditch, but
will be corrected .

Mayor Davidson reported there was a recommen- Stop Light

for a stop light at Spring Street , rather than
Somonauk Street .

a list `fr'om Chief Diederich and Engineer Klaas
as to where the additional signs should be
placed . It will be presented for passage at the
next City Council meeting .

-SEWERS - Alderman Pfister reported that the
Pottinger/Clayton Sewer line has been TV ' d ,
and the property restored , complete .
Alderman Pfister moved to authorize Potti_nger ' s
bill to be placed on the next bill 'list for
payment , seconded by Alderman Hayden . Motion
carried .
Alderman Pfister reported the the EPA permits
for the Niles Foxfield First Addition have not
been signed by the YBSD , and will not be until
they are annexed into the district .
PUBLIC RELATIONS - No report .
Pottinger/Clavton
EPA Permits - Nil
POLICE - Alderman Jahp reported that it would be PD/School Activities
be at the discretion of the Chief Diederich as
to the Off Duty Police Officers working at school
sponsored activities .
The School District would like to have the City School/Traffic Laws
enforce the laws on their property . Attorney Intergovt . Agmt .
Kramer stated this could be done through an
intergovernmental. agreement , which he will have
ready for the next meeting.
EMERGENCY SERVICES & DISASTER - No report .
YBS BOARD - Alderman Pfister reported the next
meeting is October 1. 1 , 1989 .
LIBRARY BOARD - Alderman Jahp reported the next
meeting is OCtober 10 , 1989 at City Hail .
CHAMBER OF COMMERCE - Alderman Pfister reported
the next meeting is on October 17 , 1989 at
7 : 30 a .m. at the Williamsburg . The chamber is
requesting the attendance of a City Council
representative .
ADDITIONAL BUSINESS - October 9 , 1989 is the
next Recreation Board meeting at the Beecher
Building .
Alderman Hayden reported that the issue of No
parking along the City Park on Route 47 will
be a topic for discussion on October 19 , 1989 .
He will see that there is publeity regarding
the meeting in the paper , so residents and
interested parties can present their concerns .
Alderman Pfister reported that he met with utility Billing
City Clerk, and Engineer Kl.aas regarding the Computer System
utility billing computer system replacement ,
and that it was a good , informative meeting ,
with all points of view being brought out for
discussion .
