Alderman Jahp moved to waive the reading of the Minutes Approval
minutes of the September 28 , 1989 City Council
meeting and approve them as presented , seconded
by Alderman Fey . Motion carried .
Alderman Small moved to waive the reading of
the minutes of the Truth & Taxation Public Hear- PH-Truth & Tax
ing held on September 28 , 1989 , and approve them Minutes Approval
as presented , seconded by Alderman Jahp . Motion
carried .
Alderman Jahp moved to authorize payments of the
bills as presented , seconded by Alderman Small .

ZONING BOARD OF APPEALS REPORT - There was no
quorum again at the Zoning Board of Appeals meet-
ing held on October 2 , 1989 regarding the Hickory
Lane Variance request . Being the board is
advisory to the City Council , the City Council
acted on the report from the meeting .
Bills Approval
Alderman Fey moved to notify the developer of ZBA89-6A - Variance
Hickory Lane Estates to attend the Council of the Hickory Lane Est .
Whole meeting on October 19 , 1989 for discussion Refer to CofW
rather than referring it back to the Zoning Board
of Appeals . Motion was seconded by Alderman Fey .
Motion carried .
PLAN COMMISSION REPORT - The next Plan Com- PC Meeting
mission meeting is scheduled for October 18 ,
1989 at 7 : 00 p .m. at the Kendall County Board
Room.
ATTORNEY ' S REPORT - Attorney Kramer reported that
the School District/ Police Department Inter- Intergovernmental
governmental Agreement is in the hands of Jeff Agreement School/PD
Storm at this time .
Attorney Kramer reported that he will have the
Stop Sign Ordinance for the next City Council.
meeting .
Attorney Kramer reported that the offer to
purchase has been sent to Mr . Hansen for his
property. A public hearing will be needed
before the City Council before the City can
enter into the actual closing .

Davidson to execute ORDINANCE 41989-9 which
changes McHugh Road to Spring Street . Motion
seconded by Alderman .Jahp . Motion carried by
voice vote with Alderman Fey voting Nay .

Attorney Kramer relayed a citizen complaint Complaint/Bal. lfields
regarding the baseball. fields on the Game Farm
property and the water line that will. be going
across property . The project must be finished
and restored by April 1 , 1990 for baseball
season.
The force annexations on Route 47 are still in
the working stages .
A copy of the Hansen ' s property purchase agree-
ment will be included in the refi. ling of the
Radium variance request .
Alderman Hayden moved to authorize the Mayor &
Clerk to execute the Radium Variance Extension
request , seconded by Alderman Fey . Motion

Attor. nev Kramer stated that there will need to Step Problem
to be a committee meeting involving the all in- W.VanEmmon & 47
volved in the step problem at the s /w corner of
W. Van Emmon and Route 34 .
MAYOR ' S REPORT - Mayor Davidson proclaimed the
day of October 13 , 1989 as Lions Candy Day in
the City of Yorkville.
Mayor Davidson proclaimed the 4th week of
October as Fox Valley Alcohol/Drug Dependency
Week .
Attorney Kramer was directed to draft an
ordinance to reclassify the R-3 zoning , for
passage at the October 26 , 1989 City Council
meeting .
CITY CLERK ' S REPORT - Clerk Erickson announced
a Public Hearing at 7 : 45 p .m. before the City
Council at the October 26 , 1989 City Council
meeting.
Clerk Erickson also announced a Public Hearing
before the City Council on October 26 , 1989 at
7 : 00 p .m. regarding the KEndall County/Conover
Annexation .

Chief Diederich reported that the Kendall County KC ESDA Plan
Emergency Disaster Plan is completed . He will
obtain a copy for the city . It was suggested
various department of the city should have a
plan on file .
Alderman 3ahp moved to accept the report of the BB Report
Beecher Building, seconded by Alderman Small .
Motion carried .
Alderman Bown arrived at 8 : 18 p .m. Ald . Bown Arrived
Alderman Bown moved to accept the reports of Public Works /Water
the Public Works and Water Department , seconded Reports
by Alderman Hayden . Motion carried .
RECREATION BOARD - Alderman Bown reported that Contract Let
the contract has been let regarding the back- Backstops
stops at the baseball fields , and that construc-
tion will begin within two weeks .
Discussion was held at the recent meeting re- Playground Equipment
garding option to purchase playground equipment ,
and the board voted to purchase up to $ 1200
of equipment . Mayor Davidson stated it will
be purchased for approximately 5900 .
Alderman Bown reported the newest two members
of the board have not attended the meetings .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION -
Alderman Fey announced the next meeting will
be October 17 , 1989 at 7 : 30 p .m. at the Kendall
County Board Room.

FINANCE - Engineer Klass recommended no action Employee Manual
at this time regarding amendments to the Employee Amendments
Manual , until all employees have had a chance
for their concerns to be heard .
PUBLIC PROPERTY & BUILDINGS - Attorney Kramer
will be filing a forcible entry & detainer
claim against the tenants in the 701 N. Bridge
city owned house for non-payment of rent .
TREES & PARKS - No report .
HEALTH & SANITATION - Attorney Kramer stated
that privately owned condos , in more than 2 unit
buildings , are not considered to be single
family units , and will have to contract for their
own garbage pickup as in other multi-family
buildings .
UTILITIES - Mayor. Davidson reported there is talk
of updating the main switching station in
Yorkville .
WATER - Alderman Hayden moved to recommend re-
taining Ray Haish to be representative for the
City of Yorkville at the Illinois Pollution
Board regarding the Radium Variance Request ,
seconded by Alderman Small .
Alderman Hayden amended the motion to not
exceed 55 , 000 payment , seconded by Alderman Small .

Clerk called the roll on the full motion to
recommend retaining Ray Haish to be repre-

BUILDING & ZONING - It was announced the Conover
Annexation will go before the City Council on
October 26 , 1989 for a required Public Hearing .
Attorney Kramer suggested taking the B-3 Rezoning
request on Route 47 , at Colonial Parkway under
consideration as to what the City wants for that
area in the future .

was unable to attend the meeting , but Mrs .

be a Library Board Committee of the Whole
meeting on Monday, October 23 , 1989 at 7 : 00
p .m. at the City Hall . There will also be
a regular meeting of the Library Board on
November 13 , 1989 at 7 : 00 p .m. at the City
Hall .
CHAMBER OF COMMERCE - The quarterly dinner
meeting will be October 26 , 1989 at the
Williamsburg, and the school board
candidates will be present at the meeting .
ADDITIONAL BUSINESS - Alderman Jahp moved
to change the December 14 , 1989 City Council
meeting to December 7 , 1989 , seconded by
Alderman Bown . Motion carried .
