Mavor Davidson called the meeting, to order at
7 : 00 p .m. and led the council in the Pledge of
Allegiance .

of Quinsey Road , along with approving the
final plat of Prairie Lands Subdivision. Motion
was seconded by Alderman Small . Clerk Erickson

ATTORNEY ' S REPORT - Attorney Kramer reported Recreation Board Ord .
the Ordinance creating the Recreation Board
has been drafted and is ready for passage
later at tonight ' s meeting .
Attorney Kramer reported there have been some Proposed Annexation
been some minor changes in Go-tanes annexation Go-Tape
agreement and will be ready for approval soon.
A copy of the Subdivision Control Ordinance will
be forwarded to them, as requested.
Attorney Kramer reported that River Street
apartments have individual meters . Director River St . Apts .
Johnson corrected that to be onlv the 206 River
St . building . Names and addresses of tenants
have been submitted for 206 , and they have been
informed that a deposit will be required .
Mavor Davidson is in contact with the Wildwood Wildwood
developers .
Attorney Kramer reported there should be a Zoning-101 S .Bridge
zoning change at 101 S . Bridge St . regarding the
type of business within the building . They are
using it for body work use , and should be a
Special B-4 use .

to approve Mayor Davidson ' s appointment of Mike

dian, and Public Works part-time employee accord-

Mayor Davidson reported that he is working on the
commission appointments , and also the city council
meeting date charts . They will be presented when
they are completed .

TREASURER - Alderman Bown asked Treasurer Huston 701 N . Bridge House
if funds had been allocated in the 1988-89 budget Painting
for the painting of the city-owned house at
701 N. Bridge St . Treasurer Huston responded
that there were funds for the project .
PLAN COMMISSION - Alderman Radke reported on the
April 20 , 1988 Plan Commission meeting . The Hatcher Rezonin
Hatcher rezoning was approved . Approved
There was no decision regarding Leonard Devick ' s L. Devick-Woodla
Woodlands Subdivision. The petitioner was not Subd .
present . There were several concerned residents
of the area in attendance , voicing concerns with
the subdivision.
Alderman Radke , seconded by Alderman Bown moved
on Plan Commission recommendation, to approve
Wackerlin ' s Subdivision as presented with the
following considerations :
1 ) Annexation when the property becomes
contiguous to the City , connection
to all public utilities , and to include
the wording on each of the property
deeds ;
2 ) A copy of the development concept plan
on file ;
3 ) $9 , 000 in escrow by Mr . Wackerlin for
Widening of Tuma Rd . , and
4) Utility easements to the back of the
lots .

Alderman Radke moved to approve the Gordon Swan- Blackberry Creek Subd
son Blackberry Creek Subdivision subject to the Approved
change in language "contiguous to subject
property" , and subject to an engineering
drawing, seconded by Alderman Bown. Motion

Alderman Radke reported the Plan Commission has
expressed concern regarding the lack of
engineering drawings being submitted to the
Plan Commission before final platting .
Mayor Davidson reported that he will be going
to IDOT in Ottawa regarding Conover ' s Subdivi-
sion entrance . Mr. Conover will furnish the
road to the east of the road going to either
Sunset or North Street . The road extension
to the south will be deleted from the plans .
Mr . Conover has been assured that he will be
granted all the variances he will be needing .
The City Council recommented proceeding with
the plans .
HUMAN RESOURCE COMMISSION - Arl-u2r—i� raii
reported onthe recent meeting with the Chamber
of Commerce . Members of the commission will
assist the Chamber in handing out Welcome
packets to new residents of the City.

again by request . Alderman Pfister is to obtain
cost figures for the Public Relations committee
to work on the project .

PARK COMMISSION & RECREATION DEPARTMENT -
Alderman Bown reported that the requirements
for an assistant to the Park Director were
discussed at the last meeting , along with
the Park Board Budget .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION -
Alderman Fey reported that there was no quorum
for the last meeting . The next meeting will
be May 10 , 1988 at 7 : 00 p .m.

KENDALL COUNTY EMERGENCY SERVICES & DISASTER
COORDINATOR - Chief Diederich reported that
the next meeting of the committee will be May 9 ,
1988 at the Kendall County Office Building re- KC Disaster Plan
garding the additions and corrections to the
disaster plan.
SCHOOL COMMUNITY - Alderman Jahp reported on
the recent school board meeting . They hired
a janitor and part time secretary. School
dates for the next year were discussed . Student
Government Day was announced for May 12 , 1988 .
QLD BUSINESS - The owners of the stairs on south- Stair Repair
west corner of Van Emmon & Rt . 47 have not been
found to date .
The next meeting of the City Council will be CC Meeting Change
at the Kendall County Board Room on May 12 , 1988
at 6 : 30 p .m.

UTILITIES - No report .
WATER - A letter from the City of Batavia was
relaved to the Council regarding their stand
on the EPA Radium Standards . They have sent
the letter to the Attorney General requesting
him to start a class action suit against the
federal EPA . The letter stated that if in
agreement with Batavia, they wished us to send
a similar letter . The matter was referred to
the water committee .

A letter was received from Roger Sellburg of the New Water Supply
Division of Public Water Supply regarding an System
inspection was held April 25 , 1988 , and has been
referred to the City Treasurer for final payment .
There will be a visual audit of the radium
situation for the DECCA grant on May 3 , 1988
at 1 : 00 p .m. Jim Cummings will be present ,
and Mayor Davidson will also attend .
A synopsis of water treatment thru a filtering
system such as in swimming pools and small
water plant operations , not using and oxidation
process was given. A demonstration will be held
in Yorkville with invitations going to neighbor-
ing communities and political figures .
BUILDING & ZONING - Alderman Radke reported on
the April 26 , 1988 committee meeting . Barry
Niles Foxfields Subdivision, and Conover ' s
Subdivision Entrance were discussed .

A letter was reported on from the Kendall County
Assessor ' s office regarding their turning mapping
services over to Sidwell Company . They inquired
as to whether the City would want yearly update
maps . Response needs to be turned in by May 2 ,
1988 . The City will respond to get costs
regarding a yearly update of certain pages .
The next meeting will be May 11 , 1988 , at
7 : 00 p .m. at City Hall .
FUTURE PLANNING - Alderman Radke reported
that he is almost to the point of being
ready to call a meeting regarding the
codification .
STREETS & ALLEYS - Mayor Davidson reported he
will be meeting with Hope Grote of NI Gas
regarding the 20-25 road cuts to be made in
conjunction with the replacement of gas main
on Fox Road. He received City Council
concensus to request them to move the main
out of the street and save cutting into the
street at so many places .
SEWERS - Alderman Pfister reported that Baxter
& Woodman is working on the Heustis Street
Sewer project bid documents , as well as the
capacity plan .
Alderman Pfister reported that two bids were
received regarding the Countryside Pkwy. Sewer
Project as follows :

Davis Construction Co. - $48, 977 . 95
both with 10% bid bonds , and 60 days completion
dates .

Parkway Sewer job to low qualified bidder , David
Construction Co. in the amount of $48, 977 . 95 ,

everyone of the City Golf outing on May 5 , 1988 . City Golf Outing
He reported that 33 signs have been sold , and
there has been a very positive response .
FINANCE - Alderman Small reported that the budget
and wage & benefit negotiations were the topic
of the April 21 , 1988 committee meeting.
The next meeting is May 10 , 1988 at 7 : 00 p .m.
Employees will be sent letters regarding the
times they are scheduled for negotiations , Wage/Benefit
along with Mayor Davidson, and the committee
members .
Alderman Small reported a payroll savings plan Payroll Savin
has been offered to employees thru Champion
Federal Savings if enough are interested to
proceed on it .

Alderman Small reported on the LOCIS proposal
for approximately $29 , 000 . Another community
using that system will be contacted so that
we may have a first hand look at it .
Alderman Small reported there was a discussion
involving the proposed special census .
Treasurer Huston noted changes in the 1988-89
Budget that is being presented as follows :

entitled "AN ORDINANCE ADOPTING THE ANNUAL BUDGET
FOR THE FISCAL YEAR 1988-89 FOR THE UNITED CITY OF
THE VILLAGE OF YORKVILLE" , to include the changes
noted above , seconded by Alderman
Pfister . The budget total is $4 , 475 , 000 . Clerk

Alderman Bown stated that recreation funds will
be handled in a separate account , accountable
to the Recreation Board, and the City Council
will receive a monthly report of those funds
for city budget purposes . All other aspects of
funds for the recreation department will go
through the city budget , such as salaries ,
and operational expenses .
POLICE - Alderman Hayden reported that one of
the squad cars is being presently rebuilt .
Alderman Hayden reported that the radar gun
is $700 more than what is budgeted for it .
Funds for the Lt . position is incorporated in
the 1988-89 budget .
EMERGENCY SERVICES & LLEASTRR - No report .
YBS BOARD - Alderman Pfister announced the next
meeting will be May 16 , 1988 .
LIBRARY BOARD - Alderman Fahrlander announced
the next meeting will be May 9 , 1988 at 7 ; 30 .
CHAMBER OF COMMERCE - Alderman Pfister reported
the chamber ' s quarterly dinner. Detective
Sibenaller was guest speaker on crime prevention .

to the request for a letter to the Attorney
General regarding the City of Batavia ' s letter
