City Council Minutes 1988 03-24-88 (public hearing 1) MINUTES OF THE PUBLIC HEARING OF THE UNITED CITY OF THE VILLAGE OF
YORKVILLE, KENDALL COUNTY, ILLINOIS . HELD AT CITY HALL ON MARCH 24.
1988 , TO HEAR OBJECTIONS AND COMMENTS REGARDING THE CDAP (COMMUNITY
DEVELOPMENT ASSISTANCE PROGRAM) GRANT FOR RADIUM REMOVAL IN THE WATER
SYSTEM .
Mayor Davidson called the Public Hearing to order at 6 : 35 p .m.
Present were Mayor Davidson, City Clerk Erickson, Aldermen Hayden &
Bown, Jim Cummings from CDAP . and Kathy Farren from the Kendall County
Record.
Mayor Davidson turned the Public Hearing over to Jim Cummings, who then
explained the purpose of the hearing in obtaining citizens' input and
public discussion.
Mr. Cummings further advised on the types of assistance & funds
available, eligibility for the grants , ceiling on the grants , and the
field of competition for the grants .
Explanation was given by Mr . Cummings regarding the city-wide survey
that was conducted regarding household incomes , and it ' s relationship
to the project . along with the hazardous radium level in it's water
system as established by the EPA .
The grant will cover approximately 75% of the cost, with the city
bearing the burden of the additional approximate of 25% .
The grant must be submitted by March 29 , 1988 , and has a 90 review
period.
Mr . Cummings stated that access to all needed public records has been
given, with the exception of payroll .
Mr. Cummings described the proposed project as one to reduce the radium
level in the public water supply to below 5 pico curies per liter , and
that the project would total in excess of $ 1 , 400, 000 .
Mr. Cummings requested the Council to sign two resolutions regarding
the grant application. The first is to authorize the filing of the
application for a CDAP Grant from the DCCA ( Illinois Department of
Commerce & Community Affairs) , and the second committing the City
of Yorkville to expends the finds to finance their portion of the
grant .
There being no objectors or comments from the floor ,
Alderman Bown moved to adjourn the public hearing at 6: 45 p.m.,
seconded by Alderman Hayden. Carried .
