OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY
HALL ON FEBRUARY 25 , 1988 .
Mayor Davidson called the meeting to order at
7 : 00 p .m. and led the Council in the Pledge of
Allegiance .

ATTORNEY ' S REPORT - Attorney Kramer reported
there is a need for a building & zoning
committee meeting regarding the Bowling Alley
annexation. The contract sellers have objections
to the annexation agreement . The meeting is
scheduled for March 3 , 1988 at 7 : 00 p .m. at City
Hall .

Attorney Kramer presented the draft of the Park
Board agreement that is still in need of more
work before final presentation for vote .
There has been no word from the most recent
letter sent to the owners of the River Street
apartments . March 1 , 1988 is the deadline for
further action.
The YBSD/City Intergovermental Agreement is not
available for passage .
The Lions Club Agreement still needs more work
before being presented for passage .

MAYOR ' S REPORT - Mayor Davidson reported that he Resignation - HRH__
has received a resignation from Robert Frye of R. Frye
the Human Resource Commission. Mr . Frye has
indicated that he will still continue his
cooperation with the Student Government Day
program.
Mayor Davidson requested the Finance Committee to
discuss the Human Resource Commission, and it ' s
value to the City other than the blood drive
calling , and 4th of July Humanitarian Award .
CITY CLERK - Alderman Radke moved to refer the

Clerk Erickson announced there will be a Special Special Meeting
Library Board meeting on Monday , March 7 , 1988 at Library Board
7 : 30 p.m. to discuss the budget . Budget
Clerk Erickson announced a Public Hearing before Public Hearing
the City Council on March 24 , 1988 at 6 : 45 p.m. Comprehensive Plan

at the City Hall regarding the Comprehensive
Plan.
Clerk Erickson announced a Public Hearing before
the City Council on March 24 , 1988 at 6 : 30 p .m.
at City Hall , regarding the radium survey as
required .
PUBLIC WORKS - Mayor Davidson reported that the
city streets have been posted for weight limits ,
and that Director Johnson should be contacted if
anyone wishes to use a posted street for trans-
port of heavy equipment , and the Police Depart-
ment is to be called if any potholes are dis-
covered .
PLAN COMMISSION - Alderman Radke reported on the
February 17 , 1988 Plan Commission meeting. Mr .
Clarage has been requested to incorporate any
ideas that have been favorably presented into
the Comprehensive Plan. It will go b`gf,pre. the
Plan Commission for approval on March , 1 8 ,
and then to the City Council for final approval
on Mar c- 'Mr 88 , following the public hearing
for same .

Comprehensive Plan
Regarding PC88-8 , construction traffic will be
via a road off Route 71 , rather than through PC88-8 - Wildwood-1
Crooked Creek Subdivision. On recommendation k0-f
of the Plan Commission, Alderman Radke moved
to approve the Preliminary Plat of Wildwood
Unit 1 , without variances , and subject to the
following :
1 . Engineering ;
2 . Recording of the water retention ease-
ment ;
3 . Agreement with Kendall Township Road
Commission regarding the construction
access road ; and
4 . Annexation of the total area ( 100 acres )
into the Yorkville-Bristol Sanitary
District .
Motion was seconded by Alderman Bown. Motion
carried.
Alderman Radke moved that on Plan Commission PC88-7 -KC Rezonin
recommendation, Petition #PC88-7 by Kendall Gordon Swanson
County & Gordon Swanson to Rezone A-1 to R-3 Approved
Single Family on Rt . 47 & Kennedy Rd . , be
approved, contingent to annexation to the City
Yorkville at the time it becomes adjacent to
the City, provision for water/sewer easements ,
and other City requirements . Motion was
seconded by Alderman Bown. Motion carried.
Alderman Radke reported that Petition #PC88-6 PC88-6 - L Dew-k
by Leonard Devick regarding Woodlands Subdivision Woodlands Prel .Plat
Preliminary Plat was discussed . The subdisision
is located on E. Van Emmon Road. Constructive
suggestions were made by the Plan Commission to
Mr . Devick .
Alderman Radke reported that Petition #PC88-4 PC88-4 - City of Ykv .
by the City of Yorkville to vacate North Street Vacate North St .
and rededicate a new street was referred to Rezone B-2 to R-2
the committee meeting on March 3 , 1988 at 7 : 00
p .m. at City Hall . The Public Hearing Legal

Notice should have been R-3 rather than R-2
request for rezoning, and will be redone for the
March Plan Commission meeting .
RECREATION DEPARTMENT - Alderman Bown reported
that the new spring class schedule has been
passed around to council . He made mention of
Beecher Building keys not having enough control ,
and a better method of keeping track of them
should be introduced , with one person responsible
for them .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION -
Alderman Fey reported that Precision Packaging
has received a grant, and that The Open Door
grant application is for $75 , 000 for purchase of
machinery.
The next meeting is March 15 , 1988 .
HUMAN RESOURCE COMMISSION - Alderman Small
reported that the next Blood Drive is March 3 ,
1988 at the Beecher Building . He will be
contacting Bob Frye regarding a date for
Student Government Day .
The next meeting is March 21 , 1988 at City
Hall .

KENDALL COUNTY EMERGENCY SERVICES & DISASTER ESDA Plan
COORDINATOR - Chief Diederich reported that the
State ESDA is looking at the Kendall County Plan ,
and will make the necessary changes , before
submitting it back to Kendall County.
The Mock Disaster Plan has been called off .
BKFD & BKEMS - Mayor Davidson reported that he Hydrant Flow Tests
talked to Mike Hitzemann regarding marking of
fire hydrants for flow tests . He is in need
of a good hydrant map , which Director Johnson
responded was available at his office , and he
will submit a copy of it to Mr . Hitzemann.
SCHOOL COMMUNITY - Alderman Jahp reported on
the February 22 , 1988 School Board Meeting.
There will be early school dismissal on
February 26 , 1988 . The City ' s request for an
easement in the vicinity of Orange Street was
discussed , and will be further discussed at
their March 14 , 1988 meeting .

PUBLIC PROPERTY & BUILDINGS - No Report .
TREES & PARKS - Alderman Bown moved to authorize
purchase of two storage boxes for Girls Softball
at a cost not to exceed $700 .00 to be paid for
out of the Land/Cash fund . Motion was seconded
by Alderman Pfister. Clerk called the roll as

Alderman Bown reported that since Stormy Gray First Aid Trainin
is wanting to take a First Aid Course , it might
be a good idea to offer it as a Recreation
Program for the community as well . Alderman
Jahp felt it a good idea to include the Public
Works personnel as well .
Alderman Bown moved that the Tree Program be 1988 Tree Program
continued for the 1988-89 fiscal year , allowing
a $400 ceiling for requests of $25 . 00 reimburse-
ment per person for a hardwood tree , seconded by
Alderman Pfister . Clerk Erickson called the

Alderman Bown reported that the Committee has
requested Director Johnson to obtain an outside
opinion regarding bad trees in the City that
may need removal .
Alderman Bown called attention to the tentative
Park Board budget , and noted that the salaries
are not transferred from the Recreation Budget .

WATER - Alderman Jahp reported the next meeting
will be March 2 , 1988 at 7 : 00 p .m. at City Hall .
The radium variance will be discussed, along with Radium Variance
the bid received for the W. Fox Street Water Main,
from R. Smith Excavators , in the amount of W.Fox Water Main
$75 , 277 . 35 , the Engineer ' s Estimate being
$68, 000 .
Also reported a promising test drill of the well
north of the viaduct on Rt . 47 . They are wait-
ing for the last well to be drilled in Plano ,
and it will be discussed at the next water
committee meeting .
BUILDING & ZONING - Alderman Radke announced the
next meeting is March 3 , 1988 at 7 : 00 p .m at
City Hall .
FUTURE PLANNING - Alderman Radke reported the
Codification meeting was cancelled on February
23 , 1988 and rescheduled for March 9 , 1988 at
7 : 00 p .m at the Water Tower .
STREETS & ALLEYS - Alderman Fey reported that
there will be a Streets & Alleys committee meeting
on March 17 , 1988 at 7 : 00 p.m. at City Hall . The
scheduled Finance meeting is cancelled at that
time .

Alderman Pfister moved to allow Northern Illinois NI GAS Construction
Gas Company to do one side of town, and when Permit
finished , to then do the other side , and to
approve the permit for the requested construction .

SEWERS - Alderman Pfister reported the recent
committee meeting was held with Karin Salisburn,
regarding her sewer problem, but that Nelson
Pottinger did not show up for his input into
the matter . There will be another meeting on
March 2 , 1988 to discuss the matter further ,
following the water committee meeting.
Mayor Davidson requested that the cost figures
be set for sanitary sewer hookups on Jackson
Street .

It was reported that , regarding the sewer Sewer Capacit
capacity study, Don Schwegel of Baxter & Woodman ,
has indicated they should have a crew out
by the first week of March to check the sewer
flows .
PUBLIC RELATIONS - Alderman Pfister announced
that May 5 , 1988 is the date set for the City
Golf Outing .
FINANCE - Alderman Small reported on the recent
committee meeting . Discussion was on the United
Chambers Insured Plan proposal , the 88-89 Budget
figures , health insurance coverage for Library
employees , and the special census .
Alderman Hayden requested an Executive
Session at the end of the regular City Council
meeting regarding finance & personnel .
POLICE - Alderman Hayden reported on the Police
Committee meeting of February 9 , 1988 . Discus-
sion was on personnel matters , the 1988-89 Police
Dept . budget , and the resignation of Bonnie
Fifield , along with an Executive Session regard-
ing Police Personnel .
EMERGENCY SERVICES & DISASTER - No report .
YBS BOARD - Alderman Pfister announced the next
meeting is March 21 , 1988 .
LIBRARY BOARD - Alderman Fahrlander reported
on the February 14 , 1988 committee meeting.
He announced there will be a Special Meeting
on March 7 , 1988 at 7 : 30 p.m. at the Yorkville
Public Library .
There was a report regarding the library carpet-
ing . Mayor Davidson requested Alderman Fahrlan-
der to get a written report from Mr. Thanepohn
regarding his findings upon looking at the
carpeting himself .
_CHAMBER OF COMMERCE - Alderman Pfister reported
that there are two new business members of the
chamber, Hair Creations , and K&K Well Drilling.
The chamber buide was discussed at their recent
meeting along with an increase of 15% in the
advertising fees . Officers for the 1988 year
were introduced .

ADJOURNMENT - Alderman Jahp moved to adjourn the Adjourn
meeting into Executive Session regarding Finance Executive Session
and Personnel at 9 : 00 p .m. , the Executive Session
to begin at 9 : 15 p.m. Motion was seconded by
Alderman Fey . Motion carried .
The regular meeting was reconvened at 10 : 10 p.m.

health insurance coverage for the City ' s
Library Director , through the regular City
policy, and to instruct Attorney Kramer to look
into the question as to coverage of all city
employees spouses . Motion was seconded by
Alderman Hayden . Alderman Small stated he would
like to give thought to contributing coverage
for additional persons . Clerk ERickson called
