This committee will report these findings back to the City. Citizen Comments: Amy Cesich said the committee knows how she feels about the REC Center and what she would like to see what happens with it. Her main purpose for attending is to see what the committee comes up with for Plan B to see if it matches up with what is already in place. Ron Walker thinks negotiations are going well and said Mayor Golinski has been very gracious in meeting with him and in going back-and-forth with negotiations. Mr. Walker feels the current offer on the table is still a very positive way to go. He also expressed his concern that the city is not making recreational programs a priority. He's afraid that even if he gave the facility away, it would still come down to a 4-4 vote, with the mayor breaking the tie; and that, as someone who's lived in the community for 40-some years, somewhat offends him that the city consider that department as a little bit more of a need. Previous Minutes: Since this is the first meeting of the committee, there are no previous minutes. New Business: Recreation Facility Alternatives: Chairman Funkhouser made it clear to the committee that their purpose is to look at alternatives in lieu of purchasing the REC Center in case a Plan B or Plan C is needed. Currently, there are 200+ classes being offered; rent is $18,000/month; some of the previous venues for classes are no longer available. Mr. Koch said the city has lost several of the buildings it had been using for recreational programs prior to the Rec center(former Post office, Beecher center) are no longer available for use. Mr. Funkhouser said the city has no ability to build a new center, but Mr. Kot said such a plan wasn't out of the question for the future. Mr. Kot suggested the immediate need will be met by an existing vacant building that could be rented or something the city doesn't own that could be worked out. He was not opposed to looking at what it would take to build something to suit the city's needs. Mr. Olson said a"safe estimate"to construct a similar facility with similar amenities would be in the $5 million to $6 million range. Mr. Funkhouser said that would probably fall under the category of Plan C or Plan D. Several suggestions were made regarding partnering with the school district; along with a suggestion to invite a member of the Yorkville School District to attend the next meeting. The question of taxes came up and Mr. Koch said people are concerned that if the Rec Center were to close, they'd be paying just as much in taxes for fewer services. Mr. Funkhouser reiterated that tonight's meeting was a"broad picture" for brainstorming ideas and repeated they would like to have a School District member present to talk about their ideas. Mr. Kot would like a snapshot of what the city was doing before they moved into the Rec center. He would like the know the programs they were offering; a rough number attendance-wise; how many people were participating; what age groups; number of staff, that type of thing. Mr. Olson said he could print out the staff stats and probably find a catalog from the time period prior to the Rec Center. Ms. Horaz wanted to see comparisons of where they were; what they did in the interim; and where things are now with the Rec Center, along with an idea of available parcels of land. Mr. Koch would like to see a list of rental spaces available, possible foreclosure space, etc., to take another look of what's `out there.' Mr. Funkhouser asked Mr. Walker how large the area would be if the pool were not included. Mr. Walker said it was around 4,000 square feet (not including rental properties). Mr. Walker also pointed out that those who visit the Rec Center aren't just from Yorkville, but communities from all over the Kendall County area, including Oswego, Sugar Grove, Plano and Sandwich. Mr. Walker asked if the aldermen were 100% against any funds from the General Fund money going toward the facility from June, 2013 going forward? Mr. Funkhouser said he cannot say 100%, for one, there are still ongoing negotiations; and secondly, they cannot say what the future will hold. The ideal situation is for recreation to pay for itself without pulling out of the General Fund. Ken Koch asked if he was free to share the information of this Ad Hoc meeting with the members of his Park Board meeting tomorrow night. Ms. Horaz said she thought it should be shared with them and staff. Mr. Funkhouser said it should be as open as possible. Adiournment• The next meeting is Monday, January 30, 2012. It was agreed that Monday's work best for a number of the members of the committee. Date: January 27, 2012 .MQW* Subject: Recreation facility alternatives packet materials LE Summary An outline of packet materials for the January 30, 2012 Recreation Facility Alternatives Adhoc Committee meeting. Background At the first meeting, the adhoc committee directed staff to provide a copy of catalogs from before we leased the REC Center and after we leased the REC Center. Both of those catalogs are attached. The committee also asked for materials from the Parks and Recreation Administration facility that was contemplated to be built on the Riemenschneider Park property in 2006. The facility property layout, building layout, cost estimate, and minutes from the last meeting where this facility was discussed are attached. The committee asked staff to outline available properties for a new recreation center. We have attached aerials of each of the properties listed below. On each map, the red cloud represents the entire property that is controlled by the City, and the blue dashed area represents our recommended area for a facility siting. The acre calculations listed in the text boxes refer only to the land within the blue dashed areas. 1) The current REC Center a. At 4.5 acres, the City would have enough room to expand the existing 42,000 square foot building to the south and to the southwest. Expanding to the southwest would require relocation of the detention pond(communal detention pond offsite to the east) or building a parking lot over the existing detention facility. 2) The Beecher Center property a. While the entire City-owned property is about 28 acres, about 17 acres is covered with existing buildings, baseball fields, football fields, or parking lots. We have identified two parcels greater than 5 acres on the map. The western parcel would require reconstruction, remodeling, reconfiguration or complete tear-down of the Beecher Center and surrounding features (including playground). The eastern parcel would result in lost soccer fields. 3) Blackberry Creek Corlands property a. The entire property is 90 acres and is being held for the City in trust by Corlands. Take-down of a portion of this property would eliminate the possibility of using this land as a local match for a future grant (its intended purpose). The entire property is a mixture of prairie, woodlands and wetlands. North of the creek is a relatively flat, open area of 15 acres. This space would give the City plenty of room to adequately buffer the surrounding residents from the land-use. 4) Bridge Park a. The entire property is 55 acres, but contains baseball fields, detention ponds and woodlands. To the south of the baseball fields is a wooded area of 15 acres that could be partially cleared for a recreation center. This particular location would still give the City a large buffer for the property to the south. 5) Bristol Bay Regional Park a. The entire park is 65 acres, and much of it contains soccer fields and baseball fields. The southernmost 15 acres of this park is currently open space, and would have access to Galena Road. 6) Kendall Marketplace a. The City has 8 acres of property at the northeast corner in Kendall Marketplace. This property was originally slated as the location for a Police Station, but those plans were scrapped as a result of a settlement from litigation with surrounding property owners. This property currently houses the City's community garden. The committee also asked staff to contact the school district to see if someone could give a presentation on their plans for a fieldhouse. I have made contact with Scott Wakeley, Superintendent, who has agreed to come to the meeting to discuss their preliminary plans. New materials for review The Illinois Parks and Recreation Association conference was held this week in Chicago. Prior to the conference, PHN Architects sent out an email blast for a pre-designed recreation center. The email and the schematic of the building is attached for your review. w • = e .l•• • PARKS & RECREATION DEPARTMENT r 0 s 4r R If 4jff _ r REGISTRATION DATES WINTER FUN DAY November 6th Residents January 19.2007 REGISTER ONLINE WWW.YORKVILLE.IL.US November 13th Non-Residents EMAIL RECREATION @YORI<VILLE.IL.US / I I 1. 1 1 1 FRIDAY, JAU NARY 19 5:00-8:00 P.M. - CIRCLE CENTER GRADE SCHOO Kids of all ages will enjoy a variety of games, activities and prizes! k` Redeem tickets from each station at the Toy Table. The department recently completed retrofitting the old Yorkville Police Station at Riverfront Park to serve as an activity room for many recreation classes. The 1500 sq. ft., carpeted area, complete with newly constructed accessible restrooms, once was the storage garage for Police Department squad cars. In recent years it has housed Park Department vehicles and equipment. It now is a very usable and attractive addition to the City's recreational facilities and has already seen action with the department's youth and fitness classes. The Parks Department recently oversaw the construction of a new park adjacent to Grande Reserve School(see page 31 of the winter catalogue for a photo). As yet the park remains unnamed, but has been very popular with the students at the neighboring school.. What could become a familiar sight in Yorkville are more new parks that border new schools, thus promoting cooperative use of the park by the City and the School District. The Parks and Recreation Department is entering its second season of a rejuvenated basketball program for children through adults. Expectations are to increase the program, which included approximately 450 participants last year from kindergarten age and up,will continue to blossom. Finally, the Parks and Recreation Department would like to encourage anyone who has an interest in a program, event, or other activity that serves the park or recreational needs of the community to consider volunteering their time to the City. Opportunities to get involved in providing fun activities are abounding. Whether you have a few or several hours that you could devote of your time, it would be appreciated very much and be fulfilling for you as well. YORKVILLE PARKS &RECREATION DEPARTMENT TORN MEETING Parks &Recreation Administrative Offices Riverfiront Building Thursday,May 25,2006 MINUTES The Town Meeting was called to order by Ken Koch at 6:15 p.m. The purpose of this meeting was to inform and get input from the public regarding the park site in the Prairie Meadows Development_ Attendance was low because most people attended the similar meeting held at the fire department in the development on May 15,2006. In response to the meeting on May 15, Scott Sleezer had the changes made that were suggested by the public. Overall, the people liked the park site but they asked for a walking trail around the park and an open area for play. In response to that the park designer added a 200 ft.baseball field which gives room to fly a kite or toss a football too and incorporated the sidewalk as part of the trail. The asphalt walking trails will be B feet wide. The monument area was changed to incorporate the fire safety garden along the monument area to bring a teaching element to the children and the shelter was moved to be more adjacent to the 2-5 years old playground. The concerns were more over the Administration and Operations Center. The comments from the homeowners were more on the layout of the laud. The administration area of the building is about 5,000 square feet and the operations portion of the building is approximately 10,000 square feet. There would be a parking lot off Hayden Drive to serve as parking for visitors to the administration area and for administration staff It would also serve as off-street paging for the park. There will be a basketball hoop at the edge of the turnaround to also be served as a recreation area. The parking off of McHugh Road will be for the maintenance and operation area or for additional parking as needed. There will be a vinyl coated, chain-linked fence around this area. There will also be a berm along the west side and heavy planting along the perimeter of it. Parks and Recreation specifically worked with their architectural firm to have more green space where they are adjacent to the homes. This will be a one story structure although the area for the trucks will have a higher structure. They have put the parking lot along the fence to give.a bigger buffer area for landscaping. All of the truck entrances are off of McHugh Road and will not go through the development. This area has always been identified and intended to have an operations center because it is such a centrally located area. The public wanted to know what kind of building was going to be placed there, but at this point Parks and Recreation does not have any elevations because they are not that far in the process yet. They do know, however, that they want it to fit into the neighborhood with a brick/block structure. The two elevated tanks with spill protection will hold 500 gallons each of fuel. It was questioned if the tanks would be visible above the fence. Scott Sleezer indicated that this was a good point and they could be moved. The tanks, though, need to be a certain distance away from a building and will be towards the commercial area. Mayor Art Prochaska, who was unable to attend this meeting due to a scheduling conflict, will be glad to sit down to answer any questions on the building. The whole process will be very open. Parks and Recreation want to be good neighbors. Alderman Paul James mentioned that it appeared as if the baseball field was squeezed in and balls may go over the fence or hit the homes. Scott Sleezer indicated that adding the baseball field was in response to the public's request for an open play area and by making it an active play area,it meets the OSLAD grant requirements to fund it. The field is 200 feet with the homes being 300 feet away and will be age targeted with signage. It will be similar to the ball fields at Beecher. Alderman Paul James suggested making the ball field into a pavilion area instead for the people in the industrial area. Homeowner Chris Valk didn't think it would be in the best interest to attract the people from the business area into neighborhood. Van Truman suggested, instead, putting picnic tables around the pond area for the business people. Van Truman indicated that there was a concern regarding the footprint of the building. Tony Scott from the Record will put in a sketch in the newspaper. Because this park will be the only park in Yorkville with a water feature, more people may drive to this park from outside neighborhoods. It is not, however, going to be a { place to set up programming for recreation AMG Homes presented to the homeowners that the entire area was going to be park. Although the area is park owned, the area was always identified for the Administration and Operations Center because of its central location. They will work with developers to get them to label the plans better. There wall be another town meeting open for discussion when they know what the building is going to look like, but there will definitely be a building there. The use of air tools will be encompassed in the building so it is not loud for the homeowners and the lighting out front will be ornamental lighting. The lighting around the perimeter will be down lighting following the lighting ordinance for safety purposes. The town meeting adjourned at 6:45 p.m. Minute Taker---Jeanne Arbet 1 y Sente•Rubel•Bosman-Lee '* Architects Ltd.
