City Council Minutes 1987 05-14-87 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON MAY 14 , 1987 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order p .m. and led the council in the Pledge of Allegiance to the Flag . Clerk called the roll as follows : Roll Call Ward 1 - Alderman Small - Present Alderman Jahp - Present Ward 2 - Alderman Radke - Absent Alderman Thanepohn - Present Ward 3 - Alderman Pfister - Present Alderman Hayden - Present Ward 4 - Alderman Jennings - PResent Alderman Fahrlander - Present Motion carried. A quorum was established . Guests were Bill Zakozek and Myron Welton. Guests Alderman Small moved to waive the reading of the Minutes minutes from the April 23 , 1987 City Council meeting and approve them as presented , seconded by Alderman Jahp . Motion carried . Alderman Pfister moved to waive the reading to waive Minutes - Revenue the reading of the minutes from the Revenue Sharing Sharing & Budget & Budget Public Hearing, held before the City Council PH on April 23 , 1987, seconded by Alderman Thanepohn. Motion carried . Aldrman Radke arrived at 8 : 07 p .m. Alderman Jahp moved to authorize payment of the bills Bills as presented , to include the Engineering Enterprises bill in the amount of $2 , 602 . 50, withheld at a previous meeting, pending Mayor Davidson' s approval that the restoration around the water tower met with his satisfaction. Motion was seconded by Alderman Pfister . Clerk called the roll a follows : Pfister - Aye Hayden - Aye Jahp - Aye Radke - Aye Jennings - Aye Small - Aye Thanepohn - Aye Fahrlander - Aye Motion carried . ATTORNEY ' S REPORT - Attorney Kramer reported on the River St . Apts . River Street Apartments situation . Follow-up has been done on the requests , and the big remaining issue is the delinquent water and sewer maintenance fees bill . Alderman Hayden moved to authorize Delinquency - Attorney Kramer to send a letter to the tenants of River St . Apts . 206 & 208 River St . stating that the water will be turned off as of June 15 , unless arrangements are made to update the bill . Motion was seconded by Alderman Radke. Motion carried . Alderman Pfister questioned Attorney Kramer regarding Plastic Sewer Plastic Sewer Pipe . Attorney Kramer responded that it was included in the newest BOCA code . MAYOR ' S REPORT - Mayor Davidson proclaimed May 17 - Proclamation - 23 , 1987 as National Public Works Week. Nat ' l .PW Week Mayor Davidson proclaimed May 21 , 22 , 23 , 1987 as Proclamation - American Legion & Auxiliary Poppy Awareness Days . Poppy Days Page 2 May 14 , 1987 Mayor Davidson announced the 1987-88 Future Planning Codification Committee , with Alderman Radke as Chairman, and members Alderman Small and Alderman Jennings , to be the codification study committee to work with the City Clerk. Alderman Pfister moved to approve Mayor Davidson ' s 1987-88 Committee 1987-88 City Council Committee Appointments with the change of putting Health & Sanitation with Public Property & Buildings , and Trees & Parks with Utilities . Motion was seconded by Alderman Hayden . Motion carried . Mayor Davidson submitted his 1987-88 tentative City 1987-88 CC & Council and committee meeting dates to the Council . Committee Meeting Dates The City Council and the YBSD Board will hold a joint YBSD/CC Joint meeting at the Williamsburg on July 22 , 1987 at 7 : 00 Meeting p .m. Mayor Davidson made the following appointment to the Appointments - Plan Commission: Plan Comm. Dave Greiter to fill 1990 vacancy Don Schoenfielder to fill 1991 vacancy Reappoint George Stewart to 1991 Reappoint Clarence Holdiman to 1991 Rick Doetschman - School District # 115 to 1991 Larry Bretthauer - BKFD & EMS to 1991 Harold Feltz as Chairman for the Plan Commission Alderman Pfister moved to approve the Plan Commission appointments , seconded by Alderman Hayden. Motion carried. Alderman Hayden moved to change the Plan Commission Plan Comm. meeting date from the 4th Tuesday of each month to Meeting Date the 3rd Tuesday of each month, beginning June 1987 , seconded by Alderman Small . Motion carried. Mayor Davidson stated the zoning petitions needing Zoning Petitions/ publication must be submitted to the City Clerk 21 Publication days prior to the meeting date to assure being on the agenda for the next meeting . CLERK ' S REPORT - Clerk Erickson reported that Robert Plan Comm. Loftus and Ted Shick have requested to be on the Agenda May agenda for the Plan Commission. Ted Shick ' s Ted Shick required more publication due to the change in the R. Loftus legal description, and to date nothing has been received from Mr . Loftus to forward to the Plan Commission. PUBLIC WORKS - Aldeman Pfister moved to approve the PW Reports reports of the Public Works Department , seconded by Alderman Jahp. Motion carried . POLICE DEPARTMENT - Alderman Pfister moved to ap- PD Reports prove the reports of the Police Department , seconded by Alderman Radke . Motio carried. PLAN COMMISSION - Alderman Fahrlander reported on the April 28, 1987 Plan Commission. Petition PC87-22 by Jean Wessell for Rezoning from PC87-22 Denied R-2 to R-4 , Unit 4 , Block 8 , Lots 20 , 21 , 22 , 23 , & 24 , J . Wessel on Dickson Ct . in Countryside Center was denied . Public Hearing was held. Page 3 May 14 , 1987 Petition PC87-23 by Robert Loftus to Annex & Rezone PC87-23 Tabled to R-1 , 22 . 5 acres south of the corporate limits and R. Loftus west of Rt . 47 was tabled , and requested to bring back more information. A public hearing was held. Petition PC87-24 by Kendall County (Ron Walker) to PC87-24 App ' d. review the Preliminary and Final Plats of Ashley KC - Ashley Woods Woods Subdivision on Cannonball Trail was approved . R. Walker Petition PC87-25 by Kendall County (Rick Johnson) to PC87-25 App ' d. review the Preliminary Plat of Walnut Ridge Subdivi- KC - Walnut Ridge vision on Rt . 71 was approved . Alderman Hayden moved to accept the Plan Commission's PC Recommendation recommendations to approve PC87-24 , Ron Walker ' s Ashley Woods , and PC87-25 , Rick Johnson ' s Walnut Ridge Subdivisions , seconded by Alderman Jahp . Motion carried . Mayor Davidson reported that he has received word Countryside Ctr . from a loan agency in Indiana regarding the proposed Proposed Multi- multi-family zoned property east of Dickson Court and Family Building north of Swilly Green Apts . , with respect to building multi-family housing . BEECHER BUILDING - Alderman Pfister moved to approve Beecher BldR.Rpt . the report of the Beecher Building , seconded by Alderman Thanepohn. Motion carried . A check was received in the amount of $500 from the Beecher Bldg.-A/C, the Lions Club to be used towards the repair of the Lions Club air conditioner problem at the Beecher Building. RECREATION DEPARTMENT - Alderman Hayden moved to Recreation Dept . approve the report of the recreation department , Report seconded by Alderman SMall . Motion carried . KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - KC Ec . Dev. Comm. Mayor Davidson reported that he met with Don Holt . The state reviewed Cascade Water Company who is in the solar building at Fox Industrial Park, and all is looking good to date. They are working with two other buildings , one to be an addition, and the other a new business . HUMAN RESOURCE COMMISSION - Alderman Small reported the next meeting will be May 18 , 1987 at Roberta Davidson ' s to show a film regarding the Blood Drive . KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Acting Chief Diederich reported the next meeting will be May 28 , 1987 at 7 : 00 p .m. at the Kendall County Building . BRISTOL-KENDALL EMS - Alderman Jahp reported that the EMS was screening for new volunteer members . BRISTOL-KENDALL FIRE DISTRICT - The annual Pancake Breakfast is scheduled for Sunday , June 7 , 1987 . PARK COMMISSION - Alderman Jahp reported the next meeting will be June 11 , 1987 at 6 : 15 p .m. at the Beecher Building . He reported there are 5 baseball and 2 travel teams within the park commission. There was good response for the recent teen dance . Soccer teams and volley ball teams are being set up . These are among the 18 proposed summer classes and programs . Page 4 May 14 , 1987 Donations for gifts was discussed . Upon recommendation by the Park Commission, Alderman Jahp moved to authorize expenditure of 3 three row, Baseball or 2 five row aluminum portable bleachers for the Bleachers baseball fields at a cost not to exceed $ 1 , 500 , seconded by Alderman Jennings . Clerk called the roll as follows : Radke - Aye Hayden - Aye Jennings - Aye Small - Aye Pfister - Aye Fahrlander - Aye Thanepohn - Aye Jahp - Aye Motion carried . Land/cash funds will be used to pay for the bleachers . Alderman Jahp moved to clarify a previous motion Clarify Fencing regarding the Baseball field fencing , to read Motion that the city is to provide $800 to fence one ball field on city property , another $800 to be supplied by the school district if they wish to fence a second ball diamond. Motion was seconded by Alderman Jennings . Alderman Jahp announced the Park Commission would like to have a joint meeting with the Trees & Parks committee in the future . TENNIS COURTS - Alderman Small reported the lights have been turned on at the tennis courts . BEECHER BUILDING ADVISORY COMMITTEE - Alderman Radke reported the recent meeting was well attended. The BB A/C air-conditioning in the kitchen was discussed, and a nice job was done . The Lions club is thanked for their generosity in the matter . Vandalism was discussed with users of the building. BB Vandalism The general concensus was to refer the matter to the Public Property & Buildings Committee for further discussion and settlement of the matter . Storage facilities will be studied further . BB Storage Fac . A special taxing district was discussed in regards to enhancing revenues for the Beecher Building. Attorney Kramer was requested to attend the PP&B meeting when it is scheduled . COMMITTEE REPORTS BUILDING & ZONING - Alderman Fahrlander reported on the April 30 , 1987 committee meeting. The Huber/ Huber/Henne Subd . Henne Subdivision development was on the agenda . An engineering report regarding storm water runoff , sewer system with lift stations . Other discussion was held regarding the dedication of the lift station, access & easements , and no Huber/Henne recapture rights if the city maintains the lift Sewer Lift Stat . station. Sidewalk considerations were discussed. Sidewalks Page 5 May 14 , 1987 Water Hookup fees will not be waived . Water Hookup Fees FUTURE PLANNING - Alderman Thanepohn referred the Codification codification study to the new committee . POLICE - Acting Chief Diederich called for a Police Committee Meeting . WATER - Alderman Jahp announced a committee meeting scheduled for June 4 , 1987 at 7 : 00 p .m. at the water tower . Alderman Jahp moved to authorize Director Johnson to Ill . Rural Water attend an Illinois Rural Water Association meeting in Association Decatur on July 9 & 10, 1987 , and to allow up to $200 . 00 expenses for the conference fee , hotel and mileage . Motion was seconded by Alderman Pfister . The changes in the cost for controls for Well #3 Well #3 Controls will be discussed in committee on June 4 , 1987 . PUBLIC PROPERTY & BUILDINGS - Alderman Small moved Use of Park to allow use of the City Park by the PTO for the Concert 5th grade concert on May 26 , 1987 at 7 : 00 p .m. , seconded by Alderman Jahp . Motion carried. Barb Johnson has requested use of the Beecher BB- S .A.V .E. Building for use following their "JUST SAY NOT" march, for a dance from 5-7 on May 22 , 1987 . FINANCE - Alderman Hayden thanked the Lions Club for bringing the swimming pool back to snuff for the coming season. Mayor Davidson will meet with city employees Wage regarding wage negotiations on May 20 , 1987 beginning Negotiations at 7 : 00 p.m. SEWER - Alderman Pfister reported on the meeting with St . Patrick ' s with Baxter & Woodman regarding sewer and water for Church - Sewer/ St . Patrick ' s Church, in regards to oversizing of the Water Lines - sanitary sewer & water lines & recapture rights . Also discussed, was the liquor license for them. Alderman Pfister moved to pass ORDINANCE # 1987-4 ORD. # 1987-4 entitled "AN ORDINANCE REVISING AND AMENDING THE Liquor - Club LIQUOR ORDINANCE OF THE UNITED CITY OF THE VILLAGE OF Class YORKVILLE PASSED AS ORDINANCE NO. 16-1979" , which creates a special class license for fraternal , private club and not-for-profit associations . Motion was seconded by Alderman Hayden. Alderman Pfister moved to accept the low bid of $ 11 , 700 from Kim Construction Company of E . Alderman Pfister reported that possible installation San. Sewer Flow of sanitary sewer flow meters for inflow & infiltra- Meters - I&I tration monitoring . Discussion was held on moving the Fox Road sewer for Fox Rd. Sewer installation of a water main. Discussion was held on the possibility of developing a master plan for the sanitary sewer capacity as well as water main capacity and possible water run off to help us to be more wise in future development of the City . STREETS & ALLEYS - Alderman Thanepohn moved to award C. Leifheit - the low bid of $810 to Perkins , the City to pay 1 /2 Sidewalk Bid the cost , for Carolyn Leifheit ' s replacement side- walk. Alderman Thanepohn scheduled a meeting June 4 , 1987 at 8 : 00 p .m. at the water tower . PUBLIC RELATIONS - Alderman Pfister reported that the committee discussed purchase of certificates for appreciation years of service for employees , and volunteer service recognition. Alderman Pfister reported that he attended the City of Plano ' s multi-million dollar sewage treatment plant ' s openhouse . Alderman Pfister presented a Golf Outing Synopsis . City Golf Outing Alderman Jahp thanked Alderman PFister for all the work he put into making the outing a success . Alderman Pfister reported that an article has been Public Works Week submitted to the Kendall County Record regarding Public Works Week. YBS BOARD - Alderman Pfister reported that May is Clean Stream Month . The next meeting is scheduled for June 15 , 1987 . LIBRARY BOARD - Alderman Small reported the Library Board adopted a new policy manual , and noted that Library Board copies of board happenings will be filed with the Policy Manual City Clerk by the council representative . Mayor Davidson reported the board appointments will be made in the near future . CHAMBER OF COMMERCE -Alderman Pfister reported that the next meeting will be May 19 , 1987 at the Williamsburg . The Chamber is sponsoring a Cubs baseball outing . A golf outing is scheduled for July 30 , 1987 . ADDITIONAL BUSINESS - Alderman Hayden inquired as to the status of the Alderman ' s file cabinets at the water tower conference room. Clerk Erickson responded that they will be available in approximately 3 weeks .
