City Council Minutes 1987 06-11-87 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON JUNE 11 , 1987 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order p .m. and led the Council in the Pledge of Allegiance . Clerk Erickson called the roll as follows : Ward 1 - Jahp - Present Small - Present Ward 2 - Radke - Present Thanepohn - Present Ward 3 - Pfister - Present Hayden - Present Ward 4 - Jennings - Present Fahrlander - Present A quorum was established . Guests were John & Bernadine Diederich, Marth Die- Guests derich and her three sons . Alderman Jennings moved to waive the reading of the Minutes minutes from the May 28 , 1987 City Council meeting , and approve them as presented , with the following corrections : Page 5 - Trees & Parks , Line 2 - Delete " 17" and add " 10" ; Page 5 - Streets & Alleys , Paragraph 5 , Line 2 , following $200 , insert "for a survey" . Motion was seconded by Alderman Pfister . Motion carried. Alderman Jahp moved to amend the bill list as follows : Bills Page 6 - Vendor No . 10006 - Increase fencing amount to $ 1 , 000 due to the extra height added for safety ; Page 7 - Vendor No. 11026 - to pay only 1 /2 of tax bill for rentall house - $444 . 09 ; Additional Bill - to pay 1 /2 of Stark property tax bill , not to exceed $ 150 . Motion was seconded by Alderman Hayden. Alderman Pfister moved to authorize payment of the bills , to include the amendment , seconded by Alderman Small . ATTORNEY ' S REPORT - Attorney Kramer reported that he River St . Apts . has had response from the owners of the River Street apartments , and they will begin paying $950 a quarter as an estimated quarterly bill established for the two building, and they will take advantage of the free water meters to be installed in the buildings for individual apartment usage , with the owners to bear the cost of the installation. Shut-off will be stalled until Monday , June 15 , 1987 , pending pay- ment on the seriously delinquent account . Attorney Kramer reported the proposed apartment CS Center Apt . project developers have been requested to produce Project plans for their project , and asked to support a public hearing for citizen input at 7 : 00 p .m. on June 24 , 1987 at the Beecher Community Building . The Farmers Home Administration has been requested to send a representative to the public hearing, but it is not required . Attorney Kramer reported that Director Johnson has Radium reported to him following attendance at the American Rural Water Association meeting, that the IEPA has taken a tough stance on cities who were granted an extension regarding the Radium Variance , regarding compliance . MAYOR ' S REPORT - Mayor Davidson reported that he PC Resignation received Charles Beaudry ' s resignation from the C. Beaudry Plan Commission . Alderman Jennings moved to approve Mayor Davidson' s PC Appointment appointment of Jim Stafford to fill the vacancy J . Stafford created by Charles Beaudry ' s resignation, and Kevin K. Collman-YBSD Collman, the Yorkville-Bristol Sanitary District representative to the Plan Commission. Motion was seconded by Alderman Thanepohn. Motion carried . Alderman Pfister moved to approve Mayor Davidson ' s Appointment - appointment of Ron Diederich to the position of Chief Chief of Police of Police accordning to the terms of the personnel R. Diederich policy and 1987-88 wage schedule of the City of Yorkville , seconded by Alderman Small . Motion carried . Alderman Pfister reported that he made an inspection of the Beecher Building on the request of Alderman Jahp regarding the leaking roof problem, following a heavy rain, and the only problem he could see was in Suzzette Heth ' s office . Alderman Pfister reported that the accountability of hours in the Public Works Report was very helpful . Alderman Pfister moved to approve the reports of the Police Dept . Police Department , seconded by Alderman Hayden. Rpts . Motion carried . PAGE 4 JUNE 11 , 1987 Chief Diederich reported that Brian Hester has been New P .T. Employee hired to replace Glenn Calvert who worked part-time B . Hester for the Police Department . PLAN COMMISSION - Alderman Radke reported the meeting scheduled for June 17 , 1987 has been cancelled due to lack of agenda . BEECHER BUILDING - Alderman Pfister moved to approve Beecher Bldg. the report of the Beecher Building , seconded by Report Alderman Thanepohn. Motion carried . RECREATION DEPARTMENT - Alderman Thanepohn moved to Recreation Dept . approve the report of the Recreation Department , Report seconded by Alderman Jennings . Motion carried. KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - Mayor Davidson reported that Cascade Waterworks has Ec . Dev. Grant received a grant for $165 , 000 for economic develop- ment . The business will eventuall offer 150 jobs . They have done a super job of rehabilitatino of the solar building. The next meeting will be June 16 , 1987 at 7 : 30 p .m. at the Kendall County Annex Building. HUMAN RESOURCE COMMISSION - Alderman Small announced the next meeting will be June 15 , 1987 at 7 : 00 p .m. at the water tower . KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Chief Diederich announced the next meeting will be June 25 , 1987 . BRISTOL-KENDALL FIRE DISTRICT - They served approx- imately 1200 at the recent Pancake Breakfast . PARK COMMISSION - Alderman Fahrlander reported on the Storage Bldg . recent meeting . A 10x12 storage building for equip- Park Comm. ment was discussed, requesting $ 1300 maximum for the cost of the building . The matter was referred to the next Public Property & Buildings meeting on August 10, 1987 . ,IENNIS COURTS - Alderman Jahp reported that he met Tennis Courts with Jeff Storm regarding the tennis courts and to date there are no problem areas . SCHOOL COMMUNITY - Alderman Jahp reported that next District # 115 School Board meeting is June 22 , 1987 at 7 : 30 p .m. at the District Administration office . COMMITTEE REPORTS BUILDING & ZONING - Alderman Radke reported on the Easement - June 9 , 1987 committee meeting. It was committee Bowling Alley recommendation to recommend upon proof of the existance and assignability of the an easement from Sunset Street to the manhold along the westerly line of the bowling alley property that the the City offer the Bowling Alley $6 , 000 for the purchase of a 20 'wide easement along the westerly property line of said property, from a point 20 ft . southerly of said manhole to the northerly line of said property . PAGE 5 JUNE 11 . 1987 It was committee recommendation to recomment , upon Easement - proof of the existance and assignability of an K&K Well easement from Sunset St . to K&K ' s Property , the City Drilling recommend that we assume the responsibility of said line from Sunset to a manhole we will install on said property as a main, and to offer K&K the sum of $2 , 500 to purchase a 20 ' easement running norther and south from said manhold , from northerly lot line to southerly lot line . No recommendations were made regarding the property south of Orange St . and east of Rt . 47 . Attorney Kramer was directed to write a letter to Dan Nichols- inviting Dan Nichols to the next Building & Zoning E. Van Emmon committee meeting to discuss the property at the northeast corner of E . Van Emmon & Heustis Street . .FINANCE - Alderman Small reported on the June 3 , 1987 Wage Negotiations committee meeting regarding wage negotiations for 1987-88 fiscal year . Alderman Small reported on the June 9 , 1987 committee Wage Negotiations meeting regarding 1987-88 wage negotiations . Committee recommendations were in form of the follow- ing motion. Alderman Small moved 1 )to increase the salary tables 1987-88 Salary of all full-time Public Works and Police employees by Increases adding $650 per year to the base salaries ; 2)main- Lain the present holiday pay for police - meaning no increase due to 10-hour shift vs . previous 8-hour shift work; 3)adopt the following salary table for custodian and part-time secretarial work which in- cludes longevity built-in : 0-1 yr . - $5 . 00 per hr . 5-10 yr . - $7 . 60 per hr . 1-2 yr . - $6 . 00 per hr . 10- 15 yr . - $8 .07 per hr . 2-3 yr . - $6 . 58 per hr . 15-20 yr . - $8 . 16 per hr . 3-4 yr . - $7 . 37 per hr . 20 plus - $8 . 26 per hr . ; 4 )increase the added salary for the Administrative Assistant to the Mayor position from $2 , 000 to $2 , 650 per year ($28 , 600 Public Works Director plus $2 , 650 Administrative Assistant = $31 , 250) ; 5 )establish $6, 500 as the added salary for Chief of Police , to be added to the applicable patrolman salary (Chief of Police - $25 , 574 + $60 school + $6 , 500 = $32 , 134 ) ; 6) instruct the City Attorney to draft an agreement per- mitting Ron Diederich to maintain his seniority and the opportunity to return to the Police force in the event that a Mayor would elect not to appoint him as Chief of Police , subject to a simple majority approval of the City Council ; 7)pay all of the Budget Officer ' s family health insurance premium (Budget Officer $6 , 000 + $3 , 000 treasurer = $9 , 000) ; 8)pay all of the City Attorney ' s IMRF contributions (City Attorney - $8 , 000) . Motion was seconded by Alderman Thanepohn. There was a discussion on vision insurance , but was decided to leave it as is , and study it further . FUTURE PLANNING - Alderman Radke announced a commit- Codification tee meeting for June 23 , 1987 at 7 : 00 p .m. at the water tower for codification discussion . PAGE 6 JUNE 11 , 1987 — POLICE - Alderman Hayden announced a meeting for June 18 , 1987 at 7 : 00 p .m. at the water tower. WATER - Alderman Jahp announced that the Class of Class of 1962 1962 has donated funds for the painting of two fox Memorial heads on the new water tower in memory of Craig Craig Tregoning Tregoning, who was a member of that class . RE : Water Tower Aldeman Jahp moved to allow the painting of the fox heads on the new water tower to be donated by the class of 1962 , seconded by Alderman Thanepohn. Motion carried . Alderman Jahp reported on the June 4 , 1987 meeting, with status of the new water tower . Discussion of the Well #3 Electrical Panel Installation was held, Well #3 and the services listed by Baxter & Woodman ' s letter Electrical Panel of 5/27/87 , with labor & equipment to be bid seperately with a cost not to exceed $ 1 , 500 . The committee approved additional cost to provide a 6" valve in Well No. 3 with the cost , not to Well No . 3 exceed $ 1 , 400 , to be split between T&R Construction, 6" valve City of Yorkville , and Engineering Enterprises . An update of ISO-Clear regarding the radium removal Radium project was updated and discussed . Alderman Jahp reported we are presently under the Fluoride limit of fluoride in our water system, and if it is raised to 4 mg/1 we may need to put in a fluoride system, the cost being approximately $ 1 , 200 for the equipment . Alderman Jahp reported that the grant money for the Water Tower water tower grant is up to date . Grant Alderman Jahp then reported on the June 9 , 1987 com- mittee meeting . Discussion was held on recapture rights between Stark ' s Property and St . Patrick ' s Recapture Church, with a question on whether it is City of Rights Yorkville ' s problem. Water & Sewer hookup fees were also discussed , as well as the tree line & easement . Alderman Jahp moved to direct Attorney Kramer to write a letter expressing the City ' s interest in Radium Problem resolving the radium problem using the demonstrated techniques of Isoclear , and requesting the particul- ars . Motion was seconded by Aldeman Pfister . Motion carried . Attorney Kramer will be sending Alderman Jahp ' s pixtures of the water tower to Northern Trust Company. STREETS & ALLEYS - Alderman Thanepohn reported on the June 4 , 1987 committee meeting. Committee recommend- BKFD ed not purchasing the BKFD Rescue Truck for $ 12 , 000 . Resue Truck Upon committee recommendation, Alderman Thanepohn Storm Sewers moved to appropriate funds to put storm sewers at Washington & State Street , not to exceed $3 , 500 , sec- onded by Alderman Jahp . Mayor DAvidson has contacted LaSalle County regard- St . Striping ing the striping of Fox Road from Rt . 47 to the corporate limits , Van Emmon from Rt . 4 to the cor- porate limits , and the Countryside Center entrances . Alderman Hayden reported that he has receive a call River St . Parking regarding parking on River Street . The matter was referred to the upcoming committee meeting . PUBLIC PROPERTY & BUILDINGS - Alderman Jennings re- minded everyone of the joint meeting with the Beecher Building Advisory committee scheduled for June 16 , 1987 at the Beecher Building . There will be a meeting of the City Council as a k whele on June 30 , 1987 at 7 : 00 p .m at City Hall . Attorney Kramer is requested to attend the meeting . ,TREES & PARKS - Alderman Jennings reported on the E. Van Emmon committee meeting on June 10 , 1987 . Discussion was Baseball Diamonds held on the baseball diamonds on E. Van Emmon St . and insurance for the recreation program. Ins . -Recreation SEWERS - Alderman Pfister reported that the sump pump work will begin on Monday, June 15 , 1987 . YBS BOARD - Alderman Pfister reported that their user User Fee Increase fee was increased to $8 .00 per month. He also reminded the Council of the joint meeting on July 22 , 1987 at 7 : 30 p .m. LIBRARY BOARD - Alderman Fahrlander reported on the June 1 , 1987 meeting of the board . The health in- surance package for full-time employees was referred to the Finance Committee . The new library card fee for non-residents for the Burr Oaks system is $ 115 . Lights around the flag will be moved before fall . Director Johnson will develope a schedule for grounds maintenance .
