City Council Minutes 1986 06-12-86 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON JUNE 12 , 1986 . Mayor Davidson call the meeting to order at 8 : 00 pm and Pledge of led the Council in the Pledge of Allegiance to the Flag . Allegiance Deputy Clerk Roberts'on called the roll as follows : Roll Call Ward 1 - Small - Present - Jahp - Present Ward 2 - Thanepohn - Present - Radke - Present Ward 3 - Pfister - Present - Hayden - Present Ward 4 - Jennings - Present - Fahrlander - Present A quorum was established . Quorum MINUTES - Alderman Jennings moved to approve the minutes Minutes from the May 22, 1986 City Council meeting as submitted. Alderman Jahp seconded the motion . Motion carried . BILLS - Alderman Pfister moved to authorize payment of Bills the bills as presented , seconded by Alderman Jennings . Roll was called as follows : Radke - aye Thanepohn - ave Hayden - ave Pfister - aye Jennings - ave Fahrlander - aye Jahp - aye Small - aye Motion carried . MAYOR - Mayor Davidson reported that the damage done to Squad Car Damage the squad car was minor . Mayor Davidson requested the citizens of Yorkville to Bicycle Flags put flags on their bicycles for safety purposes. Chief • Randall stated that the Police Dept. has triangles to put on bikes . --'ATTORNEY - Attorney Kramer reported that the fire alarm Library Fire Alarm at the Library was fixed by Premier Electric at no cost and is working good . Attorney Kramer reported that the housing ordinance was Housing Ordinance tabled by the County. He suggested that the Council hold a joint meeting with the County to encourage its passage . Attorney Kramer received correspondence from the Revenue Sharing Municipal League asking all municipalities to join in a resolution objecting to the cut in revenue sharing. Alderman Jahp made a motion that the City participate in sending a letter for revenue sharing to continue, seconded by alderman Pfister . Motion carried . Attorney Kramer stated that the owner of Colonial Pkwy. Colonial Pkwy. will be signing the letter for the easement . Attorney Kramer announced that there will be a Public Game Farm Road Hearing on June 26 , 1986 at 7 : 00 pm at City Hall between Bristol Township Highway Commissioner and the City re- • garding the passage of the Game Farm Rd. project. The City will be putting a small amount of money into the project with the State paying the larger portion. Bristol Township will be conveying a portion of the street to the City so it will become a City street . CITY CLERK , - Deputy Clerk Robertson reported that a Mike Bollweg petition was received by Mike Bollweg (Kendall County Ken. Co. petition #8606) to rezone section 34, Bristol Township, from A- 1 ! 8606 to R- 1 . Alderman Jennings made a motion to refer the 6/ 12/86 - p 2 petition to the June 24 , 1986 Plan Commission meeting at 7 : 00 pm at City Hall , seconded by Alderman Thanepohn. Motion carried . Mayor Davidson stated that the property is located by Woodworths in the wooded area on the north side of Quinsey Lane . He would like to see the lane widened . There is approximately 20 acres . Alderman Thanepohn inquired as to whether they are looking to annex to the City . Attorney Kramer stated that they are looking to split the property into 3 or 4 lots . The City should ask the County to comply to the City requirements for improvements . TREASURER - Treasurer Huston reported that the City Sales Tax received the sales tax for March and it is up again . Treasurer Huston stated that Public Relations was not Public Relations put in the budget . He has made a tentative budget for it . Budget The money will have to be taken out of another fund . PUBLIC WORKS - Mayor Davidson complimented the city crew Commend City Crew for a job well done on the sewer on Hydraulic . Mayor Davidson would like the building inspection costs ,Building Report included on the building report . Mr . Johnson has contacted a carpenter regarding the Handicap handicap standards that have to be met . He will have the Requirements cost of repairs in a few weeks . Alderman Pfister made a motion to accept the public works Public Works Rep . report as submitted , seconded by Alderman Small . Motion carried . Mr . Johnson reported that 4 summer employees were hired. Summer Employees POLICE - Chief Randall reported that the city is purchas- Gasoline ing gas from UNION 76 now on their credit card . Separate cards are going to be obtained for Public Works and the Police . Chief Randall reported that the number of tickets for Police Report Driving on Suspended Licenses are up , and traffic deaths are down due to the stricter DUI laws . Chief Randall has been attending the Inter Aging Council Inter Aging meetings . There are 15 to 30 people from different Council entities that meet to work out communications as there are problems . The biggest concern is funding for people who are in need of temporary shelter . The police become involved because they are on shift 24 hours a day . Chief Randall reported that Kendall County Crimestoppers Kendall Co . may be disolved because it is not being utilized to its Crimestoppers potential . Alderman Jahp questioned about the street closings for Sesquicentennial the Sesquicentennial celebration and whether it will be Street Closings published in the newspaper . Mr . Johnson stated that it is still being worked on . Alderman Thanepohn inquired as to whether there is a provision for traffic to get to the southwest side of town . Chief Randall stated that there will be police at 10 intersections to block traffic . BEECHER BLDG & RECREATION - Alderman Thanepohn inquired Beecher Building as to whether the Beecher Bldg . is operating smoothly since the job changes . Debbie Robertson stated that there has been several complaints on room being left dirty . A $35 deposit is now being required which should alleviate the problem . 6/ 12 /86 - p 3 Chief Randall reported that Shoe String Park was vanda- ,Shoe String Park lized . Mr . Johnson stated that beer bottles were broken Vandalism in the sand and chains were cut . The Public Works Dept . was able to put it back together . Chief Randall stated that it is a hard area to control . Alderman Thanepohn suggested that a light be put up . Mr . Johnson did not think it would be feasible to get it there . Chief Randall felt that a light may cause more problems . Alderman Thanepohn moved to approve the Beecher Bldg . Beecher Bldg . Rep . report , seconded by Alderman Small . Motion carried . Mayor Davidson would like clarification on the total Recreation Report figures paid to instructors on the recreation report for each class . He would also like to know the costs for each of the programs . Alderman Pfister made a motion to approve the Recreation report as submitted , seconded by Alderman Thanepohn . Motion carried . Alderman Hayden suggested that the Beecher Bldg . report Agenda and Recreation report be separated on the agenda . KENDALL CO . ECONOMIC & DEV . COMM. , - Alderman Pfister reported that there will be a meeting on June 17 , 1986 in Plano . Mayor Davidson stated that the County has oh- Kendall County tained a grant from the state for their Industrial Park Industrial Park on Rt . 34 and Bypass 30 which is approximately 160 acres and should bring around 3 , 000 jobs to the area . PLAN COMMISSION - Alderman Fahrlander reported that the Plan Commission last meeting was cancelled . The next meeting will be Flood Control June 24 , 1986 at 7 : 00 pm. Alderman Hayden reported that the chairman recently had an operation . Mayor Davidson purchased books on flood control to be used as a guide . A film will be shown at the next meeting by Jim Michels . HUMAN RESOURCE COMMISSION - Alderman Jennings reported Human Resources that the next meeting is June 16 , 1986 at 7 : 00 pm at the Water Tower . KEN . CO . EMERGENCY SERVICES & DISASTER - Chief Randall Chemical Safety recently attended a seminar on chemical safety . He Seminar would like to see something done on the County level . BRISTOL-KENDALL FIRE DISTRICT - Mayor Davidson reported Pancake Breakfast. that the pancake breakfast was a success . Chief Randall reported that the firemen will be collecting for the Fireworks fireworks on June 16 , 17 , and 18 , 1986 . They will also Collections be helping put up no parking signs for the parade . ,Parade PARK COMMISSION - Alderman Jahp reported that Steve Game Schedule Bridge was unable to make a master schedule of games . He will try to put one together for next year . Alderman Jennings stated that the Recreation Dept . was the only one to turn in a schedule . Alderman Jennings stated that the Park Commission will Sesquicentennial not be having a Pie in the Face Auction . The rules for Activities the tug of war were discussed . It will be in the sand . Steve Bridge will be the referee . The matches will be York . City Council vs . Plano City Council ; School admini- stration vs . Teachers ; McDonalds vs . Pizza Hut ; and then any volunteer teams . The next meeting will he June 23 , 1986 at 6 : 30 pm at the Beecher Building . TENNIS COURTS - Alderman Small reported on the May 28 , Resurfacing tennis 1986 meeting at which time the possiblity of resurfacing courts the courts was discussed . They would also like to have 6/ 12/86 - p 4 a sign to show the times the courts can be used . There Tennis Court Sign is one light that needs to be fixed . There is a timer missing . Mr . Johnson stated that it is on order and it Timer and Light is presently taped up . SESQUICENTENNIAL - Alderman Radke reported that the next Sesquicentennial meeting is June 17 , 1986 at 7 : 00 pm at the Beecher Bldg . He urged all the people to participate . BEECHER BLDG . ADVISORY - Alderman Radke reported that the next meeting is June 16 , 1986 at 7 : 30 pm. Mr . Johnson reported that he has had a report of some drips Beecher Roof on the Beecher roof . SCHOOL COMMUNITY - Alderman Thanepohn reported that School out school is now out . CITIZEN COMMENTS - Ann Rezash discussed the 5 and 2 1 /2 5 and 2 1 /2 mile mile run scheduled for November 1 , 1986 . She will work run with Chief Randall on the details . BUILDING & ZONING - Mayor Davidson stated that he will Conover Storm be meeting with Jim Michels regarding the Conover storm Water water situation . Mr . Conover has proposed to put in the 3 in . blacktop on Leisure St . which he has a variance from, if he can wipe out the curb so the tile will handle the water . Alderman Jennings stated that the City has a Subdivision Control Ordinance that provides for those things . FUTURE PLANNING - Alderman Thanepohn scheduled a meeting Future Planning for June 19 , 1986 at 7 : 00 pm at the Water Tower . The Mayor will contact Don Holt to be present . POLICE - Alderman Jennings reported the next meeting Police Chief would be June 19 , 1986 at 8 : 00 pm at the Water Tower at Replacement which time the possible replacement of the Police Chief will be discussed . Chief Randall reported that the new squad car came in New Squad Car today . Mayor Davidson reported that another squad will be put up for bid as soon as the lights are switched , etc . . YORK . EMERGENCY SERVICES & DISASTER - Alderman Small Emergency Services reported that the next meeting will be June 19 , 1986 at & Disaster 8 : 30 pm. He requested Officer Diederich to be present . WATER - Alderman Jahp made a motion to accept the radium Radium Variance variance that was approved by the IL Pollution Control Board which expires May 9 , 1989 . Alderman Jennings seconded the motion . Attorney Kramer stated that if it is passed , they will have to give the name of a consult- ant who will prepare the report within the next 30 days . In 6 months , a written report on the solution must be submitted . In 9 months , treatment must be started . They can apply for an extention of 3 months . The Council must start work right away . Alderman Jahp amended his motion to sign the papers on June 20 , 1986 . Attorney Kramer felt that it should be passed now. Alderman Jahp withdrew his amendment . Alderman Pfister inquired as to whether the consultant can be changed later . Attorney Kramer stated that they would have that right . Roll was called on the motion . A 10 in . meter would cost $985 . Delivery will be 4 to 8 weeks . Alderman Jahp made a motion to buy a new meter at the approximate cost of $ 1 , 200 . Alderman Hayden seconded the motion . Roll was called as follows : Thanepohn - aye Small - aye Radke - aye Jahp - aye Jennings - aye Fahrlander - aye Hayden - aye Pfister - aye Motion carried . Alderman Jahp reported that at the May 29 , 1986 meeting Contract A they discussed the pre-construction Contract A . The en- New Water Tower gineering will begin in June 1986 . The water tower will be usable in November 1986 with the painting and re- testing done in the next year . Alderman Jahp reported on the June 5 , 1986 meeting at Contract B which time they discussed pre-construction Contract B Water Mains which deals mainly with the water mains . They will tentatively work from June 1986 to December 1986 . Alderman Jahp stated that they discussed the status of Well !#3 well #:3 which will need a new pump and motor which will cost approximately $ 50 , 000 to redo . Alderman Jahp stated that they also discussed bi -monthly Bi-monthly water billing which will be discussed again in the near Billing future . Alderman Jahp reported that there is a 5% water increase 5% Water Rate tht is in effect . Alderman Jahp made a motion that the Increase water rate increase be rolled back 1 year , seconded by Alderman Jennings . Mayor Davidson would like to meet with Baxter 5 Woodman to get updated figures on the pro- jected costs on the 1982 report before the increase is passed . The 1982 Baxter & Woodman report has not been followed . Alderman Hayden reminded the Council that this will be the 3rd time the water rate increas has been delayed . Alderman Jahp felt that many things are coming up where the extra money would be needed . Treasurer Huston stated that there will be 60 to 70 thousand dollars left in the water account at the end of the year . However , nothing is in the budget for radium. Alderman Jennings inquired as to whether they projected the cost for the use of the new water tower . Alderman Pfister stated that the consumption would not change . The 5% increase came from a study that was done in 1982 at which Lime the rates were double the first 2 years . There were improvements that were suppose to be made that were not . He felt that the report should be up- dated . Alderman Fahrlander inquired as to whether the rates had been compared to surrounding municipalities . Attorney Kramer stated that the increase must be made effective to coincide with the bookkeeping system. Alderman Small amended the motion to roll the increase to the August 14 , 1986 city council meeting , seconded by Alderman Pfister . Roll was called as follows : Radke - aye Thanepohn - aye Hayden - aye Pfister - aye Jennings - nay Fahrlander - aye Jahp - nay Small - aye The motion carried 6-2 . Roll was called on the original motion to roll back the increase with the amendment to the August 14 , 1986 city council meeting . Mayor Davidson moved to roll the increase to the August 14 , 1986 city council meeting . UTILITIES - Alderman Fahrlander announced that beginning Centel Cable May 1 , 1986 Centel Cable will have a $ 1 late charge . Subscibers have received notice . PUBLIC PROPERTY & BUILDINGS - Alderman Small reported _Rowland House on the June 3 , 1986 meeting at which time the Rowland Rental house was discussed . Mr . Langland felt that the house could be put in shape for rental for under $ 1 , 000 . Alderman Small made a motion to recommend that the city attorney draw up an agreement between the city and Langland Realty to employ Mr . Langland as the rental property manager for the Rowland house for an annual fee of I month ' s rent . The contract should be renewed annually with 45 days notice given . Langland Realty should also be given authority to authorize needed re- pairs up to $ 500 . Alderman Jennings seconded the motion . Alderman Small stated that the fee is less than what Mr . Langland normally charges . The city should net $3 , 000 the first year . Alderman Small reported that the Beecher Bldg . horizon- peecher Bldg. Roof tal laps are rusting because the edges were not re- painted and caulked properly . Mr . Johnson is in con- tact with Emmon Steel and Span Metal regarding the matter . FINANCE - Alderman Hayden reported that the next meeting Employee Manual will be June 19 , 1986 at 9 : 30 pm. At the last meeting they discussed the employee manual revisions and confer- ences . The committee did not feel that they had enough Clerks Conference information to send both the clerks to the clerks conference . Alderman Hayden made a motion to refer the discussion Municiapl. League on the Municipal League Conference and city financial Conference state back to committee , seconded by Alderman Jennings . Motion carried . SEWER - Alderman Pfister reported on the May 29 , 1986 „Sewer Laterals meeting which was held with Dick Missing . The committee directed Mr . Johnson to contact a sewer inspection co . to televise 2 laterals on Countryside Pkwy . , 2 laterals on Palmer Ct . , and 1 lateral on W. Van Emmon , and a por- tion on Countryside Pkwy . , E . Orange , and W. Hydraulic main sewers . The committee also discussed sewer and water hook up Hook up Fees rates and the possiblity of the city and sanitary district joining together to discuss mutual concerns . Alderman Pfister reported on the June 3 , 1986 meeting . Televise Sewers Mr . Johnson directed National Power Rodding to televise 5 lateral sewers at $ 1 , 000 . He also directed Midwest Utility to televise 2163 ft . of sewer mains at a cost of $ 1 , 181 . 60 . The total cost of the project is $2 , 281 . 60 . Alderman Pfister made a motion to pay for those services , seconded by Alderman Small . Alderman Pfister stated that Baxter & Woodman submitted Sewer Inflow a plan to remove 87% of the inflow of the sewer at an estimated cost of $62 , L,30 to be completed by October 1986 . Alderman Pfister made a motion to have Baxter & Woodman start this project and to earmark $70 , 000 from the Sewer Maintenance Fund for sewer inflow, seconded by Alderman Small . Alderman Pfister stated that this would stregthen the capacity and manholes . Alderman Pfister commended the City Crew for a job well Commend City Crew done on the sewer on Hydraulic at the Emmons Apartments . Alderman Pfister stated that televising was done earlier Sewer Televising in the day . The camera got stuck , and there were broken tiles . The sewer at Hydraulic and State is in very critical condition. Almost every tile is broken due to the train and truck traffic . He scheduled a meeting for June 18 , 1986 at 7 : 00 pm to discuss getting it repaired . If it collapses , it will take most of the inflow . Mayor Davidson stated that he has asked the elevator to reroute all loaded trucks up the hill to Fox Rd . . He has also talked to them about what it would take to obtain an easement . Alderman Hayden inquired as to whether the laterals were televised . Mayor Davidson reported that they will be done on Saturday . HEALTH & SANITATION - Alderman Radke scheduled a meeting Health & for June 19 , 1986 following the finance meeting at the Sanitation water tower . STREETS & ALLEYS - Alderman Thanepohn made a motion to Circle Center authorize up to $ 1 , 000 in materials for a sidewalk to Sidewalk Circle Center Parking lot running along Orange St . to Heustis with the work to be done by the School District , seconded by Alderman Pfister . Roll was called as follows : Pfister - aye Thanepohn - aye Hayden - aye Radke - aye Small - aye Jahp - aye Fahrlander - aye Jennings - aye Motion carried . Alderman Thanepohn reported that the township replaced Guard Rails the guard rail on Blackberry Creek . Mr . Johnson stated that he has spoke to the County regarding guard rails . The County may be purchasing some and they are cheaper by the quantity . The City may order them through the County and pay them back . Alderman Thanepohn made a motion that the City sell a Street Light Sale street light and pole to Hatcher Medical Bldg . at a cost Hatcher Bldg . of $ 30 to he erected and maintained at their cost on their property , seconded by Alderman Hayden . Some figures still have to be worked out . Alderman Pfister inquired about River St . . Mr . River ST . Johnson stated that the County has offered to come in and pour out the street and re-lay the gravel . They are about 2 weeks behind . Alderman Thanepohn reported that Dale Woodworth has Acceptance of completed Woodworth St . . He has blacktopped Main St . , Woodworth Street but has not finished . He wants to leave Main St . as a binder until construction is completed . Mr . Johnson has checked the work on Woodworth and varified it . Alderman Thanepohn made a motion to accept Woodworth Street , seconded by Alderman Hayden. Alderman Jennings inquired as to whether there is a time period for Main St . to be finished . Alderman Thanepohn stated that Dale Woodworth has 4 lots he has sold with house to go on them. He is looking for a second builder . Alderman Pfister inquired as to whether the layers of blacktop have been laid down . Mr . Johnson stated that there is 3 in . and 2 lifts . TREES & PARKS - Alderman Radke opened the bids for the Bid Opening sale of the Cub Low Boy Tractor . Rick Merkel bidded Cub Low Boy $612 , and Nelson Pottinger bidded $451 . Alderman Radke Tractor Sale made a motion to accept the bid by Rick Merkel at $612 for the sale of the tractor , seconded by Alderman Hayden . Mayor Davidson stated that the tractor had a trade in value of 5900 . Mr . Johnson stated that the tractor needs a complete engine overhaul . Alderman Radke stated that the committee recommended Christmas the purchase of 3 more Christmas trees at $316 a piece Decorations before July 1 , 1986 . Alderman Radke made a motion to purchase 3 Christmas trees at the cost of $316 each , seconded by Alderman Small . Alderman Radke stated that the committee authorized the Chamber sign expenditure of up to $200 for shubbery to help decorate the Chamber. of Commerce welcome sign at Rt . 34 & 47 . Alderman Radke reported that approximately 10 people Tree Assistance signed up for trees . He questioned as to whether it would be an automatic approval . He stated that the City should contact the nursery regarding the details . PUBLIC RELATIONS - Alderman Pfister stated that the Newsletter newsletter is at the printers . There was question as to whether the Mayor and Alderman were going to ride in Parade the parade . Alderman Thanepohn is looking for some- thing for them to ride on . 6/ 12/86 - p 9 YBS BOARD - Alderman Pfister reported that the next YBS Board meeting will be June 16 , 1986 . CHAMBER OF COMMERCE - Alderman Pfister reported that Chamber of the next meeting is June 17 , 1986 at 7 : 30 am at the Commerce Williamsburg , and the Mayor should attend . ADDITIONAL BUSINESS - Alderman Thanepohn inquired as to River St . Apts . whether there has been any progress with the water situation at the River St . Apartments . Attorney Kramer stated that the City is getting some money . It should be late summer before they are caught up . Alderman Jennings stated that he attended the Hatcher Hatcher Bldg . Medical Center Open House last Saturday and was very Open House impressed . The facilities are very nice . Alderman Thanepohn made a motion to adjourn , seconded Adjournment by Alderman Pfister .
