OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT CITY
HALL ON JUNE 26 , 1986 .
Mayor Davidson called the meeting to order at 8 : 00 Call to Order
p .m. and led the council in the Pledge of Allegiance
to the flag .
Clerk Erickson called the roll as follows : Roll Call

MINUTES - Alderman Small moved to waive the reading Minutes
of the minutes from the June 12 , 1986 meeting, and
approve minutes as corrected :
Page 8 , Line 1 , insert "on" following the word
"letter" .
Motion was seconded by Alderman Pfister . Motion
carried .
BIT.T.S - Alderman Pfister moved to authorize payment Bills
of the bills as presented, seconded by Alderman Jen-
nings . Clerk called the roll as follows :

MAYOR ' S REPORT - Alderman Radke moved to approve Sesquicentennia
Davidson ' s proposal to have a time capsule for the Time Capsule
Sesquecentennial , buried in the city park, seconded
by Alderman Hayden. Motion carried .
Alderman Jahp arrived .
Mayor Davidson reported he met with Jim Michels of Conover -
Engineering Enterprises , regarding Conover ' s storm Storm Water
water problem. The existing 15" pipe is expected to
hold the water .
Mayor Davidson reported that approximately $ 130 was City Golf Outin
lost on the City ' s recent golf outing .
Mayor Davidson reported that Bob Lee has finished Lee -
construction of the water detention area on his Water Detention
property south of Elizabeth St .
Mayor Davidson reported that he attended the SesquicentenniJ
Sesquicentennial Costume Ball , and had a good Costume Ball
time as did all that attended . He thanked
Naydene Pierce , Carol Doty , and all others who
helped with preparations and planning.
ATTORNEY ' S REPORT - Attorney Kramer reported the 701 N. Bridge -
rental agreement for the "Rowland ' s" house has been Rental Agreemer
signed , and a copy is on file at the City Clerk ' s
office .
Attorney Kramer reported that the Boy Scout Lease Boy Scout Lease
is on hold until they decide if they want to pursue
rental of the Jaycee ' s pond property .

CITY CLERK - Clerk Erickson reported that she has Codification
made contact with Sterling Codifiers regarding
setting up a meeting with the representative to
answer any questions the council might have in re-
gards to codification of the ordinances , in advance
of contract signing .
TREASURER - Treasurer Huston reported that the Audit
auditors will begin in the next week.
Treasurer Huston reported that the tax levy work Tax Levy
has been started .
Alderman Hayden moved to amend the Budget Ordinance Budget Ord .
for 1986/87 to include a line item entitled "Public Amendment -
Relations" for $6 , 000 as follows : Public Relations
Operating Supplies - $ 1 , 000
Contractual Service - $3 , 500
Postage - $500
Advertising - $ 1 , 000
to come from Contingencies in the amount of $3 , 000 ,
and Codification in the amount of $3 , 000. Motion was
seconded by Alderman Jahp . Clerk called the roll as

PLAN COMMISSION - Alderman Thanepohn reported on the Plan Commission
June 24 , 1986 Plan Commission meeting. Alderman K.C. /Bollweg
Thanepohn moved to approve Mike Bollweg ' s petition PC-86-6
to rezone from A-1 to R- 1 , in Kendall County ' s one
and one-half mile jurisdiction, seconded by Alderman
Radke .
Alderman Jennings moved to amend the motion to
amend the motion to include the recommendations of
the Plan Commission as follows :
1 ) a septic system be required , and not the
mechanical discharge type ;
2 ) a provision for an access easement on the
south line of the property to allow for future
road access expansion or correction of the
subdivision to the south (an additional 30 '
should be provided;
3) that Quinsey Road , westerly of the property ,
be improved in regard to pavement and storm
water drainage to meetin township requirements ;
4 ) the proposed private access road to the north
be either extended across lot 5 to the Fox
River Garden Subdivision or a cul-de-sac with
turn around provisions be made;
5 ) they concur to leaving the southerly part of
the 5 lots of approximately 100 ' in natural form,
and ;
6 ) consideration be given that the road might be
used to service the land to the north if it is
subdivided in the future .

HUMAN RESOURCE COMMISSION - Alderman Jennings re- Humanitarian
ported that the nominees for the Humanitarian Award Award
have been evaluated and in contention are Barb
Johnson, Esther Riley , Claude Reynolds and Rose Kahle .
The recipient will be announced around noon on July 5 ,
1986 at the City Park.
The next Blood Drive is scheduled for July 31 , 1986 .
KENDALL COUNTY ECONOMIC DEVELOPMENT - Alderman Pfister Grant Procedures
reported that grant procedures were discussed at the
recent meeting at Plano .
The feeling is that with Dupage County filling up so Economic
rapidly , Kendall County should be ready with planning Development
information .
There is no grant money available for the radium Radium
problem in the water .
Industrial revenue bonds were discussed in reference Aurora Cord &
to Aurora Cord & Cable . Cable - IR Bonds
PARK COMMISSION - Alderman Jahp reported there was Park Comm.
no quorum for the recent meeting .
TENNIS COURTS - Alderman Small reported that the Tennis Courts
timer has been replaced at the tennis courts . A
check on the need for resurfacing of the tennis
courts is being made .
SESQUICENTENNIAL COMMITTEE - Alderman Radke reported Sesquicentennial
that everything looks good . Mayor Davidson reported
he has heard from the insurance company regarding
insurance for the fireworks and helicopter rides .
There will be a meeting July 1 , 1986 .
NEW BUSINESS - Alderman Fahrlander asked about the Weed letters
enforcement of the weed ordinance ,and letters will
be sent by Director Johnson soon to those not in
compliance .
A letter was mailed regarding the acceptance of Woodworth Subd .
the streets in Woodworth ' s Subdivision.
COMMITTEE REPORTS
FUTURE PLANNING - Alderman Thanepohn reported that Committee Meet .
the present Committee Meeting sheets will be rede- Format Sheets
signed by the Committee to provide more space for
recommendations .
Alderman Thanepohn reported that Sterling Codifiers Codification
have been recommended by the Committee for codifi-
cation of the City ' s ordinances .
Alderman Thanepohn reported that they are trying to State Property
get the leased land free from their leases . Leases

Discussion was held on the Comprehensive Plan, and Comprehensive

The East Alley in the downtown area was discussed . East Alley
POLICE, - Alderman Jennings reported the radar gun Radar Gun
is not working . Alderman Jennings moved to replace
the radar gun with a Kustom KR-10 S .P . , with trade in
of the HR-8 , at a cost of $ 1 , 200 , seconded by
Alderman Jahp . Clerk called the roll as follows :

Alderman Jennings moved to let bids for the 1981 Squad Sale Bids
Chevrolet squad car , with an odometer reading of
85 , 404 as of June 1 , 1986 , seconded by Alderman Small .
Motion carried.
The new squad car has arrived and is in full service . New Squad
Requests for flowers for the outside of the Police Police Dept .
Department are being made . Beautification
Chief Randall is to obtain a price on a 4-channel 4-Channel Radio
radio, rather than a 2-channel , but have received
no information to date .
Alderman Jennings read Recommendation No. 6 from the Police Chief
Police Committee minutes of June 19 , 1986 . Alderman Appointment
Jennings asked Mayor Davidson what Mayor Davidson ' s
decision would be at the time of the appointment , if
the council chose not to approve his choice . Mayor
Davidson responded that he would open it up to the
recommendations of the committee at that time. Mayor
Davidson further commented that by naming a person to
the position as he would be mandated to replace Chief
Randall whether he succeeds in the November election
or not . Alderman Jennings stated the committee was
an advisory committee and should be included in the
decision. Alderman Hayden stated that he felt the
problem was typical of our government , and that he
confirms the Mayor ' s actions .
�ORKVI1LE EMERGENCY SERVICES & DISASTER - Alderman M . Chemical
Small reported compliance for the Illinois chemical - FIFE Ty Ac7
companies using chemicals must have their plan filed.
John Taylor will be requested to be the contact person
for the "act" .
1AAT - There will be a meeting on Tuesday, July 1 , Radium Variance
1986 , at 7 : 00 p .m. at the water tower regarding
the Radium Variance .
Alderman Jahp reported that he talked with Jim Michels ,
and everything is progressing with the water tower
construction, with both contracts A&B . CPT invited
anyone to tour their facility in Kankakee . They will
set up a time . Also, the booster pump company has
invited everyone for a tour of their Centralia plant .
FINANCE - Alderman Hayden announced a committee Tax Levy
meeting for tax levy discussion on July 17 , 1986 ,
at 7 : 00 p.m. at the water tower .
Alderman Hayden reported that the committee MCI Clerk ' s

recommended the City Clerk and Deputy Clerk both be Institute
allowed to attend the Municipal Clerk ' s Institute
in October , with the stipulation that someone be
available to cover the office .
Attorney Kramer is checking into transient vendor Transient Vendors
& flea market control . Flea Markets
Alderman Hayden moved to raise the utility tax Utility Tax
from 4% to 5% , due to the lower sales tax receipts ,
and the possibility of losing revenue sharing ,
seconded by Alderman Radke .
Alderman Jennings moved the previous motion be
tabled to the July 10 , 1986 City Council meeting ,
seconded by Alderman Pfister . Clerk called the

Alderman Jennings moved to publicize the Public Public Hearing
Hearing regarding the proposed Utility Tax increase Utility Tax
from 4% to 5% , for July 10, 1986 at 7 : 00 p .m. ,
seconded by Alderman Pfister . Clerk called the

SEWER - Alderman Pfister moved , on committee Tree Removal
recommendation, that McNelis Tree Service be hired W. Hydraulic
to remove trees along the north side of W. Hydraulic Sewer
St . in regards to sewer construction, at a cost of
$ 1 , 900 . Motion was seconded by Alderman Hayden.

and one diversion chamber , seconded by Alderman Small .

HEALTH & SANITATION - Alderman Radke reported that Housing Ord .
the city needs to generate it ' s support of the
proposed Housing Ordinance to the Kendall County
officials , and to discuss the options available .
Mayor Davidson and Attorney Kramer will set up a
meeting .
STREETS & ALLEYS - Alderman Thanepohn moved that Agreement

April Morganegg extended thanks to the city for all Streets
the work in getting Woodworth Subdivision streets
finished .
Alderman Pfister reported the final copy of the Newsletter
newsletter looks good and should be out next week .
Alderman Thanepohn announced that he has 2 cars Sesquecentennii
lined up to transport the City Council in the Parade L
Sesquecentennial Parade on July 5, 1986 .
LIBRARY BOARD — Alderman Small announced the next
meeting is July 14, 1986 .
YBS BOARD — Alderman Pfister reported the next
meeting is scheduled for July 21 , 1986 .

CHAMBER OF COMMERCE — Alderman Pfister reported that . Sesauecentennia
Sesquecentennial activities were discussed at the
meeting . The commission is sponsoring a kind and
queen contest , and will have baloons .
The Community Guide will be mailed out soon . Community GuidE
The Chamber of Commerce Golf Outing is scheduled Golf Outing
for July 31 , 1986 .
ADDITIONAL BUSINESS — The Sesquecentennial History Sesquecentennie
Books will be available at the city offices on
June 27, 1986 .
