City Council Minutes 1986 07-24-86
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON JULY 24 , 1986 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order p .m. and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson called the roll as follows : Roll Call Ward 1 - Small - Present Jahp - Present Ward 2 - Radke - Absent Thanepohn - Present Ward 3 - Pfister - Present Hayden - PResent Ward 4 - Jennings - Present Fahrlander - Present A quorum was established. MINUTES - Alderman Jennings moved to waived the Minutes - Public reading of the minutes from the Public Hearing Hearing on July 10, 1986, and approve minutes as presented , seconded by Alderman Thanepohn. Motion carried. Alderman Jahp moved to waive the reading of the .Minutes - Regular regular meeting of the City Council on July 10, Meeting 1986 , and approve minutes as presented, seconded by Alderman Hayden. Motion carried. BILLS - Alderman Small moved to authorize payment Bills of the bills as presented, seconded by Alderman Jahp. Clerk called the roll as follows : Hayden - Aye Jennings - Aye Thanepohn - Aye Small - Aye Pfister - Aye Fahrlander - Aye • Jahp - Aye Motion carried. MAYOR' S REPORT - Alderman Jennings moved to approve Library Board Mayor Davidson' s appointment of Carolyn Bown to the Appointment Library Board for a 3-year term, seconded by Alderman Hayden. Motion carried . Mayor Davidson requested authority to dismiss a Commissions commission member for non-participation in meetings . The matter was referred to the finance committee for further discussion. Attorney Kramer stated tali- would take a resolution to enact it . Mayor Davidson reported the Kendall County Housing K.C.Housing Ord. Ordinance will be discussed August 4 , 1986 at 7 : 00 p.m. at the Kendall County office building. Mayor Davidson reported that Tri-County Scavenger River St . Apts . has continued service to the River St . Apartments , and there has been no problem with receiving payment from them. They do not have any idea what caused the situation of excessive garbage . ATTORNEY ' S REPORT - Attorney Kramer presented the Tax Levy Ord . final copy of the draft of the Tax Levy Ordinance. He explained that in preparing the tax levy, there were three technical errors within the 1986-87 Budget . Alderman Hayden then moved to pass Ord. # 1986-7 ORDINANCE # 1986-7 entitled "AN ORDINANCE AMENDING Amends 1986-87 THE ORDINANCE ADOPTING THE ANNUAL BUDGET FOR FISCAL Budget YEAR 1986-1987 FOR THE UNITED CITY OF THE VILLAGE OF YORKVILLE. Motion was seconded by Alderman Small . Clerk called the roll as follows : Fahrlander - Aye Pfister - Aye Jahp - Aye Hayden - Aye Small - Aye Thanepohn - Aye Page 2 July 24 . 1986 Jennings - Aye Motion carried . Attorney Kramer reported that Frank R. Muneio is Donate Muneio interested in donating property at Rt . 47 & E. Fox Property St . , to the City in the tax year of 1988, providing the City bears the expense an appraisal of the property. The matter was referred to Future Planning and Public Property & Buildings committees for further discussion. The meeting is scheduled for August 21 , 1986 at 7 : 00 p.m. Attorney Kramer reported that letters were sent to Beecher Bldg . suppliers of materials and labor in regards to Roof Repair repairing the Beecher Building roof , with a 10-day response period. Attorney Kramer reported that the Sewer Committee Lateral Sewer was dealing with policy rather than a legal Lines - C.S . Ctr . decision in rgards to the Countryside Center lateral sewer lines. Attorney Kramer reported that the title company is Annexations - doing a study on the legal descriptions for property Voluntary owners in regards to voluntary annexation of pro- perties adjacent to the city limits . Voluntary annexation would involve the city filing a petition taking approximately 60 days . Involuntary would require court dates with approximately 90-120 days . CITY CLERK'S REPORT - Alderman Thanepohn moved to ZBA Pet . /Variance refer the Petition by John Conover for a variance Curbs - J.Conover from the Subdivision Control Ordinance for Section 8.05 .05 (curbs) , seconded by Alderman Hayden . Motion carried. PLAN COMMISSION - Alderman Fahrlander reported the PC Cancelled meeting scheduled for July 22 , 1986 was cancelled due to lack of agenda. ...HUMAN RESOURCE COMMISSION - Alderman Jennings re- HRC ported that discussion was held on the problems of the evaluation of the Humanitarian Award recipient . Flags for bikes can be purchased at the elevator . Bike Flags There will be a Blood Drive on July 31 , 1986 at Blood Drive the Beecher Building. Alderman Jennings reminded Mayor Davidson the com- HRC Members mission is still 2 members short . KENDALL COUNTY EMERGENCY SERVICES & DISASTER - Chief Gasoline Spill Randall reported that the gasoline spill at Union 76 was turned over to the IEPA by the Ill . State Police. TENNIS COURTS - Alderman Small reported the lights Tennis Courts have been straightened around and the signs painted and put up . SESQUICENTENNIAL COMMITTEE - Mayor Davidson reported Sesquicentennial that problems and other things that they would like to see done differently were discussed at the wrap-up meeting. They are $ 13 ,000 short of breaking even. Approximately 1200 history books are left to be sold. There will be a meeting on September 16, 1986 with the fire department . It was recommended by committee Sesqui-Banners that the banners be put up for a sealed bid auction, but the matter was referred to the Public Property & Buildings committee on August 21 , 1986 at 7 : 00 p .m. Page 3 July 24. 1986 Banners can be bought new for $35 .00 each. BEECHER BUILDING ADVISORY COMMITTEE - Director Beecher Building Johnson reported that the kitchen was reported to being too warm, and he will look into the matter further. The Seniors have itemized everything in the building Itemization Missing are one 6 ' table and two 8 ' tables , and 10 chairs . SCHOOL COMMUNITY - Alderman Thanepohn reported the school has received a new bussing company, a new superintendent of schools , and Alderman Jennings added they will also be getting a new business manager since Greg Worrell is leaving. COMMITTEE REPORTS BUILDING & ZONING - Alderman Fahrlander reported that R.Lee Bob Lee did not show up for the meeting recently scheduled for him. , FUTURE PLANNING - Alderman Thanepohn moved to Codification authorize the Mayor and Clerk to sign the agreement with Sterling Codifiers in the amouint of $3 , 750 for 25 copies , with up to 350 pages each, or a cost of $12 . 50 per additional page, and to designate Luanne ERickson as contact person. Motion was seconded by Alderman Jennings . Clerk called the roll as follows : Jennings - Aye Small - Aye Jahp - Aye Pfister - Aye Fahrlander - Aye Hayden - Aye Thanepohn - Aye Motion carried. Alderman Jennings scheduled a committee meeting for Muneio Property August 21 , 1986 at 7 :00 p .m. to discuss the Muneio property . Chief Randall was requested to give any ideas for Police Manual material for a separate POLICE MANUAL to be carried in each squad car and for each officer ' s possession. POLICE - Alderman Jennings announced a meeting P.D.Shift Changes scheduled for July 29, 1986 at 7 : 00 P .m. at the water tower to discuss the proposed change in shift schedules for the police department . YORKVILLE EMERGENCY SERVICES & DISASTER - Alderman Chemical Safey Small moved to name John Taylor as Planning Coordin- Law Coordinator ator for Yorkville , for compliance with the Chemical Safety Law Act , and to authorize Attorney Kramer to draft an intergovernmental agreement with Intergovernmental Kendall County . Motion was seconded by Alderman Agreement Hayden. Motion carried. WATER. - Alderman Jahp reported the quarterly notice Radium is ready to go to the newspaper and residents regarding the radium problem in the water . Alderman Jahp reported that Baxter & Woodman have B&W.-Eng - Radium acknowledge acceptance of the city ' s recommendation that they work with the city on the radium problem. Alderman Jahp reported that a letter was sent to Water Tower Engineering Enterprises regarding the painting of Painting the new water tower . Page 4 July 24 , 1986 UTILITIES - Alderman Fahrlander cancelled the Meeting scheduled meeting for July 31 , 1986 dur to lack of Cancelled agenda. PUBLIC PROPERTY & BUILDINGS - Alderman Small Rowlands House reported the Rowland ' s house now, the City of Yorkville House, has been rented to commence August 1 , 1986 . Director Johnson was requested to get costs of Downtown Trash of Trash Containers for the downtown area. Containers FINANCE - Alderman Hayden reported the committee Tax Levy recommended increasing the tax levy to 105% of last year ' s to the amount of $223, 355 .32 . Alderman Hayden requested that anyone wishing to Mun. League Conf . attend the Municipal League Conference contact the City Clerk by Monday, August 28, 1986. Alderman Hayden thanked the Attorney Kramer for explaining the tax levy process to the committee. SEWER - Alderman Pfister cancelled the meeting Meeting Cancelled scheduled for July 31 , 1986 . Alderman Pfister reported that Dick Missing's problem Lateral Sewer with his lateral sewer line will be discussed more Line at the August 13 , 1986 meeting at 7 : 00 p.m. at the water tower . Mr . Missing was requested to obtain costs of correcting the problem sewer line. Attorney Kramer was requested to attend the meeting. Alderman Pfister reported that SSES Bids will be USES Bids received on August 13 , 1986 . HEALTH & SANITATION - Alderman Hayden cancelled the Meeting Cancelled upcoming scheduled meeting due to lack of agenda . STREETS & ALLEYS - Alderman Thanepohn moved to accept pickle Sidewalk the low bid of Perkins Builders at $700 for 320 sq . Replacement ft . for replacement of Carl Bickle ' s Sidewalk at 307 Heustis St . , with the city paying half the cost . Motion was seconded by Alderman Hayden. Alderman Thanepohn reported that 3 bids were re- MFT ' 86 St . ceived for the 1986 MFT Street Maintenance Program Maint . Bids as follows : Geneva Construction Co. - $31 ,070. 70 Aurora Blacktop, Inc . - $30, 619.65 Crown-Trygg Corp. - $40,457 .45 The engineer ' s estimate was $30,098.00. Alderman Thanepohn then moved to accept the low bid of Aurora Blacktop, Inc . at $30,619 .65 to perform the 1986 MFT Street Maintenance Work, seconded by Alderman Hayden. Alderman Pfister referred the River Street parking River St. problem to committee . Parking Director Johnson was requested to bring prices for P.W. Striper a striper to the meeting on August 7 , 1986 at 7 : 00 p.m. TREES & PARKS - Alderman Thanepohn reported the next meeting will be August 7 , 1986 at 8 : 00 p.m. at the water tower . Director Johnson will be sending out letters to the ' 86 Tree Program people who have requested a tree in the 1986 City Tree Program. PUBLIC RELATIONS - Alderman Pfister reported there City Swim Party will be a Party at the Lion' s Swim Club on August 3 , 1986 from 7-12 p.m. A $5 .00 donation per adult is requested. Mayor Davidson complimented Alderman Pfister on a Newsletter fine brochure he and his committee put out . LIBRARY BOARD - Alderman Small reported the Library Library Hours will be open an additional evening on Tuesdays until 8 : 30 p.m. Alderman Small reported the dedication of the library Library dedication will be September 27 , 1986 . Dedication Alderman Small reported the library' s annual book Book Sale sale will be held August 8 & 9 , 1986 at Countryside Center Mall . The library is selling sesquicentennial history Sesquicentennial books . History Books YBS BOARD - Alderman Pfister reported that the Hydraulic St . Hydraulic Street sewer was discussed at their Sewer recent meeting, and the Sanitary District will be working with the City. CHAMBER OF COMMERCE - Alderman PFister reminded the Chamber Golf the Council of the Chamber of Commerce ' s Golf Outing Outing on July 31 , 1986 . Alderman Pfister reported the Chamber may want to get involved in future 4th of July celebrations . ADDITIONAL BUSINESS - The Time Capsule will be Time Capsule officially buried at noon on July 25 , 1986 . Alderman Fahrlander asked the status of the weed Weeds problem in Countryside Center . Director Johnson stated that they had not been cut to date .
