City Council Minutes 1986 08-14-86 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON AUGUST 14 , 1986 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order p .m. and led the Council in the Pledge of Allegiance . Clerk EricksoII called the roll as follows : Roll Call Ward 1 - Jahp - Present Small - Present Ward 2 - Thanepohn - Present Radke - Present Ward 3 - Pfister - Present Hayden - Absent (Arrived at 8 : 15 p.m. ) Ward 4 - Jennings - Present Fahrlander - Present A quorum was established. MINUTES - Alderman Pfister moved to waive the reading Minutes of the minutes from the July 24 , 1986 city council meeting, and approve them as presented , seconded by Alderman Jennings . Motion carried . Alderman Hayden arrived at the meeting. BILLS - Alderman Hayden moved to withdraw the bill Bills from Dyna-Tite Corporation, Invoice #05710, in the amount of $ 104 . 32 , from the bill list until further information on the purpose of the bill is received . Motion was seconded by Alderman Jennings . Motion carried . Alderman Jahp moved to withdraw the bill from Sikich, Gardner & Co . , Invoice #7036 , in the amount of $4 , 400 .00, from he bill list until further information on the bill is received. Motion was seconded by Alderman Pfister . Motion carried. Alderman Jahp moved to approve the bills as presented with the exception of the 2 bills withdrawn by previous motions , seconded by Alderman Pfister . MAYOR ' S REPORT - Mayor Davidson reported he received Woodworth Subd . a letter from April Morganegg thanking the city for Streets the street work and the street signs . Mayor Davidson reported that he has received a map Yule -tRjf.;' from Ann Rezash regarding the previously approved Yule Run on November 1 , 1986 beginning at 9 : 00 a .m. Alderman Small moved to waive the fees for use of Waive BB Fees the Beecher Building on November 1 , 1986 for the Yule Run from 8 : 00 a.m. until Noon, seconded by Alderman Pfister . Motion carried . Mayor Davidson thanked everyone for a nice get- City Swim Party together at the Lion ' s Swim Club sponsored by the City ' s Public Relations Committee . ATTORNEY ' S REPORT - Attorney Kramer reported that he BB Roof received a letter from SPAN Metals Corp. stating they had no knowledge of problems with the roof leaking, and request a breakdown of costs before any agreements are made . Page 2 August 14 . 1986 CITY CLERK'S REPORT - Clerk Erickson reminded the ZBA P.H. council there will be a Zoning Board of Appeals Conover - Curbs Public Hearing on August 19 , 1986 at 7 : 00 p .m. regarding Petition for Variance (curbs ) , from the Subdivision Control Ordinance by John Conover . Alderman Jennings moved to refer Willman & Groesch PC Petition Petition for Zoning from R- 1 to R-2 a parcel of REzone - land on E. Main Street , to the Plan Commission for Willman/Groesch public hearing on September 23 , 1986 at 7 : 00 p .m. at City Hall . Motion was seconded by Alderman Thanepohn. Motion carried . POLICE - Alderman Small moved to approve the reports Police Dept . of the Police Department , seconded by Alderman Jahp . Reports Motion carried . KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - KC - EDC Alderman Pfister reminded the Council the next meeting will be August 19 , 1986 at 8 : 00 p .m at the Newark Fire Station. HUMAN RESOURCE COMMISSION - Alderman Jennings HRC reported the next meeting will be August 18 , 1986 at the water tower . PARK COMMISSION - Alderman Jahp reported there will Fishing CoYfltest a fishing contest held at the YBSD (aka JC) pond . �Y Alderman Pfister reported there is no problem with insurance but the YBSD will need a letter of intent . SESQUICENTENNIAL COMMITTEE - The next meeting will be Sesquicentennial September 16 , 1986 in conjunction with the BKFD. BEECHER BUILDING REPORT - Alderman Thanepohn moved BB Report that the Beecher Building Report be approved as presented , seconded by Alderman Hayden. Motion carried . SCHOOL COMMUNITY ' Alderman Thanepohn reported that Street STriping street striping is being done , including the crossing guard areas . COMMITTEE REPORTS BUILDING & ZONING - Alderman Fahrlander reported that Tri-Co. Scay . a representative of Tri-County Scavenger was present New Location at the recent committee meeting to discuss purchase of 8 acres on the south edge of Fox Industrial Park for the purpose of construction a truck terminal . They need to come before the Plan Commission with a final plat they are ready to proceed . Alderman Hayden suggested scheduling a meeting with Mr . Clarage regarding his progress on the Comprehen- sive Plan. The matter is referred to the September Plan Commission meeting . _POLICE - Alderman Jennings moved to accept the high Bids - Police bid from Ryan Kubat in the amount of $ 1 , 525 .00 , to Squad Sale purchase the 1981 Police Squad Car , seconded by Alderman Hayden. Page 3 August 14 , 1986 Alderman Jennings reported that the Police Dept . has Codification submitted to the Clerk, a list of items they wish to Booklet List have included in a special Police Department book, along with the codification . Chief Randall submitted a check for body repair work squad Repair on the Dodge squad car in the amount of $716 , 63 , excluding the $250 deductible . Alderman Jennings moved to approve committee recom- PD Shift Changes mendation to change from 5-8 hr . shifts to 4-10 hr . shifts , overtime to be charged after 10 hours , as of September 1 , 1986 , and to make proper changes in the Employee Manual . Clerk called the roll as follows : Small - Aye Radke - Aye Hayden - Aye Jennings - Aye Jahp - Aye Thanepohn - Aye Pfister - Aye Fahrlander - Aye Motion carried . With the new shift changes , vacations will be PD Vacations scheduled as hours , rather than as days . WATER - Alderman Jahp reported there will be a meet- Radium ing on August 15 , 1986 at 4 : 00 p .m. at the water tower for discussion on the proceiures and financing of the pilot project for removing the radium from the city ' s water supply by ISO-Clear , a Yorkville based operation. Representative Hastert will be present at the meeting . Alderman Jahp reported there will be a public meeting with the Illinois EPA regarding regarding radium on August 25 , 1986 at the State of Illinois building in Chicago, and urged someone to attend representing the City of Yorkville . Alderman Jahp moved to table the water rate 5% 5% Water Rate water rate increase , and take it back to the water Increase committee on August 21 , 1986 for further discussion, seconded by Alderman Thanepohn. Motion carried. Mayor Davidson reported that Don Schwegel of Baxter Itadium Woodman, Inc . , would like to meet with Attorney Kramer , the water committee , and Mr . Becktel , on the radium problem and where we now stand. Alderman Jahp reported he spoke with Jim Michels and water To er plans with the water tower construction are Construction proceeding well . UTILITIES - Alderman Fahrlander reported the September 4 , 1986 committee meeting is cancelled , and referred to September 3 , 1986 at 7 : 00 p.m. at the wate tower . PUBLIC PROPERTY & BUILDINGS - Alderman Pfister re Sesquicentennial ported the next meeting will be August 21 , 1986 at Banners 7 : 30 p.m. at the water tower . The sale of the sesquicentennial banners will be discussed . FINANCE - Alderman Hayden moved to pass ORDINANCE Ord. # 1986-8 # 1986-8 entitled "AN ORDINANCE FOR THE LEVY & Tax Levy ASSESSMENT OF TAXES FOR THE FISCAL YEAR BEGINNING MAY 1 , 1986 , AND ENDING APRIL 30 , 1987 FOR THE ,UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL ILLINOIS , in the amount of $223 , 335 . 32 , seconded by Alderman Thanepohn. Don Morris will be requested to attend that meeting. SEWER - Alderman Pfister announced the September 4 , Lateral Sewer 1986 meeting was cancelled , and another set for Lines September 3 , 1986 . Dick Missing and Attorney Kramer are requested to be present for discussion on lateral sewer lines . Alderman Pfister reported that Jim Olson is working Easement - on the easement for Hydraulic Street . Hyraulic St . Alderman Pfister reported that 4 bids were received for the Sanitary Sewer Pipe Bids on July 25 , 1986 as follows : Joseph Foreman & Co. - $3 . 83 per foot x 815 ft . Sewer OF PRIVATE RAIN WATER OR STORM WATER RUN-OFF DIS- Disconnections CHARGE INTO THE CITY SANITARY SEWER SYSTEM" , which allows workmen to go on private property to do the neccessary work to alleviate inflow and infiltration of the sewer system. Motion was seconded by Alderman Small . HEALTH & SANITATION - Alderman Radke reported that KC Housing Ord . the Kendall County Housing Ordinance ' s proposed form needs some changes . An intergovernmental agreement will be needed . Alderman Radke is to be Yorkville ' s representive to the committee . STREETS & ALLEYS - Alderman Thanepohn withdrew his No Parking - motion, and Alderman Radke withdrew his second, re- River, King, garding No Parking the ommission of Section 4 , on Church Sts .
