City Council Minutes 1986 08-28-86 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL ON AUGUST 28, 1986 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order and led the council in the Pledge of Allegiance . Guest MINUTES - Alderman Jennings moved to waive the read- Minutes ing of the minutes from the August 14 , 1986 City Council meeting , and approve minutes as presented , seconded by Alderman Jahp . BILLS - Alderman Hayden moved to authorized payment Bills of the bills as presented, to include the two bills withheld for payment from the August 14 , 1986 City Council meeting, seconded by Alderman Small . BUILDING & ZONING - The minutes from the Zoning ZBA-Conover Board of Appeals regarding John Conover ' s Petition Petition for for a Variance from the Subdivision Control Ordin- Variance ance regarding the need for curbs . Alderman Hayden moved to withdraw the previously Conover-With- granted Variance for tar & chips to be allowed on draw Previous Leisure Street , and that 3" asphalt be used for the Variance/Street street surface , seconded by Alderman Jahp . Alderman Hayden moved to direct Attorney Kramer to Conover-Annex- finish the annexation agreement regarding John ation Agreement Conover ' s Petition for annexation , along with including a basis for not requiring retention ponds , seconded by Alderman Radke . Motion carried. MAYOR ' S REPORT - Alderman Jennings moved to approve ZBA App ' t . - Mayor Davidson ' s appointment of Larry Beach to the L . Beach Zoning Board of Appeals for a full term to expire in 1989 , seconded by Alderman Small . Motion carried . Mayor Davidson reminded everyone to drive more care- School fully now that the schools are in session . ATTORNEY ' S REPORT - Alderman Hayden moved to grant Vacation/Water the VACATION OF WATER MAIN EASEMENT (Tri-County Main Easement Scavenger ) , seconded by Alderman Pfister . Clerk called the roll as follows : Thanepohn - Aye Radke - Aye Jennings - Aye Hayden - Aye Small - Aye Jahp - Aye Fahrlander - Aye Pfister - Aye Motion carried . Attorney Kramer reported that the Grainco documents Grainco Easement are prepared , but need reviewing . Attorney Kramer reported that he has requested a Beecher Bldg . contribution of $ 1000 from Span Metal regarding the Roof repairs to the Beecher Building roof . Attorney Kramer reported the burned out home on Dickson Ct . - Dickson has been reported to have been sold . Burned-out Home Alderman Small moved to pass QRDINANCE ?/ 1986- 1t Ord . #1986- 11 entitled "AN ORDINANCE PROVIDING FOR THE INCREASE Utility Tax OF THE ILLINOIS MUNICIPAL UTILITY TAX FROM 4% TO Increase 5% seconded by Alderman Thanepohn. PUBLIC WORKS - Alderman Jennings moved to approve the report from the Public Works Department , seconded by Alderman Small . Motion carried . RECREATION DEPARTMENT - Alderman Jahp moved to approve the report from the Recreation Department , seconded by Alderman Thanepohn. Motion carried . HUMAN RESOURCE COMMISSION - Alderman Jennings reported that he received information on KDK Job Traning and will refer it to the commission . KENDALL COUNTY ECONOMIC DEVELOPMENT - Alderman Pfister reported that at the meeting in Newark , committee function was outlined . The City of Plano has been loaned $30 , 000 to extend water main to a factory . These low-interest loans are available thru the commission for the purpose of industrial enhancement and growth and the creation of more jobs in the area . PARK COMMISSION - Alderman Jennings reported there S .Heth - First was no quorum at the August 25 , 1986 meeting . Aid Course Suzzette Heth requested permission to attend & reimbursement for a first-aid course at Waubonsee Page 3 August 28, 1986 Community College . The matter needs only department head approval . TENNIS COURTS -Alderman Small reported that no feed- Tennis Courts back has been received regarding the resurfacing of the Tennis Courts . SESQUICENTENNIAL COMMITTEE - Mayor Davidson reported Sesq.History Book that help will be needed to sell the History books on Homecoming Day during the parade and football game . COMMITTEE REPORTS BUILDING & ZONING - Alderman Fahrlander called a Comprehensive mittee meeting in conjunction with the Plan Com- Plan mission for discussion on the Comprehensive Plan on September 23 , 1986 at 7 : 00 p .m. at City Hall . Alderman Small reported on the joint meeting with Variance- the Public Property & Buildings committee . The Stark-horses request for variance to allow horses on the Stark property was denied due to setting precidence . Alderman Small moved to donate a Sesquicentennial Sesq . banners + . banner to the Yorkville Library , Chamber of Commerce , Kendall County Record , Bristol-Kendall Fire Pro- tection District , Kendall County Historical Society , the American Association of University Women, and Harlan "Minnie" Johnson, and the remaining 16 banners to be sold on a first come-first serve basis , beginning September 8 , 1986 at 8 : 00 a .m. at the water tower offices , at $50 . 00 for each banner . Motion was seconded by Alderman Pfister . Alderman Small moved to amend the motion to retain a banner for display at City Hall , seconded by Alderman Thanepohn. Motion carried . Alderman Small amended the motion to donate a Sesquicentennial banner to the EMS , and not to the Library since they have already purchased their own, seconded by Alderman Pfister . Motion carried . Clerk called the roll for the original amended motion donating sesquicentennial banners to the EMS , Chamber of Commerce , Kendall County Record , Bristol-Kendall Fire Protection District , Kendall County Historical Society , American Association of University Women, Harlan "Minnie" Johnson, and retain one for City Hall , with the remainder of the banners to be sold for $ 50 each on September 8 , 1986 beginning at 8 : 00 a.m. at the water tower offices on a first- come-first serve basis as follows : Radke - Aye Hayden - Aye Jennings - Aye Small -Aye Pfister - Aye Fahrlander - Aye Thanepohn - Aye Jahp - Aye Motion carried . Director Johnson is to obtain costs of having the Office-Cleaning offices at 610 Tower Lane cleaned on a regular basis . FUTURE PLANNING - Alderman Thanepohn moved to Gift of Land - accept the gift of land at Rt . 47 & E. Fox St . Muneio (Franklin) , from Frank Muneio, in the tax year of 1988 , with the city bearing the cost of the appraisal of the property , seconded by Alderman Page 4 August 28 , 1986 Jahp . Attorney Kramer was directed to send a letter to Mr . Muneio to inform him of the city ' s intent . POLICE - Alderman Jennings reported that Kathy Crossing Guards Sibenaller resigned her post as Somonauk St . Crossing Guard , and Marge Zeiter has been appointed to the post . Alderman Jennings reported that Richard Smith has completed his first year of employment , and will be accelerated to the next level of pay on the salary scale . WATER - Alderman Jahp reported there was a meeting Radium - on August 15 , 1986 at the water tower at 4 : 00 p .m. Iso-clear regarding radium. Present were water committee , representatives from Bectel Corporation, Iso-clear , and Representative Hastert . The pilot study for the radium problem was discussed . Alderman Jahp moved to adopt RESOLUTION No . 1986-44 Resolution entitled "RESOLUTION APPROVING THE ESTABLISHMENT OF 1986-144 A PILOT WATER TREATMENT PROGRAM FOR THE UNITED CITY Pilot Program- OF THE VILLAGE OF YORKVILLE" , Seconded by Alderman Radium Hayden. Motion carried . Mayor Davidson was directed to send a letter to the Governor ' s office stating that the City of Yorkville would approve a resolution on August 28 , 1986 regard- ing our intent to move ahead on the Pilot Program. At the August 21 , 1986 committee meeting , the water account delinquencies were discussed , the status of the new water tower , and the 5% water rate increase . Alderman Jahp moved to delete the 5% water rate Water Rate increase that was to go into effect in 1986 , seconded Increase Deleted by Alderman Pfister . Clerk called the roll as follows : Thanepohn - Aye Radke - Aye Jennings - Aye Hayden - Aye Small - Aye Jahp - Aye Fahrlander - Aye Pfister - Aye Motion carried . Alderman Jahp reported that the committee is looking Well-Stark Prop . into the possibilities of using the well located on that Stark property . Attorney Kramer reported that there are approximately 60 days left to exercise our agreement in the Stark Annexation Agreement . Committee also approved a special valve at a cost of Special Valve- $392 for the new well . New Well UTILITIES - Alderman Fahrlander announced a meeting for September 3 , 1986 at 7 : 00 p .m. at the Water Tower . ,PUBLIC PROPERTY & BUILDINGS - Alderman Small moved Handicap ■ allow Director Johnson to do the necessary changes Accessibility to City Hall and the Water Tower offices to comply with the Handicap Accessibility Standards , not to exceed $ 1000 in cost . Motion was seconded by Alderman Hayden . FINANCE - Alderman Hayden moved to have the City Insurance enter into an agreement with Country Mutual Insurance Company to change the buildings insurance coverage to a cost replacement basis , seconded by Alderman Jennings . SEWER - Alderman Pfister reported there will be a meeting on September 3 , 1986 at approximately 7 : 30 p .m. to discuss lateral sewer lines with Mr . Missing. Alderman Pfister reported that Pipeliners Limited have been officially contacted to commence work on the SSES . Director Johnson is in the process of contacting all of the downspout violators . STREETS & ALLEYS - Alderman Thanepohn moved to contract with Perkins Builders to repair a driveway Drive-Appletree on Appletree Ct . due to underground work being done , at a cost of $750 , and to extend the sidewalk from Extend Sidewalk Heustis St . to Orange St . at a cost of $240 , `7)0f rink LL- seconded by Alderman Hayden . PUBLIC RELATIONS - Alderman Pfister reported that Sesquicentennial appreciation plaques will be given to those working on the Sesquicentennial in September . Alderman Pfister announced that the City of Plano Tug-of-war has challenged the City of Yorkville to a Tug-of-War on Sunday , August 31 , 1986 at 2 : 30 p .m. on Main St . in Plano . There will be a meeting to discuss committee objectives on September 18 , 1986 at 6 : 30 p .m. LIBRARY BOARD - The next meeting is September 8 , 1986 . YBS BOARD - The next meeting is September 15 , 1986 at 7 : 00 p .m. at Dallas Ingemunson ' s office . ,CHAMBER OF COMMERCE - Alderman Pfister reported that the success of the golf outing was discussed at the recent meeting . $300 was donated to the Human Resources , and $350 to the Cultural Arts . Los Rios restaurant is a new member of the Chamber . The Chamber is also sponsoring a Chicago Cruise the same weekend of the Municipal League Conference for anyone interested . ADDITIONAL BUSINESS - Alderman Hayden moved to nom- IML Delegate inate Alderman Jahp as delegate to the Municipal League Conference , seconded by Alderman Thanepohn .
