Mayor Davidson called the meeting to order at 8 : 00 Call to Order
p .m. and led the council in the Pledge of Allegiance .

MINUTES - Alderman Small moved to waive the reading Minutes
of the minutes from the August 28 , 1986 City Council
meeting , and approve them with the following changes :

MAYOR ' S REPORT - Mayor Davidson reported that corres- River St .
pondence from residents of River Street has been
received thanking the City for the word done on River
Street .
Mayor Davidson thanked Alco for their donation of 14 Tree Donation
trees to the City .
Mayor Davidson thanked King monument of Sandwich for Vault Donation
their donation of the headstone for the Sesquicenten-
nial time capsule vault .
Alderman Jennings moved to donate 5 of the Sesquicen- Sesquicentennial
tennial banners to the 5 schools in our district , Banners
seconded by Alderman Jahp . Motion carried .
Mayor Davidson requested the press to help in remind- School Crossings
ing children to use the school crosswalks .
ATTORNEY ' S REPORT - Attorney Kramer reported there Conover ' s
no report received from John Conover ' s engineer as
requested , to date . Mayor Davidson is to get an
amended letter from Jim Michels .
Attorney Kramer reported that Mr . Baily is to get a Letter of Credit
letter of credit from Northern Trust Co. in regards No.Trust

to Wildwood Subdivision ' s water tower agreement . Water Tower
Alderman Hayden moved to execute agreement with Property Purchase
Grainco for the purchase of property for $ 1520 , Grainco
seconded by Alderman Jennings . Clerk called the

regulating encroachments , making it a petty offense , # 1986- 13
with a not less than $25 , nor more than $500 , re- Encroachments
garding the Rt . 34 Improvements , seconded by Alderman Rt . 34

Attorney Kramer reported that there is a possibility K.Co . Housing
that Kendall County will not be passing their housing Ordinance
ordinance . There is , however , an ordinance on file
at the city offices that adopts the BOCA Housing
Maintenance Code of 1970 , and covers the problem at
hand .
Alderman Hayden moved to authorize Attorney Kramer
to draft a letter to the River Street apartment owners ,
siting the code violations , seconded by Alderman Small .
Motion carried .
If the violations are not corrected , the city can then
proceed with condemnation procedures . The Building
Inspector was invited on the premises by one of the
tenants and he took pictures , and listed all the
violations in that unit .
Attorney Kramer reported the Hold-Harmless-Agreements Downspout
regarding the downspout violations , have been returned Violations
with the exception of Kendall County and on person
who is buying a home and hasn ' t closed the deal to
date . Kendall County will permit the crew on their
property, but will not sign the agreement . Attorney
Kramer will be sending a letter to the other party

stating that it may cost more if it has to go through
the legal channels .
POLICE REPORT - Alderman Jahp moved to approve the Police Report
reports of the Police Department , seconded by
Alderman Jennings . Motion carried .
BEECHER BUILDING REPORT - Alderman Jennings moved Beecher Building
to approve the Beecher Building Report , seconded Report
by Alderman Thanepohn . Motion carried .
It was requested the report be modified to show
the amounts received during the month , and the
accumulative amounts during the year .
RECREATION DEPARTMENT - Alderman Jennings moved to Recreation
approve the report of the Recreation Department , Report
seconded by Alderman Small . Motion carried .
It was requested the size of the report be reduced ,
with more on a page .
PLAN COMMISSION - The next meeting will be September
23 , 1986 at 7 : 00 p .m. at City Hall .
KENDALL COUNTY ECONOMIC DEVELOPMENT COMMISSION - The
next meeting will be September 16 , 1986 at 7 : 00 p .m.
at the Kendall County Building .
SESQUICENTENNIAL COMMITTEE - Alderman Radke reported
the meeting will be September 16 , 1986 at the Fire
Station at approximately 7 : 00 p .m. Alderman Radke
suggested changing the name of the committee to some-
thing more appropriate .
OLD BUSINESS - Attorney Kramer reported there were Stark Agreement
60 days to act on the Stark property regarding the
well usage on the property . He is in contact with
Attorney Fred Dickson regarding the matter .
NEW BUSINESS - The seasonal problem regarding the Sidewalk
encumbering of the downtown sidewalk on the east Problem -
side was referred to the Public Relations Committee . Downtown
COMMITTEE REPORTS
BUILDING & ZONING - Alderman Fahrlander reported Comprehensive
there will be a joint meeting with the Plan Com- Plan
mission regarding the Comprehensive Plan on
September 23 , 1986 at 7 : 00 p .m. at City Hall .
POLICE - Chief Randall reported that the Firearms
Ordinance covered an incident of firing in town.
Chief Randall reported that the 10 hr . shifts were
working very well .
WATER - Alderman Jahp reported that he was dis- Water Tower
appointed in the water tower construction progress ,
but engineer , Jim Michels assured him that they
are within the provided schedule . Work will be done
on Monday .
UTILITIES - Alderman Fahrlander moved to approve the Lights
installation of lights by the City , and wiring to be
done by Commonwealth Edison at :
Hydraulic between the west alley & Rt . 47
East part of Game Farm property
Countryside Pkwy . & Kendall

and authorize expentidure of approximately $3000 .

,PUBLIC PROPERTY & BUILDINGS - Mayor Davidson reported Beecher Bldg .
the roof at the Beecher Building is leaking again . Roof
The next meeting is September 18 , 1986 at 7 : 00 p .m.
FINANCE - Alderman Hayden reported that they are Audit
still waiting for the audit .
SEWER - Alderman Small moved that due to the unique Lateral Sewer
problem that Mr . Missing has with his lateral sewer Line Problem
line , namely that it is under 5 lanes of traffic and
on the opposite side of the street , Attorney Kramer
be directed to draft an agreement between the City of
Yorkville and Mr . Missing to jointly share the cost
on a 50/50 basis for the correction of this lateral
sewer line problem, and to prevent any precedence
being set , only if there is a lateral line involved
that is over 15 feet , and that the agreement will
state that the City only maintain, as City policy
from the right-of-way outward from the house , and
still maintain, under the existing policy , of touch-
ing nothing from the right-of-way back to the house .
Motion was seconded by Alderman Hayden. Clerk

Motion defeated 3-4 .
Alderman Jahp moved to refer the matter back to
the sewer committee for more information and
detailed costs before entering in any agreement ,
and to bring the matter back to the next meeting .
Motion was seconded by Alderman Radke . Motion
carried .
HEALTH & SANITATION - Alderman Radke reported that River St . Apts .
that letters of complaint were received from
local citizens regarding the River Street apartments .
STREETS & ALLEYS - Alderman Thanepohn reported the Guard Rail -
new guard rail is in place on River Street . River St .
The street work has been completed on Heustis ,
Morgan, River , Quinsey & Somonauk streets .
There will be a meeting on September 25 , 1986 ,
at 7 : 30 p .m. , preceding the city council meeting .
PUBLIC RELATIONS - Alderman Jahp announced a meeting
for September 18 , 1986 at 6 : 30 p .m. at the water
tower .
Mayor Davidson will be inviting the citizens of Town Meeting ' 86
Yorkville to a Town Meeting , scheduled for
October 1 , 1986 from 7- 10 p .m. at the Perkin ' s
room of the Beecher Building . The purpose of the
meeting is to give the citizens a chance to share
their views & complaints . They will also be given

a chance to meet with their respective alderman.
All aldermen are expected to be present .
Mayor Davidson reported that the City of Yorkville
skunked the City of Plano twice in the recent
tug-of-war .
LIBRARY BOARD - Alderman Small announced the ded- Dedication -
ication of the library will be Saturday , September Library
27 , 1986 from 2-4 p .m. Jim Edgar , Secretary of
State , Representative Dennis Hastert , and Mayor
Davidson are among the guest speakers .
Alderman Thanepohn moved to adjourn the meeting , Adjournment
seconded by Alderman Radke . Motion carried .
