City Council Minutes 1986 10-09-86 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL. OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY HALL ON OCTOBER 9 , 1986 . Mayor Davidson ;called the meeting to order at 8 : 00 Call to Order p . m . and led the council in the Pledge of Allegiance . Clerk Erickson called the roll as follows : Roll Call Ward 1 - Jahp - Present Small - Present Ward 2 - Thanepohn - Present Radke - Present Ward 3 - Hayden - Present Pfister - Absent Ward - Jennings - Present Fahrlander - Present A quorum was established . Alderman Jennings moved to waive the reading of the Minutes minutes from the September 25 , 1986 City Council meeting , and approve them as presented . seconded by Alderman Thanepohn . Motion carried . Alderman Jennings moved to authorize payment of the Rills bills as presented , seconded by Alderman Jahp . Clerk called the roll as follows ! Radke - Aye Hayden - Aye Jennings - Aye Ave .iuhi) -- Ave Thanepohn - Ave Fahrlander - Ave Small - Ave Motion carried . Guests were Mr . Randall , Chief Randall ' s father , Guests Gary Conover , and Attorney Grant . BUILDING & ZONING - Attorney Grant presented the Conover-Unit 8 Final Plat for Conover ' s Unit 8 Annexation S Zoning , along with the requested letter of Credit from Yorkville National Bank . Alderman Jennings moved to accept Conover ' s Annex- Ord . 01986- 16 ation Agreement and pass ORDINANCE 1/ 1986- 16 entitled Conover -Unit 8 "AN ORDINANCE TO ANNEX CERTAIN TERRITORY AND TO Annex . S Zone INCORPORATE THE SAME WITHIN THE CORPORATE BOUNDRIES OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE" . seconded by Alderman Thanepohn . Clerk called the roll as follows : Hayden - Ave Jennings - Aye Thanepohn - Ave Small - Ave Fahrlander - Aye Radke - Ave Jahp - Aye Motion carried . Alderman Jennings moved that providing there are no Building Permit changes in the final plat when it goes to the Plan Commission , a building permit be issued for lot 103 of Conover ' s Unit 8 , seconded by Alderman Radke . Clerk called the roll as follows : Radke - Ave Hayden - Nay Jennings - Aye Small - Ave Fahrlander - Aye Thanepohn - Aye Jahp - Aye Motion carried . MAYOR ' S REPORT - Mayor Davidson proclaimed October Proelaimation - 17 5 18 , 1986 as Illinois Lions Clubs Candy Day Lions Candy Day for humanitarian services for the blind & deaf . Mayor Davidson set Halloween hce s for October 31 , Halloween Hours 1986 from 4 : '10 ,..o : 00 p .m . in the City of Yorkville . Page 2 October 9 , 1986 Mayor Davidson announced Homecoming is Homecoming October 18 , 1986 . ATTORNEY ' S REPORT - Attorney Kramer reported that Fox Road Impvt . the City has already voted to do the Fox Road improvement at the county ' s expense . It is a 840 , 000 expense that the county will supervise and provide engineering payback with the city reimburs- ing the county in 1J years at S4 , 000 per Fear , or 8 years at Q , 000 per year with a 7° interest charge . There will be an intergovernmental agreement to cover the project . Attorney Kramer reported that he has drafted a form Tax Roll Form - to be submitted by the City Clerk to the Kendall Annexations County Clerk & Assessor ' s offices following any annexations to the City of Yorkville . Alderman Hayden requested Attorney Kramer to give the Plan Commission direction on conducting public hearings at the next Plan Commission meeting on October 28 , 1986 . PUBLIC WORKS - Alderman Hayden moved to approve the Public Works Rpt . reports of the Public Works Department , seconded by Alderman Jennings . Motion carried . POLICE - Alderman Jennings moved to approve the Police Report reports of the Police Department , seconded by Alderman Hayden . Motion carried . PLAN COMMISSION - Alderman Fahrlander reported the Plan Commission next meeting of the Plan Commission will be October 28 , 1986 at ? O0 p . m. at the water tower . BEECHER BUILDING - Alderman Jahp moved to approve the Beecher Bldg . report of the Beecher Building , seconded by Alderman Hayden . Motion carried . KENDAL. COUNTY ECONOMIC DEVELOPMENT COMMISSION - K . C . Econ . Dev . Mayor Davidson reported the next meeting is OCtober 21 , 1986 at 7 : 30 p . m. at the Kendall County Annex Building . HUMAN RESOURCE COMMISSION - Alderman Jennings report- HRC ed the next meeting is to be held October 20 , 1986 at 7 : 30 p . m . at the water tower . BRISTOL-KENDALL FIRE DISTRICT - Chief Randall reported that the spaghetti supper served more than 500 persons . They are busy with tours in regard to Fire Prevention Week . PARK COMMISSION -Alderman Jennings reported the next Park Commission next meeting will be October 20 , 1. 986 at 6 : 13 p . m . at the Beecher Building . COMMITTEE REPORTS BUILDING & ZONING - Alderman Radke reported on the October 2 , committee meeting . Alderman Radke moved to adopt RESOLUTION P1986- 1 ,45 Res . No . 1986- 145 entitled "RESOLUTION APPROVING SUBDIVISION OF LOT Lot i -E . Main St . ONE ( 1 ) OF EAST MAIN STREET SUBDIVISION SUBJECT TO ;MillmanJGroesch IMPROVEMENTS BEING INSTALLED" , requiring curbs & gutters to be installed on further er development of the area . Motion was seconded by Alderman Hayden . Alderman Radke moved to have the City Attorney draft. Rt . 47 - letters to the annexees along Rt . 47 near Rt . 34 , Annexees offering up to a 1 " water meter service , and sewer mow as available if they will petition for annexation ogf- vi PO o • withina 60 day period , with the agreement to be for -•r=!°,.-�''� 10 years , seconded by Alderman Hayden . Motion carried . The question of spot surveys as a prerequisite to Spot Survey - the issuance of a bulding permit was referred back Bldg . Permits to committee for further discussion . FUTURE PLANNING - Alderman Thanepohn reported that a representative of the Chamber of Commerce will be attending the conference on downtown revitalization with him . POLICE -- Alderman Jennings read a letter compliment- Compliment - ing Officer Martin for his pleasant and professional Officer Martin handling of a traffic_ stop . WATER - Alderman Jahp reported there will be a meet - ing on October 16 , 1986 at 8 : 00 p . m . FINANCE - Alderman Hayden moved that on committee Downtown recommendation , Alderman Thanepohn be authorized Revitalization to expend up to s7OO to attend the Downtown Conference Revitalization Conference in Minnesota , seconded by Alderman Small . Clerk called the roll as follows : Hayden - Aye Jennings - Nay Thanepohn - Ave Small - Ave Fahrlander - Ave Radke - Ave Jahp - Aye Motion carried . The Finance Committee Chairman will be monitoring Monitor-Bank the bank statements as requested by the Auditors , Statements and will be meeting with Treasurer Huston to dis - cuss it further . Alderman Hayden reported it was committee recommen- Insurance dation that we stay with our current insurance carrier . Health insurance costs are up 25% . Alderman Hayden reported the Water Department is Water Bills - complying with the requests trom the auditors re - System Check garding segregated duties for a systems check . Alderman Hayden reported that copies of the audit Audit have been received , and the city council will go over them individually before discussion is Ice14, and the audit is accepted . SEWER - Mayor Davidson reported that the sewer work Hydraulic - Sewer on Hydraulic Street Is expected to be completed by October i0 , 1986 . HEALTH a SA\ 1 \TION - Alderman Radke reported that a Tn1-Co . Scay . - Page 4 October 9 . 1986 letter was received from Tri-County Scavenger Service , Increase Fees Inc . stating that due to their complaince with the Illinois Solid Waste Management Act imposing a 45 rent per cubic yard fee on all refuse dumped in Illinois landfills , they will have to pass the increase onto their customers . A letter will be sent reequesting a representative to be present for discussion on the matter at the November 6 , 1986 meeting at 7 : 00 p . m. at the water tower . STREETS & ALLEYS - Alderman Thanepohn called a meet- Brandon-Sidewalk ing for October 16 , 1986 at 7 : 00 p .m. to discuss sidewalk replacement tor John Brandon . Also , for discussion will be the intergovernmental agreement regarding Fox Road , and the 1987 MFT proposals for street improvements . TREES S PARKS - Mayor Davidson will contact Hinsdale Rt . 34 Nursery regarding the right type of thing to plant Welcome Sign aL the Welcome to Yorkville Sign . PUBLIC RELATIONS - Alderman Thanepohn reported the Town Meeting Town meeting was successful , but not a large attendance . Mayor Davidson reported that he met with the new School Sidewalk superintendent and business manager of the school district to discuss the sidewalks for the schools . None could see the need for a sidewalk in front of the school . There is a safety factor involved with putting in a sidewalk at Orange Street . There is discussion of a sidewalk from Center St . to Somonauk St . on the east side of the highway to connect with the crossing guard . YBS BOARD - There is a meeting on October 20 , 1986 at 7 : 01) 5 .m. at the office of Dallas Ingemunson . Gt.? L1 ! Cl .3A Berman Small reported there is a meeting on October 13 , 1986 . The dedication of the building was well attended . , CHAMBER OF COMMERCE . Alderman Thanepohn reported that the Downtown Redevelopment Conference will also be attended by a representative from the Chamber of Commerce .
