City Council Minutes 1986 10-23-86 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD AT CITY HALL ON OCTOBER 23 , 1986 . Mayor Davidson called the meeting to order at 8 : 00 Call to Order p .m. and led the council in the Pledge of Allegiance to the Flag . Deputy Clerk Elden Madden called roll . The following Roll Call aldermen were present Ward 1 - Jahp , Small. Ward 2 - Radke , Thanepohn Ward 3 - Pfister , Hayden Ward 4 - Jennings , Fahrlander A quorum was established . Alderman Jennings moved to waive the reading of the Minutes minutes from the October 9 , 1986 City Council meeting , and accept them with the following corrections : 1 . Page =+ -- following `± BSD BOARD Heading , "Yorkville Public Library" heading was omitted ; 2 . Pagn 3 - Delete "at which Lime he will be required to obtain a building permit " , and insert "after building permit is obtained" ; 3 . Page 3 , third paragraph from bottom - change the word "help" to the word "held" . Motion was seconded by Alderman Jahp . Motion carried unanimously . Guests were Harlan Johnson , Jay McCoy , Navdene Pierce Guests Eugene Sheeley , Carol Sheeley , and Tony Cox . Motion was made by Alderman Thanepohn to refer Jim Bills Michels bill for 5500 . 00 to the Building & Zoning committee . There was no second to the motion . Motion was made by Alderman Thanepohn to pay the bills as submitted . Motion to amend the motion was made by Alderman Jen- nings to approve with the provision that CBI NA-CON , Inc . and T&R Construction bills be approved by Public Works Director and Mayor . Motion to amend was seconded h Alderman Hayden . Because original motion did not receive a second , Mayor Davidson declared the motion dead . No motion to amend a dead motion was allowed . Motion was made by Alderman Jennings that the bills CBI-NaCon & be approved with the provision that the bill from T&R Bills CBI Na-Con , inc . in the amount of :8') , 722 . 58 and the bill from T&R Construction Co . in the amount of 196 , 58- . 31 be held subject to approval by Public Work Director and the Mayor , that they have met all specification . SEcond to the motion was made by Alderman Small . Deputy Clerk called the foil as follows : Radke - Ave Pfister - Ave Hayden - Aye Fahrlander - Ave Jennings - Ace Thanepohn - Aye Small - Aye Jahp - Aye Motion carried . :ATTORNEY ' S REPORT - Attorney 'Kramer presentee a copy Sewer Maint . of a proposed " sewer maintenance policy" resolution Policy i or review by the. ,ounci_ . Page 2 October 23 , 1986 Also , a copy of a proposed resolution "requiring Bldg . Permit - sur'ev for building permits" , was presented to the Survey Require- council for review . ment A copy of a letter which was mailed to each of 16 Proposed property owners outside the corporate limits , Annexations regarding annexation was presented to each council member . Attorney Kramer reported on the status of the River St . Apts . repair work being accomplished on the River Street apartments _ Owners have promised to have outside repairs completed in thirty days . Inside repairs of tour empty units are to be initiated immediately , and building inspector will inspect those in 60-90 days . Other subjects discussed by the attorney and River Street property owners were " individual water meters " , and "garbage disposal " . The attorney also announced that he has received Wildwood Subd . word from the Wildwood Subdivision representatives Letter of Credit that the "Letter of Credit " from the bank would he in his hands by Monday , October 27 , 1986 . MAYOR ' S REPORT - Mayor Davidson announced that Trick or Treat Hillside Nursing Home would have " trick or treat " :.ours trom 4 : 30 p .m. til 700 p .m. on Halloween . He read a note from Marty Behrens thanking the City Marty Behrens - for the plaque awarded him for his 21 years of Library Board service on the Library Board . Mayor Davidson then awarded plaques for services Sesquicentennial performed for the Yorkville Sesquicentennial Plaques observant" to Tony Cox , Jay McCoy , Dean Fisher , Navdene Pierce , Carol Sheeley , Kathy Farren , and Harlan .Johnson . CITY CLERK -- Deputy Clerk presented a petition from PC-86- 11 - Clarence Holdiman 8 Ted Shick to annex and rezone a Holdiman/Shick seven :.ieee on Route 47 along with required Annexation copies of papers . Motion was made by Alderman Hayden , seconded by Alderman Pfister to refer the petition to the Plan Commission meeting for a Public Hearing on November 25 , 1986 . Motion carried unanimously . Nine copies of a proposed subdivision within 1 1 /2 PC-86-9 - miles of the corporate limits south of Route 71 and Kendall Co . - east of Route 47 was presented to the council for R . Johnson referral . Motion was made by AldermanHayden , seconded by Alderman Pfister to refer the matter to the Yorkville Plan Commission . Motion carried unanimously . PLAN COMMISSION - The next meeting will be October 28 , 1986 . HUMAN RESOURCE COMMISSION - The meeting was held on October 20 , 1986 , and the next meeting will be November 17 , 1986 . KENDALi, COUNTY ECONOMIC DEVELOPMENT - The next meeting will be November 18 , 1986 . KENDALL COUNTY EMS - Alderman T .aarmepohn announced New Ambulance that the EMS was getting a new ambulance . PARK COMMISSION - Alderman Jahp reported on the Page 3 `)ctober 23 , 1986 October 20 , 1986 meeting . Park commission recom- Recreation mended that Suzzette Heth be allowed to attend the Conference - Recreation Conference in Peoria . Alderman Jahp S . Heth made motion , seconded by Alderman Jennings to send Suzzette Heth to the Recreation Conference with the cost not to exceed : 2UO . O0 . • Ti I r.uscussion , Alderman Jennings pointed out that 5200 . 00 only allowed S17 . U0 for meals during the three day conference . Alderman Jahp then made a motion to amend his original motion to allow 3350 . 00 instead of 5200 . 00 Motion to amend was seconded by Alderman Jennings . Roll call was taken on vote of amendment : Thanpohn - Aye Small - Ave Radke - Ave Jahp - Ave Jennings - Aye Fahrlander - Ave Hayden - Ave Pfister - Ave Motion carried 8-0 . Vote was then taken for those in favor ol Suzzette Heth attending the conference . Motion carried 8-U . The next meeting of the Park Commission will be November 10 , 1986 at 6700 p . m . BEECHER BUILDING - Alderman Radke announced that Beecher Bldg. . there will be a luncheon at the Beecher Building Luncheon on November 2 , 1986 with proceeds to go to the Beecher Building fund . OLD BUSINESS - Alderman .Jahp distributed brochures 3-mile Run on a 3-mile run to all the aldermen . Run will be on November 1 , 1986 and is sponsored by Kendall County Human Services . COMMITTEE REPORTS BUILDING & ZONING - There was a discussion regarding Proposed Liquor a liquor license for the proposed St . Patrick ' s Hall License on Walnut St . FUTURE PLANNING - Alderman Thenepohn called for a meeting on November 13 , 1986 . POLICE COMMITTEE : The next meeting will he 7700 p .m , on November 13 , 1986 . Alderman Jennings reported that Dean Morrisette had Dean Morrisette - completed his first six months of duty and is 6 mo . raise eligible for the next pay plateur . Alderman jennings also reported on the overtime Police Overtime being charged in the Police Department with the new working schedule . Concensus is that the new schedule is working out satisfactorily . YORKVILLE EMERGENCY SERVICES & DISASTER - The next meeting will be on November 13 , 1986 . WATER -• Alderman Jahp reported on a meeting wit` Baxter & Woodman engineers on October 16 , 1986 . • Alderman Jahp made a proposal th.it. the :. i ty have Radium Baxter & Woodman update the cost of a shallow well mixing proposal and by December 1 , 1986 offer a letter to the EPA proposing the compliance by use of mixing , useing shallow wells , and also that another method deve'. ci d ty so-Clear may be another possibility for radium emoval which should also be considered . Second was by Alderman Jennings . Motion carried 3-1= . Page N October 23 , 1986 PUBLIC PROPERTY & BUILDINGS - Rental on city ' s house Rte . 47 House on Route 47 has been running smoothly . FINANCE - Alderman Hayden reported that we are still Computer Reports waiting for computer reports . Alderman Radke cancelled the scheduled meeting of the Trees S. Parks Committee . Alderman Hayden scheduled Finance Committee meeting for 8 : 30 on the 6th of November . Alderman Hayden made a motion that the audit be Audit approved . Second was by Alderman Pfister . Deputy Cleric called the roll as follows : Radke - Aye Thanepohn - Ave Hayden - Aye Pfister - Ave Jennings - Aye Fahrlander - Aye Jahp - Aye Small - Aye Motion carried 8-0 . SEWERS - Alderman Pfister set a meeting for October 30 , 1986 at 7 : 00 p .m . Alderman Pfister presented an application for EPA EPA Permit - permit for a 15 " sanitary sewer on W . Hydraulic St . W . Hydraulic St . Alderman Pfister made a motion to have the Mayor and City Clerk sign the application and mail it to EPA in Springfield . Second was by Alderman Hayden . Motion carried 8-0 . Mayor Davidson announced that the W . Hydraulic 15 " sewer project is complete and also that the 6" sewer project on Jefferson St . is complete . He commended the Public Works Department on the two jobs . HEALTH & SANITATION - The next meeting will be Garbage Contract November 6 , 1986 at 7 : 00 p .m. with Tri-County Scaven- ger Co . STREETS & ALLEYS - Alderman Thanepohn reported on Fox Road Paving the meeting of October 16 , 1986 . Alderman Thanepohn made a motion to pay back Kendall County for the Fox Road paving project at the rate of 58 , 000 per yg, *....Yii-cz1 . Mayor Davidson asked that the motion be held until he can talk with the county and then discuss it on the 15th . Motion was not seconded. Motion was made by Alderman Thanepohn to accept Quinsey Road the Woodworth portion of Quinsey Road . Second was Acceptance by Alderman Small . Motion carried 8-0 . Alderman Thanepohn cancelled the November 6 , 1986 meeting and rescheduled the meeting for October 30 , 1986 at 7 ; 30 p . m . TREES & PARKS - Alderman Radke cancelled the November 6 , 1986 meeting . Mayor Davidson reported that Hinsdale Nursery had Rt . 34 & 47 offered to donate shrubbery for the city sign at Shrubbery Rt . 34 and i47 . He asked the city use the 5200 . 00 originally appropriated for that project for tree e at the Yorkville Public Library . Motion was made by Alderman Hayden , seconded by Alderman Library Trees Radke that the 3200 . 00) be given to the Library to purchase a tree . LIBRARY - Alderman Small reported that the October 13 , 1986 meeting was cancelled . It was rescheduled October 23 , 1986 . Alderman Small and Mayor Da , i ci.son had a discussion Library - Trees pine trees for the library grounds . Mayor Davidson thought he could get the trees trans- planted for less than 5100 . 00 The matter was left up to the Mayor. . IRS BOARD - There is a meeting scheduled for October 27 , 1986 . CHAMBER OF COMMERCE - Alderman Pfister reported on the meeting of October 21 , 1986 . Move to adjourn by Ald rman Pfister , second by Adjournment Alderman Jahp . Motion carried . Luanne J .
